INVOCATION AND PLEDGE



1. PINE BEETLES



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark, to consider issue of pine beetles on County property around the Heritage property on St. Simons Island. Unanimously approved.



Motion by Commissioner Hardman, seconded by Commissioner Robertson, to act under emergency provision of Purchasing Ordinance to save as many trees as possible; to enter into an agreement with the pulp wooder already on Heritage property to remove the damaged trees; to make services of pulp wooder known to adjacent property owners who may have beetle problems; and to have all trees removed by available accesses and to not open Lawson Road. Unanimously approved.



2. REVIEW OF RESPONSES TO RFP



Review of responses received to County's RFP for Drop-off MSW Disposal and Yard Debris Disposal as follows:



A. Chapman's Waste Disposal



B. Southland Environmental



Motion by Commissioner Tommy Clark, seconded by Commissioner Hardman, to award RFP #08297 for Drop-off MSW Disposal and Yard Debris Disposal on a split basis with Southland Environment handling service drop-off MSW Disposal and drop-off yard debris for St. Simons Island; and Chapman's Waste Disposal handling the service for drop-off MSW Disposal and drop-off yard debris for the Mainland, with the additional conditions of acceptance and disposal of the County's yard debris collected through the County's Collection Contract, and the acceptance of brown goods at no extra cost. The award to expire on September 30, 1998, in conjunction with the County's current contract with Southland Environmental for collection services. Unanimously approved. Commissioner Strickland out of the room.
