APPROVAL OF MINUTES



1. Approve Minutes Summary of Regular Meeting held Thursday, November 16, 1995.



Motion by Commissioner Lynn to approve, seconded by Commissioner Tullos. Unanimous.

PRESENTATIONS



2. Presentation of Education Incentive Bonuses to Police Officers and Sheriff Deputies. (J. Hardman).



Checks were presented to the following Police Officers: Matt Doering, Kenny Ellis, Joan Holmes, Jack Hopper, Jim Kelly, Ted McDonald, Bert Medlin, Bob Pittman, David Spivey, Christa Strickland, Scott Trautz, Joe Westbrook. Checks will be presented to the Sheriff's Deputies at a later date.

Finance Committee



5. a. Recommend denial of Ms. Lorraine Donovan's request that interest and penalties of $255.30 assessed against Four Wood Realty Trust on 1994 property taxes be refunded. (Vote: 3-0-0)



b. Recommend that the 1st year option under a contract with ABL Management, Inc., Baton Rouge, LA, to provide food services for the inmates housed at the Detention Center be exercised at a cost of $223,599. (Vote: 3-0-0)



c. Recommend that the 1st year option under a contract with Harrison Uniforms, Inc., Jacksonville, FL, to provide uniforms to Police Department personnel be exercised. (Vote: 3-0-0)



d. Recommend the bid to purchase fill dirt for use at the Cate Road Landfill be awarded to Underwood Construction Company, Brunswick, GA, in the amount of $61,750. (Vote: 3-0-0)



e. Recommend the bid to purchase 800 gift certificates for County employees be awarded to Harvey's Supermarket, Brunswick, GA, in the amount of $11,040. (Vote: 3-0-0)



f. Recommend that the purchase under the State Wide Contract of four (4) K-Band radar's and one (1) hand held radar for use by the Police Department be authorized in an amount not to exceed $5,995. (Vote: 3-0-0)



g. Recommend that an RFP for services to redeem and re-issue the 1979 Glynn County Water and Sewage Bonds be authorized. (Vote: 3-0-0)



h. Recommend that all bids received to purchase an integrated tool carrier machine for use at the Cate Road Landfill be rejected and staff be authorized to re-bid for a front end loader. (Vote: 3-0-0)



i. Recommend the bid to purchase a front end wheel loader under the Total Cost Bid Concept for the Roads and Bridges Division be awarded to Carlton Company, Brunswick, GA, in the amount of $84,458. (Vote: 3-0-0)



j. Recommend the bid to purchase a 1996 Type I Ambulance for Emergency Rescue (General Fund) be awarded to First Response, Inc., Griffin, GA, in the amount of $64,900. (Vote: 3-0-0)



k. Recommend adoption of a Resolution to amend the FY 95/96 Budgets. (Vote: 3-0-0)



Motion by Commissioner Lynn to approve, seconded by Commissioner Tullos. Unanimous.



Personnel Committee



6. a. Recommend approval of the County Administrator's request to change the payroll status of a part-time contractual employee in the Division of Planning to the payroll to allow greater use of the position and to avoid IRS complications. (Vote: 2-0-0)



b. Recommend approval of the County Administrator's request to upgrade a budgeted vacant Programmer II position to Programmer III in the Department of Information Resources without any budget impact. (Vote: 2-0-0)



c. Recommend approval of the County Administrator's request to establish a division of Grounds Maintenance within the Department of Community Development, which would be responsible for the maintenance of the grounds at County office buildings, community centers, recreation fields, water & sewer facilities and public safety sites. Employees, who are currently transferred to the Division of Grounds Maintenance, and supervised by the Landscape Coordinator, without any additional cost for this reorganization. (Vote: 2-0-0)



d. Recommend the re-classification of positions from Occupation Tax Inspector, Senior Occupations Tax Inspector, Senior Occupation Tax Officer and Zoning Enforcement Constable to Constable and Senior Constable to provide for cross-training between Finance, Planning and Solid Waste code enforcement functions. The Occupation Tax Officer position is retained, but it is recommended that the salary range be adjusted to $24,000 - $40,100 based on market study data. (Vote: 2-0-0)



e. Recommend changing the reporting relationship of the Emergency Management Agency Division and its personnel from the County Administrator to the Glynn County Police Chief. (Vote: 2-0-0)



Motion by Commissioner Miller to defer Item c. back to Personnel Committee, seconded by Commissioner Tullos. Unanimous.



