PUBLIC HEARING – Alcoholic Beverage License

 

1.         Consider the issuance of a 2017 alcoholic beverage license for Uncle Don’s Local Market, 1610 Frederica Rd., St. Simons Island, GA. The license is to sell wine only not for consumption on premises. Sunday sales permitted.  Don Maxey, licensee. (Occupation Tax/Chief Doering)  REPORT

 

Don Maxey, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Browning to approve the alcoholic beverage license for Don Maxey at Uncle Don’s Local Market. The motion carried unanimously.

 

2.         Consider the issuance of a 2017 alcoholic beverage license for Gametime Wings-N-Things, 100 Cary St., Brunswick, GA. The license is to sell malt beverages only for consumption on premises. Sunday sales permitted.  Mary Lucas, licensee. (Occupation Tax/Chief Doering) REPORT

 

Mary Lucas, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Brunson and seconded by Commissioner Browning to approve the alcoholic beverage license for Mary Lucas at Gametime Wings-N-Things. The motion carried unanimously.

 

3.         Consider the licensee change of a 2016 alcoholic beverage license for Georgia CVS Pharmacy, 1605 Frederica Rd., St Simons Island, GA. The license is to sell malt beverages and wine not for consumption on premises. Sunday sales permitted. Christopher Wrye, licensee. (Occupation Tax/Chief Doering)  REPORT

A motion was made by Commissioner Provenzano and seconded by Commissioner Stambaugh to approve the alcoholic beverage license for Christopher Wrye at Georgia CVS Pharmacy. The motion carried unanimously.

 

4.         Consider the issuance of a 2017 alcoholic beverage license for LA Nail Too, 307 Venture Dr., Brunswick, GA. The license is to serve complimentary wine only for consumption on premises. Sunday sales permitted.  Khiet Nguyen licensee. (Occupation Tax/Chief Doering) REPORT

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Booker to defer this item to the Board’s December 15, 2016, meeting. The motion carried unanimously.

 

5.         Consider the issuance of a 2017 alcoholic beverage license for Pump-N-Go, 5004 New Jesup Hwy., Brunswick, GA. The license is to sell malt beverages and wine not for consumption on premises. Sunday sales permitted. Hinaben Patel, licensee. (Occupation Tax/Chief Doering) REPORT

A motion was made by Commissioner Provenzano and seconded by Commissioner Browning to approve the renewal of the alcoholic beverage licenses. The motion carried unanimously.

 

 

 

CONSENT AGENDA – General Business

 

7.         Approved the minutes of the special called meeting held November 15, 2016, and the minutes of the regular meeting held November 17, 2016, subject to any necessary corrections.  (C. Overstreet)

 

8.         Authorized the submission of an application to the Georgia Department of Transportation (GDOT) to install a signal at the intersection of State Route 520 (Hwy 17) and Joe Frank Harris Blvd with the cost of electric and telephone service for the signal to be included in the annual General Fund Budget. REPORT

 

9.         Approve the exchange of real property with Spark Four, LLC and 82, LLC, and authorize the Chairman to sign any necessary documents to consummate the transaction. REPORT

                This item was removed from the consent agenda at the request of Commissioner Brunson.

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to approve all items on the consent agenda with the exception of item 9, which was removed for discussion. The motion carried unanimously.

 

ITEM REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION

 

9.         Approve the exchange of real property with Spark Four, LLC and 82, LLC, and authorize the Chairman to sign any necessary documents to consummate the transaction. REPORT

                This item was removed from the consent agenda at the request of Commissioner Brunson.

 

Spark Four, LLC and 82, LLC requested the Glynn County Board of Commissioners consider an exchange of real estate. Spark Four, LLC and 82, LLC wanted to convey four parcels of land totaling .361 acres plus 12 square feet and 747.9 feet of frontage along Canal Road to Glynn County. In exchange, Spark Four, LLC and 82, LLC requested the County convey two parcels of land totaling 2.744 acres adjacent to the Brunswick-Altamaha Canal and landlocked by road access.

At its meeting on October 20, 2016, the Board of Commissioners authorized staff to proceed with the exchange and approved the values of all properties as found by the appraisals of Dustin Lewis Appraisal Associates, Inc. The appraisal valued the County’s property at $36,000 and other property at $45,000.

 

A motion was made by Commissioner Brunson and seconded by Commissioner Booker to defer this item. The vote was 3-4. The motion failed for lack of majority vote with Commissioner Stambaugh, Commissioner Browning, Commissioner Strickland, and Commissioner Provenzano opposed.  

 

Commissioner Booker and Commissioner Brunson expressed concerns with the exchange.  Commissioner Brunson suggested the Board meet in executive session to discuss it.

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Stambaugh to adjourn to executive session to discuss property acquisition. The motion carried unanimously.

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to adjourn executive session and enter regular session. The motion carried unanimously.

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Stambaugh to defer item 9 to a later date. The motion carried 6-1 with Commissioner Strickland opposed.

10.       Consider authorizing staff to bid the Coast Guard Drainage Ditch and Recreation Beach Parking Improvement Project and authorizing the allocation of up to $154,500 from SPLOST 5, Drainage Rehabilitation and Improvements and up to $117,910 from SPLOST 5 District 2 Recreation to fund the project.  REPORT

A motion was made by Commissioner Brunson and seconded by Commissioner Booker to approve the minutes of the November 17, 2016, executive session. The motion carried unanimously.
