14. Consideration of funding and/or support for Public Health Grant from the Commission of Children and Youth for Public Health purposes at Risley Middle School. (M. Lynn)

Motion by Commissioner Hardman, seconded by Commissioner Gunn, to ask the County Attorney to look into the matter to see what needs to be done to protect the County. Unanimously approved.



Commissioner Strickland requested that the County Administrator write a letter to the School Board suggesting they hold Public Hearings on this matter, and to also to give everyone an opportunity to review the changes made since their last meeting.



4. DELEGATIONS



A. Mr. Bill Lorenz-Hooker to discuss sewer tap at 521 Beach Drive, St. Simons Island. (V. Gunn)



Motion by Commissioner Hardman to deny Mr. Lorenz-Hooker's request that the County not charge him for a sewer tap, seconded by Commissioner Strickland . Unanimously approved.



B. Mr. Donnie Cofer to discuss provision and installation of flagpoles in the Village Area of St. Simons Island. (J. Hardman)



Motion by Commissioner Gunn to approve request for flagpole, seconded by Commissioner Hardman. Unanimously approved.

5. APPROVAL OF MINUTES



Approve Minute Summary of Regular Meeting held Thursday, September 5, 1996.



Motion to approve, subject to corrections, by Commissioner Tullos, seconded by Commissioner Hardman. Unanimously approved. Commissioner Hardman out of room.



6. CITIZEN COMMITTEE REPORTS



a) Airport Commission



Gary Moore addressed the Commissioners.



Motion by Commissioner Gunn to send letter to FAA opposing the proposed MOA area outlined in their letter dated August 12, 1996, seconded by Commissioner Strickland. Unanimously approved. Commissioner Hardman out of room.



Motion to approve State Contract by Commissioner Tullos, seconded by Commissioner Strickland. Unanimously approved. Commissioner Hardman out of room.



b) Blythe Island Regional Park Advisory Board



Report given by Wes Davis.



c) Casino Advisory Board



Report given by Harry Aiken.



Motion by Commissioner Gunn, seconded by Commissioner Hardman, to go to bid on shuffle board courts. Unanimously approved.



d) Selden Park Advisory Committee



Mr. Gerald Atkinson addressed the Commissioners.

7. CONSENT AGENDA



A. Recognition of Sublease between Brunswick and Glynn County Development Authority and Michael L. Whitehead. (G. Moore)



B. Release of Letter of Credit for St. Simons Coast Cottages Phase II. The eight lot subdivision is south of the Coast Guard Station on St. Simons Island. The amount of the bond to be released is $2,000. (D. Reuter)

C. Authorization for the Coastal Georgia RDC to use County van for one week for transporting German delegation. (L. Gilmour)



D. Authorize County to proceed with bidding on all items as approved in the FY 97 Budget. (L. Gilmour)



Motion to approve by Commissioner Tullos, seconded by Commissioner Hardman. Unanimously approved.

GENERAL BUSINESS



8. Establish 1996 Tax Millage Rates for Board of Commissioners and Glynn County School Board. (L. Gilmour)



Motion to approve by Commissioner Hardman, seconded by Commissioner Tullos. Unanimously approved.



9. Request authorization to Quit Claim existing drainage easement and accept new drainage easement, Nottinghill Subdivision. (R. Richard)



Motion to approve by Commissioner Hardman, seconded by Commissioner Tullos. Unanimously approved.

10. Request authorization for the Board to contact State Commissioner Oxendine concerning potential problem of insuring property in coastal area. (L. Gilmour)



Motion to approve by Chairman Lynn, seconded by Commissioner Hardman. Unanimously approved.



11. Adoption of Ordinance O-1996-8, which amends the Code of Ordinances to impose restrictions on handling of yard trimmings generated or disposed of in Glynn County. (L. Gilmour)



Motion to approve by Commissioner Hardman, seconded by Commissioner Strickland. Unanimously approved.



12. Request authorization for Commissioners to attend ACCG Fall Policy Conference Business Session and decide on voting delegate. (L. Gilmour)



Motion by Commissioner Hardman, seconded by Chairman Lynn, for Commissioner Strickland to attend Conference and be voting delegate. Unanimously approved.



13. Consider providing designated parking spaces at the Courthouse Annex for Juvenile Court. (L. Gilmour)



Motion to deny by Chairman Lynn, seconded by Commissioner Hardman. Unanimously approved.



14. Consideration of funding and/or support for Public Health Grant from the Commission of Children and Youth for Public Health purposes at Risley Middle School. (M. Lynn)

COMMISSIONER URGENT AND EMERGENCY ITEMS



Commissioner Gunn



Commissioner Gunn stated she would like to suggest the following changes to the Farmer's Market operational guidelines:



1. Change forfeiture of space from "booths left vacant for two consecutive weeks" to "one week".

2. Only one booth per family.

3. Booths cannot be used for storage of pine straw, etc.

Motion by by Commissioner Gunn to approve above changes, seconded by Commissioner Hardman. Unanimously approved.



Commissioner Tullos



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to extend road and provide necessary culvert connections up to the property line of Murraryfield Subdivision, at the County's expense, with the intention that it is part of the lease agreement signed by the County. Cost of the road extension and culverts are to be included in the lease agreement. Unanimously approved. (Commissioner Gunn out of the room).

Motion by Commissioner Strickland, seconded by Commissioner Hardman, directing staff to write a letter to the Department of Transportation requesting that Emanuel Church Road be restored its former name of Old Brookman Road and that signs be erected showing this change. Unanimously approved. (Commissioner Gunn out of the room).



Motion by Commissioner Strickland, seconded by Commissioner Lynn, to discontinue $20 septic tank inspection fee. Unanimously approved. (Commissioner Gunn out of the room).



Chief of Police Items



Motion by Commissioner Gunn, seconded by Commissioner Tullos approving the sale of Christmas trees by the St. Simons Island Optimist Club at the Farmers Market. Unanimously approved.



Chairman Lynn



Motion by Commissioner Lynn, seconded by Commissioner Hardman to honor gentleman's agreement between the County and Ms. Doris Thomas regarding the filling in and grassing of a drainage ditch. Vote 4-0-1 with Commissioner Strickland abstaining.



County Attorney Items - None



County Administrator Items

Motion by Commissioner Hardman, seconded by Commissioner Tullos, to modify the bid awards for copy machines maintenance as follows;



Unanimously approved.



Motion by Commissioner Strickland, seconded by Commissioner Hardman to approve $43,240.00 for the purchase of Mosquito Control chemicals. Unanimously approved.
