INVOCATION AND PLEDGE



1. APPROVAL OF MINUTES



A. Approve Minutes of Regular Meeting held Thursday, August 21, 1997.



B. Approve Minutes of Called Meeting held Tuesday, August 26, 1997.



Motion to approve, subject to corrections, by Commissioner Tommy Clark, seconded by Commissioner Robertson. Unanimously approved.



2. PROCLAMATIONS



A. Request adoption of Proclamation declaring September 7, 1997 through September 13, 1997, "National Assisted Living Week in Glynn County." (F. Tullos)



Motion to approve by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Unanimously approved.



B. Request adoption of Proclamation declaring September 8, 1997 through September 12, 1997, "Home Education Week in Glynn County." (T. Clark)



Motion to approve by Commissioner Tommy Clark, seconded by Commissioner Dowdy. Unanimously approved.



POINT OF PRIVILEGE



8. Adoption of Millage Rate. (C. Lewis)

Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark, to adopt the millage rates as advertised. Unanimously approved.



3. CONSENT AGENDA



A. Finance Committee



(1) Recommend denial of a request by Mr. Lonnie M. Brinson that ad valorem taxes paid on two automobiles of $276.41 be refunded. (Vote: 2-0-0, Commissioner Dowdy was not present)



(2) Recommend approval of authorizing six months additional rental of a D6E dozier from Carlton Company, Brunswick, GA, for the Public Works Department to use on the North Glynn Regional Park Project at a cost of $33,000.00 (SPLOST #3). (Vote: 3-0-0)

Motion to approve Item 3A(2) by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



(3) Recommend awarding the bid for Heavy Wrecker Service to tow County owned vehicles to the sole bidder, Merritt & Son Construction, Brunswick, GA, in the amount of $200.00 per tow. (Vote: 3-0-0)



(4) Recommend authorizing the revision of the rate structure on items sold to the public by the Community Development Department and include Georgia sales tax. (Vote: 3-0-0)



(5) Recommend the bid to purchase custodial services for the Demere Annex Building be awarded to the lowest responsive bidder, Professional Maintenance, Inc., Brunswick, GA, in the amount of $11,760.00 with the budget shortfall of $3,360.00 being covered by the savings in the purchase of the air conditioning system. (Vote: 3-0-0)



(6) Recommend the Request for Quotation (RFQ) from an institution in which to invest long-term cash funds be awarded to SunTrust Bank, Brunswick, Georgia. (Vote: 3-0-0)



(7) Recommend the bid to construct sidewalks at Steven Road/Commons at Frederica, St. Simons Island, GA, be awarded to the low bidder, Seaboard Construction Company, Brunswick, GA, in the amount of $11,270.00 and that the $1,270.00 amount which exceeds the developer's bond be paid from SPLOST #3 funds. (Vote: 3-0-0)

B. General



(1) Authorize County Staff to conduct "Wild Hog Control" at the Cate Road Landfill. (R. Richard)



Motion by Commissioner Strickland, seconded by Commissioner Hardman, to allow newly formed Archery Hunting Club to work with Public Works to control the wild hogs at landfill. Unanimously approved.



(2) Request authority to purchase copy machine for Community Development through Georgia State Contract. (L. Gilmour)



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to approve Consent Agenda with the exception of Items 3A(2) and 3B(1), which were pulled for discussion and voted on separately. Unanimously approved.



4. ITEMS REFERRED FROM FINANCE COMMITTEE



A. Recommend deferring to the full Commission awarding the bid for the Landfill Closure to the lowest qualified bidder. (Vote: 3-0-0)



Motion by Commissioner Robertson, seconded by Commissioner Dowdy, to award bid to R. B. Baker Construction Inc. in the amount of $2,427,169.75 for closure of Cate Road Landfill. Motion passed 6-0-1, Commissioner Hardman abstained.



B. Recommend approval of the information to be included on a form to be used by employees to receive payment for use of their personal automobile while conducting official County business within Glynn County. (Vote: 3-0-0)



Motion to approve by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark. Unanimously approved.



C. Recommend deferring to the full Commission consideration of authorizing staff to issue a Request for Proposal (RFP) on operating the potable water processing and wastewater treatment operations of the Glynn County Water & Sewer Department. (Vote: 3-0-0)

Motion to approve by Commissioner Dowdy, seconded by Commissioner Robertson. Unanimously approved.



Donna Fike, Water and Sewer Department employee, made a statement against this proposal.



D. Recommend deferring to the full Commission the consideration of a request by Collins Construction Services, Inc., Savannah, GA, that $6,851.14 be paid to them for the millwork changes made during the construction of the W. Harold Pate Courthouse Annex Building. (Vote: 3-0-0)



Motion to deny by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Motion passed 6-1, Commissioner Hardman opposed.



5. APPOINTMENTS



A. Glynn County Board of Family and Children Services



Two positions available:



(1) Shawn Royal Slay

(2) Martha Dismer

(3) Saundra Hathaway



A vote was taken and Ms. Slay and Ms. Dismer were appointed by majority votes.



B. Plumbing Advisory Board



One position available:



(1) James Johnson



Motion by Commissioner Hardman, seconded by Commissioner Tommy Clark, to appoint Mr. Johnson. Unanimously approved.



C. Electrical Advisory Board



Two positions available:



(1) Howard Lynn (Reappointment)



(2) Tony Thaw (Reappointment)



Motion by Commissioner Hardman, seconded by Commissioner Jerome Clark, to reappoint Mr. Lynn and Mr. Thaw. Unanimously approved.



