INVOCATION AND PLEDGE



1. APPROVAL OF MINUTES



Approve Minutes of Regular Meeting held Thursday, December 4, 1997.



Motion to approve, subject to corrections, by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved.



2. EMPLOYEE OF THE MONTH



Presentation of Plaque and $50 check to Mr. Edward Lowe, Program Coordinator, Selden Park.

3. PROCLAMATION



Adoption of Proclamation honoring Deputy Chief James B. O'Quinn on his retirement from Glynn County Fire Department. (F. Tullos)



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



4. RECOGNITION



Recognition of Glynn County Recreation & Parks Department employees, programs, publications, and volunteers for their Outstanding Service by the Georgia Recreation & Parks Association. (W. Davis)



5. PUBLIC HEARINGS



Alcoholic Beverage License



(1) Consider proposed amendment to Code of Ordinances, Section 2-3-3, regarding sale of alcoholic beverages for consumption on premises for certain retail establishments. (G. Moore)



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to adopt the proposed amendment to the Ordinance. Unanimously approved.



(2) Consider revocation, denial of renewal or renewal of Alcoholic Beverage License to Rafters, 315 Mallory Street, St. Simons Island. Dale Provenzano applicant. LICENCE FOR CONSUMPTION ON PREMISES OF LIQUOR, MALT BEVERAGES AND WINE. SUNDAY SALES PROHIBITED. (Occupation Tax)



Commissioner Robertson requested that Rafters become better neighbors, especially with regard to soundproofing and noise control.



Motion by Commissioner Jerome Clark, seconded by Commissioner Dowdy, to renew Rafters' license. Motion passed 6-0-1, Commissioner Tommy Clark abstained.



6. APPOINTMENTS



A. Gas & Mechanical Code Advisory Board (2 positions)

Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to reappointment both positions. Unanimously approved.



B. Casino Advisory Board



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to accept the Administrator's recommendation to remove the existing Board and to make new appointments. Unanimously approved.



C. Pension Administration Committee (2 positions)

Nominees:



Lt. Scott Trauntz, Police Department

Major Debra Thomas, Sheriff's Department - Incumbent

Lt. Tommy G. Dixon, Fire Department

Lt. Peter K. Walters, Fire Department



Secret Ballot vote taken and Major Debra Thomas and Lt. Tommy G. Dixon both received the necessary four votes for appointment.



7. CONSENT AGENDA



General

A. Authorize amending by-laws for Blythe Island Regional Park Advisory Committee. (W. Davis)



B. Authorize bidding from remaining funds in Harold Pate Building for Personnel Office modifications. (L. Gilmour)

C. Authorize change order on purchase of support equipment for F-50 computer. (L. Gilmour)



Motion by Commissioner Hardman, seconded by Commissioner Jerome Clark, to approve Consent Agenda. Unanimously approved.

GENERAL BUSINESS



8. Renewal of Alcoholic Beverage License to Zeke's Altama Liquor, 6090 Altama Avenue, Brunswick, GA. Ezekiel Wiley Applicant. LICENSE FOR PACKAGE SALE OF DISTILLED SPIRITS, MALT BEVERAGES AND WINE. SUNDAY SALES PROHIBITED. (Occupation Tax)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Motion passed 6-0-1, Commissioner Tommy Clark abstained.



9. Receive report relative to Public Safety Services and Tri-Area. (L. Gilmour)

Motion by Commissioner Dowdy, seconded by Commissioner Hardman, to provide 3 AED's at various Tri-Area locations. Unanimously approved.



10. Request adoption of Amendment to the Code of Ordinances, Section 2-11-5, to provide for

penalties for illegal parking in a Glynn County Park, Historic Site, or Recreation Area. (G. Moore)



Motion to approve by Commissioner Robertson, seconded by Commissioner Tommy Clark. Unanimously approved.



11. Establish a policy relative to mowing in East Beach Seashore Park. (G. Moore)



Motion by Commissioner Robertson, seconded by Commissioner Dowdy, to prohibit mowing except by permit only. Unanimously approved.



12. Consider adjustments to Personal Property Taxes. (J. Williams)

Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to approve remaining requests. Unanimously approved.

