Description:

1.0 GENERAL

 

The Board of Commissioners of Glynn County, Georgia (County) seeks proposals from interested qualified Engineering firms to provide engineering services for drainage and watermain improvements in the Village area of St. Simons Island. The selected firm is to provide final construction plans for drainage and watermain improvements along Butler Ave and Georgia Street. Final construction bid package including plans, special provisions, and a final engineer’s estimate. Construction Administrative Services will also be required if selected by the County. The specific services requested are outlined in detail in the scope of services within this request for proposal.

 

2.0 BACKGROUND

 

The first phase of drainage improvements in the Village area was completed in 2018 as a part of the SPLOST 2016 program. The second phase, federally funded through the American Rescue Plan Act of 2021, includes a new drainage system and watermain improvements along Butler Ave and Georgia Street. 

 

  1. STATEMENT OF WORK

 

TASK 1: Drainage Improvement Plans

 

The successful firm shall develop a finalized and complete construction plan package. The package shall consists of Engineer sealed and signed plans, construction special provisions, an itemized bid tab, anticipated construction schedule, and an engineer’s estimate. These materials shall be submitted to the County’s project manager in both paper and electronic format. These materials will be incorporated into an Invitation to Bid and advertised by Glynn County. The successful firm shall also be present for the preconstruction meeting once a successful bidder has been awarded a contract. Once construction begins, it is expected that the successful firm will review all construction submittals for compliance. They shall also be prepared to handle any conflicts as may arise during project construction.

 

 

TASK 2: Watermain Improvement Plans

 

The successful firm shall develop finalized and complete watermain improvement plans to be included in the final construction plan package as outlined in Task 1. These plans will be in accordance to JWSC standards and will be subject to their review and approval. In addition to the improvement plans, the successful firm will include any and all necessary documents, specifications, engineer’s estimates, and itemized bid tab to bid the project for construction. Once construction begins, it is expected that the successful firm will review all construction submittals for compliance related to the watermain improvement. They shall also be prepared to handle any conflicts as may arise during project construction as a result of the watermain improvement.

 

 

TASK 3 (Alternative): Construction Administrative Services

 

The County will require the successful firm, if deemed necessary, to provide construction administrative services during the course of construction. Once the County makes an award, the successful firm will coordinate with staff to set up a pre-construction meeting to review schedule, traffic control, and establish lines of communication. 

 

During the construction process, the successful firm will be on site to review installation quality and answer questions. Any significant deviation in scope resulting in contractor change orders will be submitted in writing to the County for approval prior to commencing with work. The successful firm will review RFI’s, pay requests, and final punch lists submitted by the Contractor.

  1. GENERAL

 

Based on the results of the scope of services required, the following deliverables are required.

 

 

TASK 1: Drainage Improvement Plans

 

  1. Prepare and submit plans for review and approval by pertinent Glynn County staff as described in the Statement of Work, Task 1.

 

  1. Prepare and submit a detailed construction bid package described in the Statement of Work, Task 1.

 

  1. Attend a Pre-Construction conference, as scheduled.

 

  1. Answer all Requests for Information, both prior to and during construction.

 

  1. Review all materials submitted.

 

  1. Resolve conflict resolution with the plans as may arise during construction.

 

TASK 2: Watermain Improvement Plans

 

  1. Prepare and submit plans for review and approval by pertinent Glynn County staff as described in the Statement of Work, Task 2.

 

  1. Prepare and submit plans for review and approval by pertinent JWSC staff as described in the Statement of Work, Task 2

 

  1. Prepare and submit a detailed construction bid package described in the Statement of Work, Task 2.

 

  1. Attend a Pre-Construction conference, as scheduled.

 

  1. Answer all Requests for Information, both prior to and during construction.

 

  1. Review all materials submitted.

 

  1. Resolve conflict resolution with the plans as may arise during construction.

 

 

 

TASK 3 (Alternative): Construction Administrative Services

 

  1.  Conduct on-site daily construction observations, as schedule dictates.  

 

  1. Perform monthly pay request reviews and submit to the County for approval.

 

  1. Perform punch list inspection and review with contractor and the County.

 

  1. Conduct bi-weekly progress updates with contractor and County staff to review schedule, pay items, and potential conflicts. 
     
     

 

 

 

 

  1. Evaluation Method

 

The County will designate an Evaluation Team that will review all proposals and make their recommendations to the Board. The Team’s evaluation will be subjective; however,  weighting values have been established to minimize the subjectivity. The following values are assigned to each section.
