BOARD OF COMMISSIONERS

GLYNN COUNTY, GEORGIA

THURSDAY, AUGUST 6,1991 AT 4:30 P.M.

Opening Ceremony.

 

            Chairman Smith opened the meeting with invocation, followed by Pledge of Allegiance to the Flag.

Planning Commission Membership.

 

            Commissioner Boyne made the following statement:  “The Glynn County Planning Commission is presently comprised of members from St. Simons and Sea Island, the city of Brunswick, and the Unincorporated Mainland Area.  In order to achieve a better balance and more comprehensive representation of all our citizens and to insure maximum participation at their meetings, it would be beneficial to add one more member from the islands and one more from the Mainland.  This increase will enhance Glynn County’s commitment to guide and direct development in a manner that will best protect and preserve he unique environment of the Golden Isles.”

            Commissioner Boyne the moved that the Board of Commissioners submit a proposed amendment to the Planning Commission Ordinance for the purpose of adding two additional members to the Planning Commission, which would make a total of nine members; and asking that the Planning Commission review same and present their recommendation back to the Board of Commissioners as soon as possible.

            Commissioner Dismer seconded the motion and it was unanimously adopted.

(Commissioner Moore was not present for this vote).

Special Activities at Selden Park.

           

             A motion was made by Commissioner Tillman and seconded by Commissioner Hardman approving the following activities at Selden Park.

 

1)                  Saturday, August 10, 1991- Janet Loving Family Reunion, Selden Park

Gymnasium, 8:00 P.M. to 1:00 A.M.

           

2)                  Sunday, August 11, 1991- Jones Family Reunion, Selden Park Gymna-

sium, 1:00 P.M. to 7:00 P.M.

                       

            Unanimously adopted. (Commissioner Moore was not present for this vote)

Traffic Signals for Community Road Project.

                       

            County Administrator Charles T. Stewart presented request from the Department of Transportation for payment from Glynn County in the amount of $25,000.63 covering the cost of three (3) traffic signals for the Community Road Project.  Administrator Stewart said this expenditure was included in the budget for this project and Staff recommended approval.

            A motion approving said request as recommended, was made by Commissioner Boyne and seconded by Commissioner Hardman.

            Unanimously adopted. (Commissioner Moore was not present for this vote)

Bonds for Beach Nourishment Project.

                       

            Administrator Stewart informed the Commission that the Hospital Authority had marketed $15,000.000 worth of bonds to construct a Maternal Health Center, therefore, $ 2,400,000 worth of bank qualified bonds previously issued by the County Commission to pay the local share of the Beach Nourishment Project would have to be reissued minus bank qualified status.

            A motion was made by Commissioner Boyne and seconded by Commissioner Hardman authorizing Staff to begin the process of reissuing the Beach Nourishment Bonds, and to explore with bond counsel Tom Gray the cost of moving ahead with this effort.

Aye:     Commissioners Boyne, Hardman, Tillman, and Chairman Smith.

Abstaining: Commissioner Dismer

Agreement with DOT and CSX Railroad re Construction of Overpass on

Community Road.

           

            County Attorney Gary Moore presented for approval by the Commission as Agreement between Glynn County, the Georgia Department of Transportation and

CSX Transportation covering construction of an overpass on Community Road at the CSX railroad tracks, with the County’s expenditure in the amount of $92,917 to come from the project funds.

           

            A motion was made by Commissioner Tillman and seconded by Commissioner Boyne adopting the following resolution approving said contract and authorizing execution of same on behalf of the County.

 

                                                            RESOLUTION

           

BE IT RESOLVED by the Board of Commissioners of Glynn County, and it is hereby resolved, that the agreement between Glynn County, Georgia Department of

Transportation and CSX Transportation in relative to Project RRS-618 (2) 01 on Community Road in Glynn County be entered into by Glynn County and that Joe Smith as Chairman and Martha Tyre as Deputy Clerk be, and they are, thereby authorized and directed to execute the same on behalf of the Board of Commissioners of Glynn County, Georgia.

Hospital  Bonds. 

 

            County Attorney Gary Moore reported that underwriters for bonds issued by the Hospital Authority and guaranteed by the Board of Commissioners

had asked for an additional statement from the County.

            A motion was made by Commissioner Boyne and seconded by Commissioner Tillman authorizing Chairman Smith to execute said statement, as follows:

 

                        OFFICER’S CERTIFICATE OF GLYNN  COUNTY, GEORGIA

 

            The duly authorized Chairman of the Commission of the County of Glynn, State of Georgia (the County),  hereby certifies as to the Glynn-Brunswick Memorial Hospital Authority (the Authority and to A. G. Edwards & Sons, Inc. in connection with the issuance by the Authority of this $15,000,000 Revenue Anticipation Certificates (Southeast Georgia Regional Medical Project), Series 1991, that the County is not in default and has not been in default at any time after December 31, 1975, as to principal or interest, with respect to any obligation issued by the County.

 

                     Unanimously adopted.

            A motion was made by Commissioner Boyne and seconded by Commissioner Dismer to adjourn the meeting.