13. Consider awarding bids as follows:

Motion by Commissioner Robertson, seconded by Commissioner Jerome Clark, to award bid to Certified Electric in the amount of $64,414. Unanimously approved.

C. Sludge disposal for Water and Sewer Department. (C. Lewis)



Motion by Commissioner Hardman, seconded by Commissioner Jerome Clark, to award bid to Southland Waste, Brunswick, GA in the amount of $39 per ton. Unanimously approved.



D. Award of RFP for GIS fly-over. (C. Lewis)



Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark, to award bid to Merrick & Co. in the amount of $124,449. Unanimously approved.



14. Consider Ordinance to amend the Building Code to require purchase of meters on community water systems. (L. Gilmour)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved.



15. Proposed changes to County health insurance plan relative to Health Insurance Portability and Accountability Act (HIPAA). (R. Rowell)



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to approve open enrollment, 18 month program. Unanimously approved.



16. Authorize applying for Coastal Impact Grant monies for St. Simons Island Coast Guard Station Project. (C. Spaulding)



Motion to deny by Commissioner Robertson, seconded by Commissioner Tommy Clark. Motion passed 5-1, Chairperson Tullos opposed.



17. Receive Hearing Officer's Report on adverse action appeal of Robert H. Knight. (R. Rowell)



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to uphold the adverse action and dismiss Mr. Knight. Unanimously approved.



18. Selection of Chairman for 1998.



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to nominate Chairperson Tullos. Unanimously approved.



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to nomiate Commissioner Robertson as Vice Chairman. Unanimously approved.



19. Appointment of Committee Members for 1998.



All committees and chairs remain the same with the exception of Tourism and Commissioner Jerome Clark will replace Commissioner Robertson.



COMMISSIONER URGENT AND EMERGENCY ITEMS



Commissioner Hardman



1. Ask that building inspection department look into continuing leaks at new courthouse.

Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to get cost estimates on putting a pitched roof on the new courthouse. Unanimously approved.



CHIEF OF POLICE ITEMS



None.



COUNTY ATTORNEY ITEMS



1. Request authorization to reapply for lobbyist rights for Gary Moore, Chief Alexander, Mr. Gilmour and Keith Flanagan.



Motion to approve by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark. Unanimously approved.



2. Items of pending and potential litigation for Executive Session.



ADMINISTRATOR ITEMS



1. RUPA has requested they be put on the Long Range Water Resources Advisory Committee.



Motion by Commissioner Tommy Clark, seconded by Commissioner Hardman, to not make any changes in present committee. Motion passed 5-0-1, Commissioner Robertson abstained.



2. Has received questions and comments regarding height requirements within the County. Recommends sending back to Planning Commission for further action.

Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark, to send both height requirements and fluttering ribbons back to Planning Commission. Unanimously approved.



3. School Board has requested assistance from Public Works in knocking down one of their buildings on St. Simons Island.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved.



4. Drug Code Enforcement is requesting to move $5,000 from their Operating Budget to Capital to purchase two computers.



Motion to approve by Commissioner Robertson, seconded by Commissioner Tommy Clark. Unanimously approved.



5. Items regarding Real Estate and Personnel for Executive Session.



EXECUTIVE SESSION



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to adjourn to Executive Session to discuss items of Real Estate, Personnel, and Pending and Potential Litigation. Unanimously approved.



BACK IN OPEN SESSION



1. Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark, to approve Executive Session Minutes of December 4, 1997. Motion passed 5-0-1, Commissioner Tommy Clark abstained.



2. Proposed Reorganization as follows on a six month trial basis:

(1) Establish the Department of Environmental Quality. This department would be responsible for monitoring, assessing and designated protection of the County's physical environment. Heavily customer oriented, its products would be water and wastewater delivery, water resource planning, solid waste collection and disposal, landfill closing and monitoring, mosquito control, GA DOT projects environmental impact assessment and planning.



(2) Shift the building maintenance function from the Department of Community Development to the Department of Public Works to group labor with skilled trades for maintaining County state-mandated infrastructure.



(3) Change the Department of Water & Sewer to a division within the Department of Environmental Quality. The Managing Director position would be the Engineering Manager and the Engineering Manager would be the System Maintenance Manager.





(4) Shift the landfill, sanitation and mosquito control function from the Department of Public Works to the Department of Environmental Quality.



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.
