GENERAL BUSINESS



4. Receive report on the condition of, and options available for the repair/replacement of, the Glynn Brunswick Regional Library roof. (V. Gunn/G. Lyde)



Motion by Commissioner Hardman to request Ellis Carter to obtain further information on repairs and cost of same to patch roof until SPLOST money is available. Motion seconded by Commissioner Gunn. Unanimous.



5. Request approval of a Mutual Aid Agreement between Glynn County and Camden County. (M. Lynn)



Motion to approve by Commissioner Tullos, seconded by Commissioner Strickland. Unanimous.



6. Request approval of a Mutual Aid Agreement between Glynn County Fire Department and the Waynesville Volunteer Fire Department. (L. Gilmour)



Motion to approve by Commissioner Tullos, seconded by Commissioner Strickland. Unanimous.



7. Request approval to substitute a Bond, in lieu of a Letter of Credit, on the Agreement between Glynn County and Perlis Truck Terminal, Inc./Flying J Truck Stop. (L. Gilmour)



Motion by Commissioner Miller, seconded by Commissioner Lyde, to deny. Unanimous.

Tax Assessors



8. Consider appointments for vacancies on the Board of Tax Assessors. (Deferred from December 19, 1995 Meeting)



Motion by Commissioner Gunn to reappoint Mary Cashin, seconded by Commissioner Miller. Motion defeated 2/5, with Commissioners Strickland, Hardman, Tullos, Lynn, and Lyde opposing.



Commissioner Lyde nominated Mr. Eugene Roberts to replace the unexpired term of Marjorie Jaudon. Nomination passed 6-0-1, with Commissioner Gunn abstaining.



Commissioner Hardman nominated Mr. William C. Wright to replace the unexpired term of Leland Moore. Nomination passed 6-0-1, with Commissioner Gunn abstaining.



Commissioner Strickland nominated Mr. Kevin Keller to replace the unexpired term of Hugh Leggett. Nomination passed 6-0-1, with Commissioner Gunn abstaining.



Chairperson Lynn nominated George Scarpalezos to replace the unexpired term of Eugene Leggett. Nomination passed 6-0-1, with Commissioner Gunn abstaining.



Zoning



9. Request to Rezone from PD-G Planned Development-General (17-71, Sea Palms West) to PD-R Planned Development-Residential, 60.219 acres (52.25 acres upland and 7.964 acres marsh), known as Parcels 30, 34, 35, and 36 of Sea Palms West Master Plan, having 2,460 feet of frontage on Stevens Road and being developed at "The Commons at Frederica". Property owned by Sonid Development, LLC, with the exception of the following lots: Lot 96, Jimmy W. and Becky W. Canter; Lot 143, David C. McKim; Lots 69, 134 and 148, Richard M. Thomas; and Lot 136 John N. and Audrey Burnett; Application GC-31-95.



Motion to approve by Commissioner Gunn, seconded by Commissioner Miller. Unanimous.



10. Request to Amend Planned Development-General 23-95 Zoning Text and Master Plan, regarding buffers and off-street parking, development to be known as "Shops at Sea Island West"; subject property consisting of 1682 acres fronting 933 feet on the south side of Sea Island Road. Property owned by Sea Island Company; Application GC-32-95.



Motion to approve by Commissioner Gunn, seconded by Commissioner Miller. Unanimous.



11. Review Administrative and Format Changes to the Glynn County Zoning Ordinance, in accordance with Article XI of said Ordinance.



Motion to approve by Commissioner Miller, seconded by Commissioner Lyde. Unanimous.



12. Review Administrative and Format Changes to the Glynn County Subdivision Regulations, in accordance with Article XI of said Ordinance.



Motion to approve by Commissioner Miller, seconded by Commissioner Lyde. Unanimous.



COMMISSIONER URGENT AND EMERGENCY ITEMS



Chairperson Lynn said he had a complaint about people smoking at the Demere Annex, where the Board of Health is located.



Motion by Commissioner Miller to prohibit all smoking in the Demere Annex. Motion died for lack of second.



CHIEF OF POLICE ITEMS



None.



COUNTY ATTORNEY ITEMS



Gary Moore stated he had three items for Executive Session.



ADMINISTRATOR ITEMS



Request approval, subject to County Attorney review, of a lease for tower space on the Demere Road water tank, at $12,000/year.



Motion to approve by Commissioner Lyde, seconded by Chairman Hardman. Unanimous.



Appointment of Mr. Jim Kelly, Glynn County Police Department, to the Pension Administration Committee. Mr. Kelly was the only applicant.



Motion to approve by Commissioner Tullos, seconded by Chairman Hardman. Unanimous.



PRESS INQUIRES



Matthew Permar asked what will happen to the newly nominated Tax Assessors if Judge decides in favor of old Assessors? Commissioner Tullos responded that the Judge would address that in his order, as well.



EXECUTIVE SESSION



Motion by Commissioner Hardman to adjourn to Executive Session, seconded by Commissioner Tullos. Unanimous.
