ELECTION OF CHAIRMAN AND VICE CHAIRMAN

 

A motion was made by Commissioner Coleman to appoint Commissioner Brunson to serve as Chairman of the Board for 2017. The motion carried 6-1 with Commissioner Stambaugh opposed.

 

A motion was made by Commissioner Stambaugh to appoint Commissioner Browning to serve as Vice Chairman of the Board for 2017. The motion carried unanimously.

 

RECEPTION

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

Chairman Brunson introduced and welcomed the new Community Development Director, Pam Thompson.

 

A motion was made by Commissioner Browning and seconded by Commissioner Strickland to add item 7 to the published agenda to consider appointing a commissioner to serve on the Joint Water and Sewer Commission (JWSC). The motion carried unanimously.

 

 

APPOINTMENTS

 

1.         2017 Appointments to Boards and Committees

 

Altamaha River Partnership (1 appointment)

Board of Health (1 appointment) (Term coincides with appointed commissioner’s term)

Brunswick Area Transportation System (BATS) (1 appointment)

Coastal Regional Commission (CRC) (1 appointment)

Community Development Advisory Board (CDAB) (1 appointment)

Finance Committee (3 appointments)

Gateway Behavioral Health Services (Term coincides with appointed commissioner’s term)

Pension Committee (3 appointments)

Personnel Committee (3 appointments)

Strategic Community Planning Committee (3 appointments)

Tourism Bureau (1 appointment)

Water Resources Protection Committee (1 appointment)

Line of Succession

 

Chairman Brunson announced that he would make the majority of the appointments at an upcoming meeting. He appointed the members of the Finance Committee as follows:

Commissioner Stambaugh, Chairman

Commissioner Strickland

Commissioner Murphy

 

A motion was made by Commissioner Browning and seconded by Commissioner Booker to affirm the appointments to the Finance Committee. The motion carried unanimously.

 

2.         Consider appointing four (4) citizens to serve on the Mainland Planning Commission as nominated by the following commissioners:

The terms begin immediately and will expire December 31, 2020.

The applicants are:

Commissioner Browning nominated Gene Lee. The Board voted unanimously to appoint Mr. Lee.

Commissioner Murphy nominated Bill Edgy. The Board voted unanimously to appoint Mr. Edgy.

Commissioner Booker nominated John Williams. The Board voted unanimously to appoint Mr. Williams.

Commissioner Coleman nominated Gary Nevill. The Board voted unanimously to appoint Mr. Nevill.

 

3.         Consider appointing four (4) citizens to serve on the Islands Planning Commission (IPC) as nominated by the following commissioners:

Commissioner Browning nominated Patrick Duncan. The Board voted unanimously to appoint Mr. Duncan.

Commissioner Murphy nominated Carla Cate. The Board voted unanimously to appoint Ms. Cate.

Commissioner Booker nominated Odessa Rooks. The Board voted unanimously to appoint Ms. Rooks.

Commissioner Coleman nominated Ed Meadows. The Board voted unanimously to appoint Mr. Meadows.

 

CONSENT AGENDA – General Business

 

4.         Approved the minutes of the regular meeting held December 15, 2016, subject to any necessary corrections.  (C. Overstreet)

 

5.         Appointed Doris Carter to serve on the Coastal Regional Commission (CRC) Aging Advisory Council. The term begins immediately and ends June 30, 2019.

 

A motion was made by Commissioner Browning and seconded Commissioner Stambaugh to approve all items on the consent agenda. The motion carried unanimously.

 

APPOINTMENT

 

6.         Consider appointing one (1) applicant to serve on the Glynn County Board of Health representing the underprivileged, needy and elderly. The term begins immediately and ends December 31, 2022.

            The applicants are:

            Judy Lance

Debra Riner (currently serving)        

Sarah Vrolijk

           

            Commissioner Strickland nominated Judy Lance.

            Commissioner Coleman nominated Debra Riner.

            Commissioner Browning moved to close nominations. Commissioner Strickland seconded the motion and it passed unanimously.

 

            Commissioner Brunson and Commissioner Strickland voted to appoint Judy Lance; however, this was not a majority of the votes.

            Commissioner Stambaugh, Commissioner Booker, Commissioner Browning, and Commissioner Coleman voted in favor of appointing Debra Riner. Ms. Riner was appointed to serve on the Board of Health.

 

 

GENERAL BUSINESS

 

7.         Consider appointing a commissioner to serve Commissioner Booker’s unexpired term on the Joint Water and Sewer Commission (JWSC). The term begins immediately and ends December 31, 2017.

 

            Commissioner Strickland nominated Commissioner Browning to serve on the Joint Water and Sewer Commission.

            Commissioner Strickland moved to close nominations. Commissioner Booker seconded the motion and it carried unanimously.

 

            The Board voted unanimously to approve Commissioner Browning’s appointment on the Joint Water and Sewer Commission.

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

The Board did not hold an executive session during this meeting.

 

There being no further business, Commissioner Stambaugh moved to adjourn. Commissioner Booker seconded the motion and it carried unanimously. The meeting adjourned at 5:12 p.m.