Motion by Commissioner Lyde to approve Items a, b, e, seconded by Commissioner Strickland. Unanimous.



Motion by Commissioner Strickland to defer Item d. back to Personnel, seconded by Commissioner Lyde. Unanimous.







ITEMS REFERRED FROM FINANCE COMMITTEE



7. a. Recommend that the Insurance Committee's recommendations relative to the RFP issued for administration and insurance coverage for the employee benefits programs be approved as presented in their attached memo dated November 28, 1995. (Vote: 3-0-0)



Motion by Commissioner Lynn to approve, seconded by Commissioner Tullos. Unanimous.



b. Recommend that a public hearing be conducted on the funding source for the Personnel Committee's proposal to revise pay ranges of employees based upon a current salary survey and for implementing individual employee pay adjustments, retroactive to July 1, 1995. (Vote: 3-0-0)



Motion by Commissioner Tullos to approve, seconded by Commissioner Tullos. Motion passed 6/1. Commissioner Miller opposed.



c. Recommend the full Commission consider allowing the District Attorney to purchase $4,400 computer workstations rather than book shelving approved in the FY 95/96 Capital Budget. (Vote: 3-0-0)



Motion by Commissioner Lynn to approve, with balance reverting to General Fund and requiring Board approval for use of remainder of funds, seconded by Commissioner Miller. Unanimous.



GENERAL BUSINESS



8. Request from Camden County for County to participate in the Hanor Road bridge replacement at $7,000. (L. Gilmour)



Motion by Commissioner Lynn to defer to Finance, seconded by Commissioner Miller. Unanimous.



9. Request for traffic signs on Johnson Street on St. Simons Island. (F. Tullos)



Motion by Commissioner Tullos to approve "Slow, Children at Play" signs, seconded by Commissioner Lynn. Unanimous.



10. Presentation of Historic Courthouse renovation plans. (Per Board Request)



Motion by Commissioner Lyde to rabid, seconded by Commissioner Gunn. Unanimous.



11. Presentation by City of Brunswick on status for drainage study in "L" Street area. (L. Gilmour)



No action required. Data received for informational purposes.



12. Consider Piping Petition for T. Healy. (R. Richard)



Motion to approve by Commissioner Tullos, seconded by Commissioner Strickland. Unanimous.



13. Request approval for emergency water repairs. (L. Gilmour)



Motion to approve by Commissioner Tullos, seconded by Commissioner Lyde. Unanimous.



14. Consideration of design changes for Scarlett Street. (J. Hardman)



Motion by Commissioner Gunn to send letter requesting changes, subject to the County Attorney's and County Engineer's approval, to Wayne Shackleford, seconded by Commissioner Tullos. Unanimous.



15. Establishment of 1996 County Holidays. (L. Gilmour)



Deferred until Administrator's return.



16. Final Plat Approval for Harrison Pointe, Phase V. (D. Reuter)



Motion by Commissioner Gunn to approve subject to posting of $500 bond for Engineering improvements and review and approval all deeds prior to recording of plat, seconded by Commissioner Strickland. Unanimous.



17. Correction to the amendment to the Pension Plan passed November 16, 1995, regarding the effective date of participation for the Judge of State Court of Glynn County. (F. Tullos)



Motion to approve by Commissioner Tullos, seconded by Commissioner Strickland. Unanimous.



DELEGATIONS



18. Mr. Joe Iannicelli to discuss controversial revaluation of recent notoriety. (F. Tullos)
