INVOCATION AND PLEDGE       

 

PUBLIC COMMENT PERIOD - No requests to speak were received during the sign up period. Therefore, no public comments were received by the Board of Commissioners during the scheduled Public Comment Period.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

The Board welcomed Glynn County’s new Finance Director, Tonya Miller.

 

The Board also congratulated Commissioner Provenzano on the birth of his first grandson.

 

PUBLIC HEARING – Alcoholic Beverage License

 

1.         Consider the issuance of a 2013 alcoholic beverage license to Palmer’s Village Cafe, 223 Mallery Street, St Simons Island, GA, 31522. The license is to sell malt beverages and wine for consumption on premises of a restaurant. Sunday sales permitted. This is a new 2013 license. Jon Palmer Fortune, licensee, was not present at the meeting, which is required by the ordinance.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Browning to defer this item to the Board’s March 21, 2013, meeting. The motion carried unanimously.

 

PUBLIC HEARING – Land Use

 

2.         ZM2525 – 987 Old Jesup Road -   Consider a request to rezone from R-12 (One Family Residential) to M-12 (One Family Residential) the 1.28 acre property located at 987 Old Jesup Road. Parcel ID 03-03915.  Applicant: Olga Villarreal, owner. (D. Hainley)  LINK

 

Community Development Director David Hainley reported the owner wanted to move a mobile home on the property, but R-12 zoning did not allow mobile homes. There is a mobile home park adjacent to this property and a mobile home across Old Jesup Road.

The Mainland Planning Commission and staff recommended approval of the request. This item was opened for public comment and Olga Villarreal was present to answer questions.

 

A motion was made by Commissioner Taylor and seconded by Commissioner Coleman to approve the rezoning application ZM2525. The motion carried unanimously.  Resolution #R-10-13

 

CONSENT AGENDA – General Business

 

3.         Approved the minutes of the special called meeting held February 19, 2013, and the regular meeting held February 21, 2013, subject to any necessary corrections.  (C. Overstreet)

 

4.         Accepted a Quitclaim Deed from the Brunswick-Glynn County Joint Water and Sewer Commission for the communications tower site on Frederica Road, parcel #04-01364. (W. Worley) LINK

 

5.         FP2560 – Yacht Club   -   Approved a final plat for a forty-lot residential subdivision on a 15.447 acre tract located to the south of the Torras Causeway where it enters St. Simons Island. The subdivision has public water, private sewer and private roadways and is zoned PD (Planned Development). The smallest lot is 9,690 square feet. Parcel ID 04-05788. 6.         Approved the use of Gascoigne Bluff Park by the Golden Isles Kingfish Inc. for the Golden Isles Kingfish Classic Tournament June 14 and 15, 2013. (A. Ours)  LINK

 

7.         Approved the renewal of the Annual Support Agreement with EMS Consultants for technical support and software upgrades for the ambulance billing software. (A. Thomas) LINK

 

A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to approve all items on the consent agenda. The motion carried unanimously.

 

EXECUTIVE SESSION

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adjourn to executive session to discuss pending litigation and personnel matters.  The motion carried unanimously.

 

Back in Session

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adjourn executive session and enter regular session. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Browning to approve the minutes of the February 21, 2013, executive session. The motion carried unanimously.

 

A motion was made by Commissioner Taylor and seconded by Commissioner Strickland to approve the settlement and solution for the workers’ compensation claim for Donnie Sumner, with the County’s portion of the settlement not to exceed $12,899.96. The motion carried unanimously.

 

A motion was made by Commissioner Taylor and seconded by Commissioner Coleman to approve the resolution and settlement of Montgomery Bank & Trust v. Glynn County, et al, Civil Action Number CE11-01054-063, by approving the settlement agreement and paying and disbursing $50,000. The motion carried unanimously. 

 

There being no further business, the meeting adjourned at 7:23 p.m.
