MINUTES of CALLED MEETING

FY 97 BUDGET HEARING

BOARD OF COMMISSIONERS

GLYNN COUNTY, GEORGIA

HELD AT THE HISTORIC COURTHOUSE

FRIDAY, JULY 19, 1996 AT 3:00 PM



PRESENT: Fred E. Tullos, Vice Chairman

Jack Hardman, Commissioner

ALSO PRESENT: Lee Gilmour, County Administrator

Commissioner Tullos called the meeting to order and asked Mr. Gilmour if he wanted to preface anything before turning the meeting over to Commissioner Strickland.



Mr. Gilmour stated that the Commissioners had before them all of the material that had been prepared to date regarding the FY 97 Budget.



The first thing he wanted to point out was the memo dated July 17, 1996, "Budget Meeting #1 Responses" (memo attached). This is a follow up on the first Budget Hearing reflecting changes as a result of that meeting.



Second item was memo dated July 18, 1996, "Cost Impact of Budget Meeting" (attached). Discussion ensued regarding the addition of positions to the Attorney's Office. Consensus was that this was a necessary expense and should be added to the budget.



Mr. Gilmour referred to the memo also dated July 18, 1996, "Status of Landfill" (attached). Mr. Gilmour requested authorization to proceed with the bidding of the contracts to close the landfill.



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to proceed with the necessary process for closing of the landfill. Unanimous.



Commissioner Strickland brought up the issue of other departments affected by the privatization of solid waste collection services. One of these departments is Fleet Maintenance. Memo dated July 18, 1996, "Staffing in Fleet Maintenance" attached.



Commissioner Strickland brought up several personnel items, as they related to the Budget. It was decided these items would be discussed in the upcoming Personnel Committee Meeting.



Mr. Gilmour stated he felt it was important to call for the Public Hearing, and described the time frame involved for calling for the hearing and then adoption of the Budget.



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to advertise to call for the Public Hearing on the Budget for August 1, 1996. Unanimous.



It was decided that the Commissioners would meet again on Thursday, August 8, 1996 at 5:00 pm, for another Budget Session, which will be after the Personnel Committee Meeting and before the potential adoption date of August 15, 1996.



Motion by Commissioner Hardman to adjourn, seconded by Commissioner Gunn. Unanimous.
