INVOCATION AND PLEDGE

 

PUBLIC COMMENT PERIOD

Jane Fraser spoke regarding the consent agenda and the two final plats on the agenda.

Alice Miller Keyes spoke regarding the One Hundred Miles organization.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

1.         Presented a proclamation to Jeff Clark recognizing his valuable contributions to the Glynn County community.

 

PUBLIC HEARING – Alcoholic Beverage License

 

Public Hearings will be limited to 30 minutes for each opposing side, with 5 minutes allocated to each individual speaker. Comments are to be limited to relevant information regarding your position and should avoid being repetitious. If your group has a spokesperson, please allow that individual to present your group’s position in the time allocated. Your cooperation in this process will be greatly appreciated.

 

2.         Consider the issuance of a 2018 alcoholic beverage license to Gokulbhai Dalal for Dalals DBA Jay’s, 5715 Altama Ave, Brunswick, GA. The license is to sell malt beverages and wine not for consumption on premises of a convenience store. Sunday sales permitted. Gokulbhai Dalal, licensee. (Occupation Tax/Police Chief) REPORT

 

Gokulbhai Dalal, licensee, was present at the meeting as required by ordinance. Police Chief John Powell said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Strickland to approve the issuance of a 2018 alcoholic beverage license to Gokulbhai Dalal for Dalals DBA Jay’s, 5715 Altama Ave, Brunswick, GA. The motion carried unanimously.

           

3.         Consider the issuance of a 2018 alcoholic beverage license to Donna Macpherson for Golden Isles Olive Oil LLC, 306 Redfern Village, St. Simons Island, GA. The license is to sell wine only for consumption on premises of a wine specialty shop. No Sunday sales permitted. Donna Macpherson, licensee. (Occupation Tax/Police Chief) REPORT

 

Donna Macpherson, licensee, was present at the meeting as required by ordinance. Police Chief John Powell said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, and Julian Smith spoke in favor. No one spoke in opposition.

 

A motion was made by Commissioner  Strickland and seconded by Commissioner Murphy to approve the issuance of a 2018 alcoholic beverage license to Donna Macpherson for Golden Isles Olive Oil LLC, 306 Redfern Village, St. Simons Island, GA. The motion carried unanimously.

 

CONSENT AGENDA – General Business

 

4.         Approved the minutes of the regular meeting held March 1, 2018, subject to any necessary corrections. (D. Patel)

 

5.         FP3664 Sea Island Lake Cottages, Phase 5: Approve a Final Plat to create an eight (8) lot subdivision. The property is zoned Resort Residential (RR) and the tract of land to be subdivided is 2.106 acres. Property is located at 123 Sea Island Lake Cottages Drive, St. Simons Island, Georgia. Parcel ID: 04-00798. Lake Cottages Holdings, LLC, owner and applicant. REPORT This item was removed from the consent agenda at the request of Commissioner Coleman.

 

6.         FP3704 Tabby Place, Phase 2: Approve a Final Plat to create a 45 lot subdivision, Tabby Place, Phase 2. The property is zoned R-6 One-Family Residential and Planned Development (PD). The tract of land to be subdivided is 9.605 acres. Property is located at 211 Harrington Lane, St. Simons Island, Georgia. Parcel IDs: 04-05290, 04-05291, and 04-05319. Olde Plantation Group, LLC, owner and applicant. REPORT This item was removed from the consent agenda at the request of Commissioner Strickland.

 

7.         Approved the FEMA-4338-DR-GA Hurricane Irma Post Disaster Recipient – Sub recipient Agreement, project reimbursements # 013, 056, and 064, and to replace funding that was incurred due to Hurricane Irma to the General Fund Committed Funds for the Revenue Stabilization Fund. Strategic Plan: Financially Responsible Government REPORT

 

8.         Accepted the 2018 Tourism Product Development Grant from the Georgia Department of Economic Development to purchase interpretive signage material for the Historical Harrington School and amended the FY18 Finance Department’s budget in the amount of $5,000 with the grant match funding to be provided by the Saint Simons African American Coalition, at no cost to the county. 9.         Authorized the Chairman to sign the account agreements with Multi‐Bank Securities (MBS) for investments. Strategic Plan: Financially Responsible Government REPORT

 

10.       Approved the appointment of Christi Parks to serve the unexpired term of Matthew Thompson to represent At-Large Post 1 on the Glynn County Tree Advisory Board. The term begins immediately and ends June 30, 2019. Strategic Plan: Exceptional Customer Service

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to approve all items on the consent agenda except items 5 and 6, which were removed for discussion. The motion carried unanimously.

 

ITEMS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION

A motion was made by Commissioner Coleman to defer the Final Plat. The motion failed for a lack of a second.

 

A motion was made by Commissioner Browning and seconded by Commissioner Strickland to approve the Final Plat for FP3664 Sea Island Lake Cottages, Phase 5. The motion carried 6-1 with Commissioner Coleman opposed.

 

6.         FP3704 Tabby Place, Phase 2: Approve a Final Plat to create a 45 lot subdivision, Tabby Place, Phase 2. The property is zoned R-6 One-Family Residential and Planned Development (PD). A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to defer the Final Plat for FP3704 Tabby Place, Phase 2. The motion carried unanimously.

The Board did not hold an executive session during this meeting.
