Julian Smith requested access to the Altamaha Canal from the Canal Crossing development.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to add item 8 to the published agenda to consider approval of a location agreement for filming a movie in Brunswick. The motion carried unanimously.

 

PUBLIC HEARING – Land Use

 

1.         Consider adopting a resolution approving the 2015 Comprehensive Multi-Hazard Mitigation Plan. (D Hainley)  REPORT 1, REPORT 2, REPORT 3, REPORT 4, REPORT 5, REPORT 6

           

Community Development Director David Hainley reported the Disaster Mitigation Act of 2000 requires counties to complete a pre-disaster hazard mitigation plan every five years in order to be eligible for federal grants.

This item was opened for public comment; Julian Smith addressed the Board.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adopt a resolution approving the 2015 Comprehensive Multi-Hazard Mitigation Plan. The motion carried unanimously.   Resolution #R- 40-15

 

2.         ZM3082 Rising Tide Storage - Consider a request to rezone one parcel at 2260 Perry Lane Road from FC (Freeway Commercial) to HC (Highway Commercial).  The purpose           of the request is to allow a commercial self-storage facility.  This property is located on       the south side of Perry Lane Road, approximately 500-feet from its intersection with       Venture Drive.  Parcel ID:  03-2077.  Applicant:  Bruce Dixon, agent, for Rising Tide Properties, LLC, applicant and owner. This application is to rezone a 25,182 square foot (.58 acres) parcel to allow the owner to construct a commercial self-storage facility. The property is currently undeveloped and, while the existing zoning (Freeway Commercial) allows some commercial uses, the proposed commercial self-storage facility is not permitted in this zone. Multiple properties in the vicinity are zoned commercial, including the adjacent parcel to the east at 2300 Perry Lane Road and across the street at 2259 and 2165 Perry Lane Road. The parcel adjacent and to the west at 2220 Perry Lane Road is zoned Forest Agriculture.

The Mainland Planning Commission and staff recommended approval of the request. This item was opened for public comment; Bruce Dixon and Julian Smith spoke in favor of the application.  

 

A motion was made by Commissioner Brunson and seconded by Commissioner Coleman to approve ZM3082. The motion carried unanimously. Resolution #R-39-15

 

CONSENT AGENDA – General Business

 

3.         Approved the minutes of the special called meeting held August 18, 2015, as well as the minutes of the regular meeting held September 17, 2015, subject to any necessary          corrections.  (C. Overstreet)

 

4.         Approved a Right of Entry Agreement with Comcast Cable Communications Management, LLC, as requested by the Georgia Department of Driver Services (DDS), to allow Comcast to install cable and other equipment on the property leased from Glynn County to DDS at 134 Jack Hartman Boulevard in order for the DDS to provide free Wi-Fi at the facility. REPORT

 

5.         Approved the Cycle 18 Coastal Incentive Grant (CIG) with the Coastal Resources Division of the Georgia Department of Natural Resources for the Coastal Litter Prevention Program; approved an amendment to the Program for Solid Waste Removal Agreement between Glynn County and the Keep Golden Isles Beautiful (KGIB) (formerly known as Keep Brunswick-Golden Isles Beautiful (KBGIB); approved increasing revenues and expenses in the FY16 Solid Waste Collection Fund in the amount of $20,000; and, committed a match of $20,075 in in kind services, subject to the approval from the County Attorney.  (D. A motion was made by Commissioner Strickland and seconded by Commissioner Brunson to approve all items on the consent agenda. The motion carried unanimously.

 

GENERAL BUSINESS

 

6.         Rescind the Board of Commissioners’ August 6, 2015, approval of the Memorandum of Agreement with the US Department of Homeland Security Federal Law Enforcement Training Center (FLETC) to allow the Glynn County Fire Department to provide fire protection and emergency medical squad services to FLETC; and, approve a new Memorandum of Agreement between Glynn County and the US Department of Homeland Security Federal Law Enforcement Training Center (FLETC) to allow the    Glynn County Fire Department to provide fire protection and emergency medical squad services to FLETC. (H. Herndon) REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to rescind the Board’s August 6th approval of the Memorandum of Agreement. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and Commissioner Stambaugh to approve a new agreement to allow the Fire Department to provide fire protection and emergency medical squad services to FLETC. The motion carried unanimously.

 

7.         Request the United States Department of Agriculture (USDA) perform a controlled study of the deer population at the Blythe Island Regional Park (BIRP) and to take appropriate         action to thin the deer population if warranted by the study. (M. Browning) REPORT

 

A motion was made by Commissioner Brunson and seconded by Commissioner Coleman to send a letter requesting the USDA perform a controlled study of the deer population at the Blythe Island Regional Park (BIRP) and take appropriate action to thin the deer population if warranted by the study. The motion carried unanimously.

 

8.         Consider approval of a Location Agreement between Glynn County and Kiki Tree Pictures, Inc. for use of the Oglethorpe block at 1609 Newcastle Street, and the Brunswick-Glynn County Library, 208 Gloucester Street, for filming the movie “Live By Night” from October 5 through December 15, subject to a usage fee of $1,000. REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to approve the agreement. The motion carried unanimously.

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

The Board did not hold an executive session during this meeting.
