Opening Ceremony.


Chairman Smith opened the meeting with invocation, followed by pledge of allegiance to the flag.




Amendment to Flood Damage Prevention Ordinance.


Ed Stelle, Director of the Metropolitan Planning Department, reported that an application had been submitted by Glynn County for certification as a Flood Management Certified County. He said the benefit of this certification would be a reduction in flood insurance premiums as of October, 1993.  He said minor amendment would be needed to

complete the County’s application process.

            A motion was made by Commissioner Boyne and seconded by Commissioner Hardman approving the concept recommended by Mr. Steele and authorizing County Attorney Gary Moore to draft the necessary amendment to the Flood Damage Prevention

Ordinance and present same to the Commission for adoption.

            Unanimously adopted.


Proposed St. Simons Island Community Transportation Study Committee.

            Chairman Smith discussed communication received from the St. Simons Island Chamber of Commerce concerning appointments to the St. Simons Island Community Transportation Study Committee proposed by the Commission.  He noted that the Board of Commissioners had asked for names of organizations to be represented on the Study, and the Chamber of had named individuals.  He asked for names of organizations to be represented, a maximum number of members, and names of citizens not associated with



Proposed Parking fee to Finance Beach Nourishment.

            Administrator Stewart informed the Commission that final approval had not been received for addition of a parking fee onto St. Simons Causeway toll for the purpose of financing the 933 Beach Nourishment Project on St. Simons Island, and unless the Board of Commissioners interceded, Department of Transportation Commissioner Wayne Shackelford anticipating beginning sale of Causeway Decals on Monday, December 16, 1991.

            Commissioner Hardman said it would be premature for the Commission to attempt to collect the parking fee until it received final approval from the appropriate agencies.
