PUBLIC HEARING – Land Use

 

Public Hearings will be limited to 30 minutes for each opposing side, with 5 minutes allocated to each individual speaker. Comments are to be limited to relevant information regarding your position and should avoid being repetitious. If your group has a spokesperson, please allow that individual to present your group’s position in the time allocated. Your cooperation in this process will be greatly appreciated.

 

1.         ZM3669 3590 US Highway 17: Consider a request to rezone approximately 8 acres at 3590 US Highway 17 from Limited Industrial (LI) and Forest Agricultural (FA) to Highway Commercial (HC). The purpose is to build a recreational vehicle park on the property which is allowed as a conditional use in the HC zoning. Parcel ID: 03-11562. Tidewater Engineering, Inc., agent for Mario Garcia, owner. REPORT

 

Stefanie Lief, Planning Manager, reported the request for rezoning. The property is 8.43 acres and its existing zoning is Forest Agricultural (FA) and Limited Industrial (LI) and the proposed zoning is Highway Commercial (HC.) The proposed land use is to build a recreational vehicle park which is permissible as conditional uses in the HC zoning. Staff and The Mainland Planning Commission recommended approval of the application. 

This item was opened for public comment and Pete Schoenauer and Jim Bonds spoke in favor. Neil Bastable, Julian Smith, Robert Burke, Ronda Hardin, Serena Fryer, Randy Watson and Katrina Goss spoke in opposition.

 

A motion was made by Commissioner Coleman and seconded by Commissioner Stambaugh to deny ZM3669. The motion carried 6-1 with Commissioner Brunson opposed.

 

2.         CUP3670 Southern Retreat RV Park: Consider a request for a conditional use permit for a new recreational vehicle (RV) park and associated amenities on approximately 8 acres at 3590 US Highway 17 pending approval of a change of zoning. Parcel ID: 03-11562. Tidewater Engineering, Inc., agent for Mario Garcia, owner. REPORT

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Coleman to table CUP3670 indefinitely. The motion carried unanimously.

 

CONSENT AGENDA – General Business

 

3.         Approved the minutes of the regular meeting held January 18, 2018, and special called meeting held January 16, 2018, subject to any necessary corrections. (D. Patel)

 

4.         Approved the continuation of the Motorola Service Upgrade Agreement at a cost of $96,079.20 to ensure the continuation of the necessary infrastructure support services for the Public Safety Communications System with funding to be provided by the E911 fund budget. (S. Usher). REPORT

 

5.         Appointed Police Lieutenant Kieth Stalvey and Fire Captain David Wicker to serve as Public Safety Employee Representatives on the pension Committee. Their terms begin immediately and end December 31, 2019. (O. Reed) Strategic Plan: Safe Community REPORT

 

6.         Appointed Adrian Lewis, Administrative Secretary in the Recreation & Parks Department, to serve as the Non-Public Safety/Non-Public Works Employee Representative on the Pension Committee. The appointee will complete the 2-year term vacated by a former employee. The term ends December 31, 2018. (O. Reed) REPORT

 

7.         Rescinded the Community Housing Investment Program (CHIP) Loan and Grant Agreement with Ms. Judith Bens for the property located at 3908 Hill Street, Brunswick, GA 31520 approved on January 4, 2018, and approved the Community Housing Investment Program (CHIP) Loan and Grant Agreement with Ms. Judith Bens for the property located at 3908 Hill Street, Brunswick, GA 31520 on behalf of the Georgia Department of Community Affairs. The loan agreement amount is $42,888 and the grant agreement amount is $4,550. (M. Hardin) REPORT

 

8.         Authorized submittal of the Grant Resolution and Certification Form for the Coastal Incentive Grant Cycle 21 with the Coastal Resources Division of the Georgia Department of Natural Resources (GaDNR), pending County Attorney’s approval. (T. Miller) Strategic Plan: Safe Community; Great Place to Live REPORT #R-03-18

 

CONSENT AGENDA – Personnel Committee

 

9.         Authorized the reorganization of County departments and approved the Assistant County Manager job description and placement in Pay Grade 37. REPORT

 

A motion was made by Commissioner Browning and seconded by Commissioner Strickland to approve all items on the consent agenda. The motion carried unanimously.

 

GENERAL BUSINESS

 

10.       Consider approving a waiver of the $1000 rezoning application fee for Ms. Maria Coughenour to rezone the property from R-9 One-Family Residential to Planned Development (PD). (S. Leif) REPORT

 

A motion was made by Commissioner Coleman and seconded by Commissioner Stambaugh to approve a waiver of the $1000 rezoning application fee for Ms. Maria Coughenour. The motion carried 4–3 with Commissioner Brunson, Commissioner Strickland, and Commissioner Murphy opposed.

 

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

The Board did not hold an executive session during this meeting.

 

There being no further business, the meeting was adjourned at 7:21 p.m.
