APPROVAL OF MINUTES



1. Approve Minute Summary of Regular Meeting held Thursday, November 2, 1995.



Motion to approve, subject to changes and corrections by Commissioner Lynn, seconded by Commissioner Strickland. Unanimous.



CITIZEN COMMITTEE REPORTS



2. b) Airport Commission



Gary Moore, Managing Director of the Airport Commission, urged the Commissioner to approve three (3) pending lease agreements, as follows:



1. Brunswick and Glynn County Development Authority Sublease with Steve E. Pello.



2. Brunswick and Glynn County Development Authority Sublease with Frank Manning and Keith Manning.



3. Amendment No. 2 to Brunswick and Glynn County Development Authority Sublease with John E. Darby, Jr.



Motion to approve, subject to the Attorney's review and approval, by Commissioner Strickland, seconded by Commissioner Tullos. Unanimous.



PROCLAMATIONS



3. Proclamation honoring Mr. Harold Pate as the NAACP 1995 "Freedom Award" Recipient. (G. Lyde/J. Hardman)



Motion to adopt by Commissioner Lyde, seconded by Commissioner Lynn. Unanimous.



4. Proclamation designating November 19, 1995 through November 25, 1995 as "Christian Heritage Week." (S. Miller)



Motion to adopt by Commissioner Lynn, seconded by Commissioner Strickland. Unanimous.



GENERAL BUSINESS



5. Explanation of "Minutes" process. (L. Gilmour)



No action required, none taken.



6. Presentation of Status Report on the "L" Street area drainage. (G. Lyde)



No action required, reschedule appearance.



7. Ordinance to amend Code of Ordinances to up-date the minimum standard codes as required by the State of Georgia. (E. Carter)



Motion to approve, subject to Attorney review, by Commissioner Miller, seconded by Commissioner Strickland. Unanimous.



8. Discussion of $40 Sanitation Fee. (V. Gunn)



No action required, referred to County Attorney for issue of double taxation.



9. Discussion of school bus turn arounds in subdivisions. (V. Gunn)



No action required, issue referred to Planning staff.



10. Report on Public Hearings concerning proposed use of Alcoholic Beverages in County facilities. (L. Gilmour)



Motion to reaffirm existing County Policy by Commissioner Tullos, seconded by Commissioner Lynn. Unanimous.



11. Report to Commission on recommendation concerning causeway stickers. (L. Gilmour)



Motion by Commissioner Gunn to follow Administrator's recommendation regarding Boards, Commissioners, and Elected Officials, seconded by Commissioner Lyde. Motion failed 2-5, with Commissioners Miller, Hardman, Lynn, Strickland, and Tullos opposed.



Motion by Commissioner Miller to eliminate all causeway stickers, except for County owned vehicles, with reimbursements for actual toll on an "as requested" basis when provided a toll receipt, and all other exceptions requiring Board approval, seconded by Commissioner Lynn. Unanimous.



12. Final Plat Approval - Glynn Haven Estates (Block 40) located at Maple Street and 6th Avenue. A 17,080 square foot tract is proposed to be divided into 3 single family lots. (R. Reuter)



Motion to approve by Commissioner Gunn, seconded by Commissioner Strickland. Unanimous.



13. Release of Letter of Credit - Upon final plat approval for the Commons at Frederica a Letter of Credit was established in the amount of $175,000 to cover the cost of required improvements. The developer has now completed all the required improvements and is requesting the LOC be released. (D. Reuter)



Mr. Reuter recommended that the Letter of Credit be reduced to $1,000 to cover deficiencies in requirements for the County Engineer.



Motion to approve by Commissioner Strickland, seconded by Commissioner Miller. Unanimous.



14. Establishment of a Finishing Review Committee for the Courthouse Annex. (L. Gilmour)



Motion to appoint Patricia Hardman, Cynthia Williams, Cynthia McKinley by Commissioner Strickland, seconded by Commissioner Miller. Unanimous.



15. Discussion of Property Taxes. (F. Tullos)



Commissioner Tullos stated he had intended to have Ms. Dees report to the Commissioners, however, she was in Savannah and so is her report.



Chairman Hardman said the Commissioners had each received a letter from a property owner who had filed an appeal and followed up with two more letters. To date he had not received an response of any type.



Motion to have Administrator write a letter to Board of Assessors regarding lack of prompt, courteous responses, and letters of apology to those voicing complaints; seconded by Commissioner Lyde. Unanimous.



16. Approval of acceptance of streets for perpetual maintenance in Sugarmill Subdivision. (L. Gilmour)





Motion to approve by Commissioner Gunn, seconded by Commissioner Miller. Unanimous.



DELEGATIONS



17. Oscar Cummings, representing the Arco community, concerning cleaning out drugs in neighborhood. (G. Lyde/J. Hardman)



No action required, issue referred to County Police.



COMMISSIONER URGENT AND EMERGENCY ITEMS



Commissioner Lynn



Motion by Commissioner Lynn to eliminate the Hot Line and have calls directed to Cynthia Williams, seconded by Commissioner Strickland. Unanimous.



Commissioner Gunn



Commissioner Gunn asked when the renovations to the Historic Courthouse were going to begin. Mr. Gilmour distributed a bid tabulation showing the low bidder, Collins Construction Services of Savannah, Georgia, coming in at $1,511,440, which is $215,740 over budget. Recommendation is to reject all bids and go back out.



Motion to reject all bids by Commissioner Lynn, seconded by Commissioner Lyde. Unanimous.



ADMINISTRATOR ITEMS



1996 Police Pursuit Vehicles



Bids were for 8 cars with a budget of $180,000. Low bid was $153,564.



Motion to deny by Commissioner Miller, seconded by Commissioner Lynn. Unanimous.

Motion by Commissioner Lynn to approve second low bidder, King Colonial Ford in the amount of $156,320, but asked for better price if possible; seconded by Commissioner Strickland. Unanimous.



Stop Loss and Health Insurance Coverage



Requesting approval for continuing with the same vendors for the County's stop loss and health insurance vendors, for the interim period from October 1, 1995 to December 31, 1995.



Motion to approve by Commissioner Miller, seconded by Commissioner Strickland. Unanimous.



Cable TV Franchise



Request Board authorization to hold two public hearings for the franchise renewal for the cable TV company.



Motion to approve by Commissioner Tullos, seconded by Commissioner Lynn. Unanimous.



Ridgewood Well Logo



Mr. Gilmour stated that the engineers working on the design specifications for the Ridgewood well would like to know if the Board wants any logo or lettering on the well.



Motion by Commissioner Miller to have the Finishing Review Committee make a recommendation to the Commission, seconded by Commissioner Lynn. Unanimous.



Change Order Authorization



Request authorization for Change Order #3 on St. Simons Waste Water Treatment Plant for improvements to the initial well, in the amount of $11,196.



Motion to approve by Commissioner Gunn, seconded by Commissioner Strickland. Unanimous.



Request authorization to repair deterioration to Pump #33 at a price of $3,000.



Motion to approve by Commissioner Gunn, seconded by Commissioner Strickland. Unanimous.



COUNTY ATTORNEY ITEMS



Request authorization to extend U-Call Telephone contract to the first meeting in December, 1995.



Motion to approve by Commissioner Tullos, seconded by Commissioner Strickland. Unanimous.



EXECUTIVE SESSION



Motion by Commissioner Lynn to adjourn to Executive Session, seconded by Commissioner Tullos. Unanimous.
