INVOCATION AND PLEDGE



1. APPROVAL OF MINUTES



Approve Minutes of Regular Meeting held Thursday, November 6, 1997.



Motion to approve, subject to corrections, by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved.



2. EMPLOYEE OF THE MONTH



Presentation of Plaque and $50 check to Cpl. Lucy Shaw, Glynn County Police Department.





POINT OF PRIVILEGE



Chairperson Tullos introduced Mayor Elect Brad Brown, who spoke briefly asking for a greater cooperative effort between both the City and County Commissions.



3. PUBLIC HEARINGS



Alcoholic Beverage License



A. Consider transfer of 1997/1998 Alcoholic Beverage License to Holiday Inn Brunswick, 5252 New Jesup Highway, Brunswick, GA. LICENCE FOR CONSUMPTION ON PREMISES OF LIQUOR, MALT BEVERAGES AND WINE. SUNDAY SALES PERMITTED. (Occupation Tax)



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Motion passed 6-0-1, Commissioner Tommy Clark abstained.



B. Consider transfer of 1998 Alcoholic Beverage License to Rick's Supermarket, 6612 New Jesup Highway, Brunswick, GA. LICENSE FOR PACKAGE SALE OF MALT BEVERAGES AND WINE. SUNDAY SALES PROHIBITED. (Occupation Tax)



Motion to approve by Commissioner Robertson, seconded by Commissioner Dowdy. Unanimously approved.



C. Consider transfer of 1998 Alcoholic Beverage License to Cloister Hotel and Package Store, Sea Island, GA; Sea Island Golf Club and Snack Bar, St. Simons Island, GA; Sea Island Beach Club, Sea Island, GA; St. Simons Island Club and Snack Bar, St. Simons Island, GA. (Occupation Tax)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Motion passed 6-0-1, Commissioner Tommy Clark abstained.

4. CONSENT AGENDA



General

A. Request final Plat Approval - Hartford-by-the-Sea - Opening a portion of Wilson Circle (Phase II) - A 10 lot subdivision (phase) located along the western side of Demere Road, just north of Proctor Street on St. Simons Island. (R. Milburn)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Robertson. Unanimously approved.



B. Request referral of proposed amendment of Height Requirements in Zoning Ordinance to Planning Commission. (R. Milburn)



C. Endorsement of NACo Statement of Values. (L. Gilmour)



D. Confirm approval of Change Order for Fairway Oaks Drainage Project in an amount not to exceed $7,500, paid for from SPLOST III. (J. Bruner)

Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to approve Consent Agenda with the exception of Item 4A, which was pulled for discussion and voted on individually. Unanimously approved.



GENERAL BUSINESS



5. Mr. Calvin Waye, President, Tri-Area Association, to address Commissioners regarding emergency services in the Brookman, Buckswamp and Fancy Bluff Communities. (T. Clark)



Chairperson Tullos asked Mr. Gilmour, Carl Alexander, and Carl Johnson to get together and come back at the December 18, 1997, with recommendations, cost estimates, etc. to meet this delegation's request.



6. Request authorization to sponsor Coastal Georgia Historical Society's TEA Grant Application. (L. Gilmour)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Hardman. Unanimously approved.



7. Request authorization to apply for Georgia DNR Grant for various improvements at Altamaha Regional Park. Documentation to be provided at the meeting. (W. Davis)



Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy, to approve Phase I. Motion passed 6-0-1, Commissioner Robertson abstained.



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark, to asked County Attorney to look into possible encroachment on County property and to take appropriate action, including reimbursement for costs incurred. Unanimously approved.



8. Request authorization to hire on a temporary basis contractual assistance to complete pay plan adjustments. (B. Rowell)

Motion to approve by Commissioner Strickland, seconded by Commissioner Tommy Clark. Unanimously approved.



9. Renewal of 1998 Alcoholic Beverage Licenses. (Occupation Tax)



Motion by Commissioner Strickland, seconded by Commissioner Dowdy, to approve list of renewal with the exception of Zeke's and Rafters. Unanimously approved.



Motion by Commissioner Dowdy, seconded by Commissioner Robertson, to hold Public Hearing on Zeke's and Rafters at the December 4, 1997 meeting. Unanimously approved.



10. Request support of renaming Spur 25 to Golden Isles Veteran's Memorial Parkway. This is a different name than what was previously approved. (F. Tullos)



Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy, to rescind the previous action and support newly proposed name. Unanimously approved.



COMMISSIONER URGENT AND EMERGENCY ITEMS



Commissioner Strickland



1. Commissioner Strickland gave a brief update on the County's position regarding Military Operating Areas, and a request from the Airport Commission for the Board of Commissioners to support their position regarding same.



Motion to approve by Commissioner Strickland, seconded by Commissioner Dowdy. Unanimously approved. Commissioner Robertson out of the room.



2. Commissioner Strickland mentioned an article in the newspaper regarding the new Animal Shelter. Would like to see the County get behind support the effort to construct a new shelter.

3. Stated he was caught at the railroad crossing on Community Road on Thursday, November 13, 1997 at 3:42 in the afternoon. The train did not finish crossing until 4:02 that afternoon, during one of the busiest times of the day. Created all kinds of traffic hazzards with people turning around, etc. Urged County Attorney to continue to pursue having trains rerouted under the overpass.



Chairperson Tullos



1. Mentioned letter received from University of Georgia stating Catherine Lake and Vanessa Mincey had completed the mandated training for County Clerks.



2. Noted that at 10:30 am on December 2, 1997, Ed Able would be hosting his annual shrimp boil for Area V and that all Commissioners were invited.



3. Also on December 2, 1997 at 7:00 pm, there will be a meeting on water withdrawal from the Altamaha at the McIntosh County Courthouse.



Commissioner Hardman



1. There is a piece of surplus equipment at the Carlton Company, a track hoe that was burned in a fire. Would like to entertain a motion for staff to determine if equipment belongs to us, and if so have it declared surplus and receive sealed bids on disposal of same.



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



CHIEF OF POLICE ITEMS



1. Request authorization to used $3,500 in seized funds to purchase closed circuit television equipment to be installed in the Communications Department at the Police Department.



Motion to approve by Commissioner Hardman, seconded by Commissioner Strickland. Unanimously approved.



2. Ed Able requested authorization to use $16,000 in EPA fine money, with an additional $6,000 from the Fund Balance to purchase a mid-sized, 4-wheel vehicle for EMA.



Motion to approve by Commissioner Strickland, seconded by Commissioner Hardman. Unanimously approved.



COUNTY ATTORNEY ITEMS



None.



ADMINISTRATOR ITEMS



1. Request authorization for Commissioners to attend the following:



A. ACCG 1998 Legislative Conference in Atlanta, February 11-12, 1998.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Hardman. Unanimously approved.



B. 1998 National Hurricane Conference.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Hardman. Unanimously approved.



C. 1998 NACo Legislative Conference in Washington, DC, February 27 - March 3, 1998.



Motion to approve by Commissioner Robertson, seconded by Commissioner Hardman Unanimously approved.



2. Ms. Dane Reid has requested a waiver of fee for use of Selden Park for a Cycle Cell Anemia educational presentation.



Motion by Commissioner Hardman, seconded by Commissioner Tommy Clark, to approve a 50% reduction of fee. Unanimously approved.
