What is a Comprehensive Plan? 

A Comprehensive Plan is a fact-based resource for local constituents that tracks implementation of community-based policies.  It creates an environment of predictability for business and industry, investors, property owners, tax payers and the general public. The Plan will help local governments to recognize and then implement important economic development and revitalization initiatives.

It is the intention of Glynn County Board of Commissioners (BOC) that this plan be “community-authored,” and that the citizens of Glynn County provide direction to County staff and consultants on the goals and strategies needed to achieve the citizens’ vision for the County. In order to ensure that this Comprehensive Plan presents a true reflection of this community, the BOC has formed two Steering Committees, one for St. Simons/Sea Island and one for the Mainland. Each Steering Committee consists of seven (7) citizen members appointed by the BOC, three (3) Planning Commission members appointed by the Chairman of each Planning Commission, and seven (7) citizens in the County chosen through a “blind application” process by the Glynn County Planning Department and their Planning Consultant to be representative of County demographics.

Public input was sought through a community survey and open house meetings. The survey was designed to give residents and business owners an opportunity to voice opinions on various topics in the community.  This information will assist the County in understanding needs, goals, issues, and opportunities from the perspective of the people that live, work, and visit Glynn County.  

Two open houses were held at different locations in the County to provide a convenient time and location that works with various schedules of people in the community.
