Discussion and consideration of voting on the following:


1.†††††††† Community signage program (County)

††††††††††††††††††††††† Greg Allen, Southeast Government Relations Officer, National Sign Plazas, proposed the city and county develop a signage program to assist visitors and citizens in maneuvering through the county.† He proposed a wayfinding system. He and Scott McQuade, CEO of the Golden Isles Convention and Visitors Bureau (CVB), recommended the city and county contract with the CVB, so that each of the three entities would partner together to share the costs of the program. The CVB would manage it. The cost of the first portion of the plan, the design, would cost approximately $64,000 to be divided between the three partners. Mr. Allen recommended $500,000 be budgeted over the next two years to complete the way finding system. This amount would be shared among with three partners.


††††††††††††††††††††††† Commissioner Stambaugh and Commissioner Martin will work with Mr. McQuade on this endeavor.


2.†††††††† Oglethorpe conference center (City)


††††††††††††††††††††††† Mayor Harvey announced the city commissioners had decided they did not want to use the cityís portion of the SPLOST funds allocated for a convention center downtown to help fund meeting room renovations at the library.† Commissioner Brunson and Commissioner Strickland asked how the city planned to fund a new convention center when there was only $3 million budgeted for the project and how would the city operate and maintain such a facility. Mayor Harvey said the city planned to hire a company to operate it.

††††††††††††††††††††††† Commissioner Brunson said it was economically feasible to merge the library renovations and the convention center idea into one project allowing meeting and convention space downtown.

††††††††††††††††††††††† Chairman Provenzano reminded the Mayor that the county has spent approximately $450,000 of its SPLOST 4 money to demolish the old Winchester building, which used to sit on the Oglethorpe block. That money was from SPLOST and if the conference center is not built on that block, the city will have to reimburse the county the cost to demo the old building. City Manager Jim Drumm said the plans were to build the conference center on that block and extend it down to the old JCPenny building as well.

4.†††††††† Land Banks (City)


††††††††††††††††††††††† Arnie Glaser, Planning & Zoning Manager with the City of Brunswick, said he was preparing an intergovernmental agreement for consideration of adoption by the City and County regarding the establishment of a Land Bank. This would allow properties that are being held because taxes havenít been paid to be sold and returned to productive use. The Land Bank could be made up of city and county staff.
