COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

Chairman Provenzano thanked staff for their efforts during the Georgia/Florida football pre-game celebrations.

 

PUBLIC HEARING – Land Use

 

1.         ZM3101 Hillery Trace Tower: Consider a request to rezone one parcel at 6492 Blythe Island Highway from R-20 (One-Family Residential) to FA (Forest Agriculture). The purpose of the request is to allow the construction of a telecommunications tower and associated accessory structures. This property is located on the south side of Blythe Island Highway, approximately 260 feet from its intersection with Hillery Trace.  Parcel ID: 03-06802.  Applicant: Jonathan Yates, agent, for Municipal Communications, LLC, and Miguel & Lee Diaz, owners. The applicant requested to rezone a 2.86-acre parcel, located at 6492 Blythe Island Highway, to allow the construction of a telecommunications tower and associated accessory structures. The property is currently developed with one (1) single-family residence. Telecommunications facilities are prohibited in the R-20 (One-Family Residential) zoning district, but are allowed in FA (Forest Agricultural) zoning district (Glynn County Zoning Ordinance Article VII, Section 704.2(22)).

The Mainland Planning Commission and staff recommended approval of this rezoning. This item was opened for public comment and Jonathan Yates, agent for the applicant,   and Zachery Humphries, Layman Humphries, and Julian Smith spoke in favor of the application.

 

A motion was made by Commissioner Browning and seconded by Commissioner Coleman to approve ZM3101 rezoning Parcel 03-06802 at 6492 Blythe Island Highway from R-20 to FA. The motion carried unanimously.  Resolution #R-44-15

 

CONSENT AGENDA – General Business

 

2.         Approved the minutes of the regular meeting held October 15, 2015, subject to any necessary corrections.  (C. Overstreet)

 

3.         Authorized the use of the Ballard Park Gym at no charge on November 23, 2015, by the American Legion, for the purpose of presenting 150 Certificates of Honor to veterans of the Vietnam War Era. (M. Browning) REPORT

 

4.         Approved a grant contract from the Georgia Criminal Justice Coordinating Council (CJCC) for the Juvenile Justice Delinquency and Prevention Treatment Programs Grant (JJDP) in the amount of $43,010 and amended the Glynn County Juvenile Court FY16 revenue and expenditures budget to reflect the grant award. Grant #: T14-8-005. (T. Miller) REPORT

 

5.         Authorized the chairman to execute a letter on behalf of Glynn County to the United States Coast Guard (USCG) regarding retention of a groundwater well on former U.S. Coast Guard Station property located on St. Simons Island.  REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to approve all items on the consent agenda. The motion carried unanimously.

 

GENERAL BUSINESS

 

6.         Consider adoption of a resolution expressing no confidence in the Executive Director of the Brunswick-Glynn County Joint Water and Sewer Commission. (M. Stambaugh). REPORT

 

A RESOLUTION OF THE GLYNN COUNTY BOARD OF COMMISSIONERS EXPRESSING NO CONFIDENCE IN THE EXECUTIVE DIRECTOR OF THE BRUNSWICK-GLYNN COUNTY JOINT WATER AND SEWER COMMISSION

WHEREAS, the Glynn County Board of Commissioners is not pleased with the manner in which the Executive Director of the Brunswick-Glynn County Joint Water and Sewer Commission (JWSC) is conducting operations with regard to matters affecting the JWSC; and

WHEREAS, the Glynn County Board of Commissioners is concerned that the decisions of the Executive Director have not served the best interests of the citizens and taxpayers of Glynn County;

NOW, THEREFORE, BE IT RESOLVED by the Glynn County Board of Commissioners, acting in its capacity as the governing authority of Glynn County, that it be known that the Glynn County Board of Commissioners has lost confidence in the Executive Director of the JWSC and calls for his termination.

This Resolution shall be effective upon adoption.

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Browning to adopt the resolution. The motion carried 5-2 with Commissioner Provenzano and Commissioner Brunson opposed. Resolution #R-45-15

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adjourn to executive session to discuss pending and potential litigation. The motion carried unanimously.

 

BACK IN SESSION

 

A motion was made by Commissioner Strickland and seconded by Commissioner Browning to adjourn executive session and enter regular session. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Browning to approve the executive session minutes of September 17, 2015. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to approve the executive session minutes of October 20, 2015. The motion carried unanimously.

 

 

A motion was made by Commissioner Strickland and seconded by Commissioner Brunson to approve the County Attorney’s recommendations regarding pending and potential litigation. The motion carried unanimously.
