Meme Hulsey spoke regarding the Recreation department and athletic tournaments.

James Holland spoke regarding the railroad trestle at the Altamaha Regional Park.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

1.         Recognized the 2016 Glynn County Track Team for their performance at the State Track Meet.  REPORT

 

2.         Recognized the 2016 Glynn County All Star Teams. REPORT

 

3.         Recognized the Georgia American Public Works Association’s award recipients:

            Public Works Manager Ben Mauney – Facilities and Grounds Manager of the Year

Public Works Supervisor Robert Harrell – Supervisor of the Year

            Public Works Fleet Maintenance Facility – Project of the Year Award for Structures REPORT

 

4.         Presented a proclamation recognizing July 30 through August 5 as Gullah Geechee Nation Appreciation Week.

 

5.         Recognized the Marshes of Glynn Libraries (MOGL) for receiving the 2016 Exceptional Service Award from the Association of Specialized and Cooperative Library Agencies, a division of the American Library Association. 

 

PUBLIC HEARING – Millage

 

6.         Received citizen comments regarding the proposed 2016 Millage Rates.

 

7.         Consider adopting the 2016 Millage Rates for Glynn County.  REPORT

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Coleman to adopt the 2016 millage rates. The motion carried unanimously. Resolution #R-34-16

 

CONSENT AGENDA – General Business

 

8.         Approved the minutes of the regular meeting held July 21, 2016, and the minutes of the special called meetings held May 17, 2016, June 9, 2016, June 21, 2016, June 28, 2016, and July 7, 2016, subject to any necessary corrections.  (C. Overstreet)

 

9.         Authorized the chairman to send a letter to CSX Railroad indicating Glynn County has no interest in assuming ownership and operation of the railroad trestle at Altamaha Regional Park. (M. Browning) REPORT

 

10.       Approved the issuance of a Letter of Approval for a three-day non-profit special event permit to the Georgia Narcotics Officers’ Association (GNOA) to allow the serving of donated alcohol at the King & Prince Hotel for consumption on premises and not for resale during the GNOA’s convention August 8 through 12, 2016. REPORT

 

11.       Adopted a resolution approving the Affirmative Fair Housing Marketing Plan, the Minority and Women Owned Business Enterprise Plan, the Section 3 Policies, and the CHIP Housing Rehabilitation/Reconstruction Policies and Procedures Manual; approved the FY16 Community HOME Investment Program (CHIP) grant general conditions; and, authorized the chairman to sign CHIP grant related documents, including the drawdown signature card. 12.       Approved and accepted the Right-of-Way Deed from Branch Banking and Trust (BB&T) Company for right-of-way located in the Simonton Court Subdivision on St. Simons Island, Georgia. REPORT

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to approve all items on the consent agenda. The motion carried unanimously.

 

APPOINTMENT

 

13.       Consider the appointment of one (1) applicant to serve the unexpired term of the late Karen Ward as the At-Large Post 2 representative on the Islands Planning Commission. The term begins immediately and ends December 31, 2016. (B. Coleman)

Commissioner Coleman nominated Ed Meadows.

 

Commissioner Stambaugh moved to close nominations. Commissioner Brunson seconded the motion and it carried unanimously.

 

The Board of Commissioners appointed Ed Meadows to serve the unexpired term of Karen Ward on the Islands Planning Commission.

 

GENERAL BUSINESS

 

14.       Consider approving the issuance of a purchase order to Akins Ford Dodge Jeep Chrysler for ten (10) 2016 Dodge Charger Pursuit Vehicles in the amount of $234,439; Allan Vigil Ford-Lincoln Mercury, Inc. for a Ford Fusion in the amount of $19,842 from the state contract bid with funding provided by the Capital Projects Fund. These vehicles are the Police Department. (M. Doering) REPORT

 

A motion was made by Commissioner Brunson and seconded by Commissioner Coleman to approve this item. The motion carried unanimously.

 

15.       Consider approving the issuance of a purchase order to Akins Ford Dodge Jeep Chrysler for eight (8) 2016 Dodge Charger Pursuit Vehicles in the amount of $189,310 and West Chatham Warning Devices in the amount of $ 24,995.52 from state contract bid with all funding provided by the Capital Projects Fund. These vehicles are for the Sheriff’s Office. REPORT

 

A motion was made by Commissioner Booker and seconded by Commissioner Stambaugh to approve this item. The motion carried unanimously.

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Coleman to adjourn to executive session to discuss personnel matters. The motion carried unanimously.

 

BACK IN SESSION

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to adjourn executive session and enter regular session. The motion carried unanimously.

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to approve the minutes of the March 3, 2016, April 21, 2016, June 16, 2016, and July 7, 2016, executive sessions. The motion carried unanimously.

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to approve increasing the County Attorney’s salary by 3.91%, effective July 1, 2016. The motion carried unanimously.

 

A motion was made by Commissioner Browning and seconded by Commissioner Stambaugh to approve increasing the County Manager’s salary by 3.66%, effective July 1, 2016. The motion carried unanimously.

 

 

There being no further business, the meeting was adjourned at 7:25 p.m.
