Discussion and consideration of voting on the following:

 

1.         Land Bank

 

Mayor Harvey led the meeting and reported the County had appointed its members to the Land Bank and the City would make its appointments at an upcoming meeting. The Board of Education will also make one appointment.

 

Commissioner Martin suggested the city and county begin identifying properties for Land Bank members to review at the first meeting. She felt the Land Bank may be able to sell off some properties to generate the first bit of revenue. She also said the bylaws for the Land Bank needed to be created.

 

The Land Bank will need to appoint the Executive Director and the Chairman at the first session. The City Manager said the city staff would be willing to serve.

 

 

2.         Oglethorpe Tract

 

Mayor Harvey said the City has received a proposal to locate the conference center across the street from the Oglethorpe Tract at the Kaufman Building, 1612 Newcastle Street, with parking on the Oglethorpe Tract.

 

Commissioner Strickland suggested that if the city was proposing placing the conference center in the building on Newcastle Street across from the tract, that perhaps it could be placed at the library instead, which is what the county had proposed over a year ago. Mayor Harvey said parking would be a concern around the library.

 

County Attorney Aaron Mumford reminded the commissions that in April 2016 the commissions agreed that the conference center would be built on the Oglethorpe Tract within three (3) years. To date, approximately $462,000 in SPLOST money has been spent on that tract. He said if the location of the conference center was changed, the agreement would need to be amended.

 

Commissioner Browning suggested the county sell the Oglethorpe Tract to the city, pay back the SPLOST, and allow the city to do with the property what it wanted.

 

Mayor Harvey said he needed an official ruling from his attorney whether or not the parking lot could be built on the tract and still satisfy the SPLOST.

The Board did not hold an executive session during this meeting.
