SPECIAL CALLED MEETING

GLYNN COUNTY BOARD OF COMMISSIONERS

A moment of silence was held for District 2 Commissioner Tom Sublett

 

Commissioner Strickland welcomed Georgia Times Union writer Mike Morrison back after an extended illness.

 

Discussion and consideration of the following:

 

1.         Discuss the draft ordinance pertaining to prohibitions on the commercial use of one-family dwellings 

 

            County Attorney Aaron Mumford provided an outline of proposed prohibitions on commercial use of single-family homes. The proposal included a permitting process for one-family dwellings for the use of “special events.”

Having two or more of the following criteria could be used to define a “special event” under such an ordinance:

            - catered food or beverage service provided by any person receiving payment or compensation;

            - live or recorded music provided by someone receive payment or compensation;

            - payment or compensation for use of the property for the event;

            - advertising the property as a location for festivities, parties, receptions, weddings, ceremonies, and similar activities; and,

            - guests in excess of a certain amount (such as 100).

           

            It was the consensus of the Board to discuss the matter again after the first of the year.

 

2.         Discussion of library issues

 

            County Administrator Alan Ours reported the Glynn County Library Board of Trustees voted last week to withdraw from the Three Rivers Regional Library System. Mr. Ours provided an FY14 estimated budget for operating the two libraries in Glynn County. The estimated budget for the St. Simons Island Public Library was $126,097 and the estimated budget for the Brunswick-Glynn County Library was $426,650.  These figures factored in the use of the County’s IT Department for computer system management, Facilities Management Department for maintenance, and Recreation Department for grounds maintenance. It also included a $52,522 contribution from the State’s library system.

All of the employees of the libraries would become employees of the Board of Commissioners and would be offered County insurance at a cost of $7,000 per employee. Two additional part-time employees would be provided at the Brunswick-Glynn Library and internal service charges are to be determined.

 

Mr. Ours said the St. Simons Island Support Fund wants to contribute funds toward the St. Simons Island Library for the purchase of new books and materials. The St. Simons Island Library will provide a list of needs to the Support Fund.
