INTRODUCTION OF SCOUT TROOP
The Scout Master introduced his Troop No. 213, sponsored by Altama Presbyterian Church, and stated the scouts present were working on their Citizenship Merit Badges, which required them to attend a public meeting.
APPROVAL OF MINUTES
10. Approve Minute Summary of Regular Meeting held Tuesday, January 30, 1996.
Motion to approve subject to corrections by Commissioner Hardman, seconded by Commissioner Tullos. Unanimous.
CITIZEN COMMITTEE REPORTS
11. a) Local Emergency Planning Committee (LEPC)
Mr. Ken Jones introduced himself as the new Chairperson for the Local Emergency Planning Committee and stated he was here to answers the Commissioners may have regarding the LEPC Annual Report.
No action required, none taken.
12. Presentation by the Auditors of the County's FY 95 audit.
Mr. James A. Szwast, a Certified Public Accountant with the accounting firm of Schell & Hogan, introduced himself and stated he would like to make a brief statement of what an audit is and make some comments about the format of the financial statements, then be available to answer any questions the Commissioners may have.
No action required, none taken.
ADOPTION OF PROCLAMATIONS
Commissioner Gunn read a Proclamation designating the week of February 4 through 10, 1996, as Environmental Awareness Week in Glynn County, and presented same to Mr. David Mosley, Superintendent of Schools.
Commissioner Lyde read a Proclamation welcoming the Reverend Benjamin Chavis, Jr. to Glynn County, Georgia.
Motion by Commissioner Miller to adopt both Proclamations, seconded by Commissioner Lyde. Unanimous.
Discontinuing Tuesday Meetings
Chairperson Lynn stated that he had asked the County Attorney to draw up an Amendment to the Code of Ordinances stating that the Tuesday meetings would be held on an "as needed" basis.
Motion to approve by Commissioner Lyde, seconded by Commissioner Tullos. Unanimous.
COMMISSIONER URGENT AND EMERGENCY ITEMS
Commissioner Hardman stated that the County Attorney, Gary Moore, would like to write a book, on his own time, regarding tax law, and was requesting the Commissioners' approval to do so.
Motion to approve by Commissioner Hardman, seconded by Commissioner Miller. Unanimous.
Charles Bell Dismissal
Mr. Gilmour advised the Commissioners that there was a specific time frame in which to process appeals relative to disciplinary action. Mr. Charles Bell, an employee of the Public Works Department, was recently dismissed by Mr. Ray Richard, and has appealed that action. Mr. Bandy, in the capacity of Hearing Officer, is ready to report his findings to the Board.
Mr. Bandy informed the Board that Mr. Bell was dismissed by Ray Richard on November 20, 1995, for refusal to carry out a direct order from a superior, and for making threatening and intimidating remarks to a co-worked and supervisor.
The findings were heard in open session and will be voted on after the Board returns from Executive Session, during which time there will be more detailed discussion.
Recommendation for Recreation Director
Mr. Gilmour recommended to the Board that they offer the position as Recreation Director to Jerry Rice at an annual salary of $48,000.
Motion to approve by Commissioner Miller, seconded by Commissioner Strickland. Unanimous.
Mr. Gilmour was instructed by the Board to call Mr. Rice prior to going into Executive Session to see if he accepts the Board's offer. If not, they could be prepared to vote on another recommendation.
Motion by Commissioner Miller to adjourn to Executive Session, seconded by Commissioner Hardman. Unanimous.
BACK IN OPEN SESSION
Motion by Commissioner Tullos to uphold the disciplinary action of dismissal taken by Mr. Richard, without COBRA benefits, seconded by Commissioner Hardman. Motion passed 6-0-1, Commissioner Lyde abstained.
Mr. Gilmour stated that he called Mr. Rice and he regretfully declined the Board's offer. Therefore, he would like to recommend to the Commissioners that they offer the position of Recreation Director to Mr. Wesley Davis at a salary of $41,000.