GENERAL BUSINESS



6. Naming of Voting Delegate for ACCG Fall Policy Conference. (L. Gilmour)



Motion by Commissioner Jerome Clark, seconded by Commissioner Hardman. Unanimously approved.



7. Request that the Board, on behalf of the Glynn County Commission on Children and Youth, Inc.:



A. Designate the Chairman, or his/her representative from the Board, as a member of the Glynn County Commission on Children and Youth.



Motion by Commissioner Tommy Clark, seconded by Commissioner Robertson, to appoint Commissioner Jerome Clark. Unanimously approved.



B. Authorize provision of office space in Office Park Building for the Executive Director of the Commission.

Motion to approve by Commissioner Hardman, seconded by Commissioner Jerome Clark. Unanimously approved.



8. Adoption of Millage Rate. (C. Lewis)



This item handled earlier in the meeting.

9. Hearing Officer's Report on Willie Green Adverse Action. (L. Gilmour)



Motion by Commissioner Strickland, seconded by Commissioner Dowdy, to accept the Hearing Officer's recommendation to reinstate Mr. Green, subject to him attending at least two sessions with a counselor under the County's EAP plan; that he be suspended for two weeks without pay; and that he be placed on a six month probation. Unanimously approved.



COMMISSIONER URGENT AND EMERGENCY ITEMS



Commissioner Hardman



1. Request that a prebid conference be held regarding specs for the MSW collection contract to try to alleviate any problems or potential suits; and that this conference be held as soon as possible and have the press invited.



Commissioner Robertson



1. Commissioner Robertson has been invited to join the NACo Coastal Watershed Advisory Committee, and is requesting Board authorization to represent Glynn County and to have travel expenses associated with same be picked up by County.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved., Commissioner Hardman out of the room.



2. Requests that the Administrator look into having businesses at all exists off I-95 in Glynn County share in the cost of maintenance and electricity involved with lights at these locations.



Commissioner Jerome Clark



1. Requests adoption of a Proclamation for Attorney General Thurbert Baker, who will be keynote speaker at the Fourteen Black Men's 7th Annual Scholarship Banquet on Jekyll Island, Saturday, September 6, 1997.



Motion to approve by Commissioner Robertson, seconded by Commissioner Hardman, Unanimously approved.



Commissioner Dowdy



1. Commissioner Dowdy requested and received update of status of closing 9th Street to large trucks.



2. Commissioner Dowdy went on record stating his support of the Aero Space Bridge Corporation and their efforts to do business in Glynn County.



Chairperson Tullos



1. Georgia Power and Atlantic Gas Light as going to be doing some cleanup at their old site on Newcastle Street in the near future.



2. Chairperson Tullos personally apologized to those individuals whose names were mentioned by a Delegate addressing the Commission at the previous meeting.



3. One item regarding personnel for Executive Session.



Commissioner Strickland



1. Would like to see about having two constables moved back to the Public Works Department.







CHIEF OF POLICE ITEMS



1. Requests authorization to begin procedure to apply for grant for equipment.



Motion to approve by Commissioner Robertson, seconded by Commissioner Tommy Clark. Unanimously approved.



2. Requests authorization to use seized funds to purchase through surplus property modular class rooms constructed by FLETC in the about of $500 each to be used as classroom at 4th Street Police Headquarters.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Motion passed 6-1, Chairperson Tullos opposed.



Motion by Commissioner Robertson, seconded by Commissioner Tommy Clark, that County's agreement is conditioned on City's approval of these buildings. Motion passed 6-1, Commissioner Dowdy opposed.



3. Requested authorization to use Communications Officer, who is also a licensed installer, to install radios and lights. Officer to do this at regular rate of pay on off-time hours.



Motion to approve by Commissioner Robertson, seconded by Commissioner Tommy Clark. Unanimously approved.



4. One time regarding personnel and pending litigation for Executive Session.



COUNTY ATTORNEY ITEMS



1. Request authorization to go to Employee Hearings on adoption of a Grievances and Appeals amendment to the Personnel Policy



Motion to approve by Commissioner Hardman, seconded by Commissioner Strickland. Unanimously approved.



2. Sent letter to Mr. Hinson regarding removal of his junk cars on County's property at Knight Street. He denies owning vehicles and would like authorization for investigators to find out whose property in involved.





Motion to approve by Commissioner Hardman, seconded by Commissioner Tommy Clark. Unanimously approved.



3. Items of pending and potential litigation for Executive Session.



ADMINISTRATOR ITEMS



1. Recommends County entering into a one year contract with Clean and Beautiful Committee to administer the Adopt a Highway program for the price of the balance of funds in Clean and Beautiful account.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved.



2. Recommends adoption of 1997/1998 LARP List as outlined in memo by County Engineer.



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark, to have staff add streets indicated by various Commissioners and reallocate as directed, and before submitting to DOT. Motion passed 6-1, Commissioner Robertson opposed.



3. Request Commission direction to accept contribution by Visitors Bureau in the amount of $13,740 for Coastal Trails project.



Motion to approve by Commissioner Robertson, seconded by Commissioner Tommy Clark. Unanimously approved. Commissioner Hardman out of the room.



4. The County has an employee in need of surgery arising from a previous surgery paid for by the County's previous insurance administrator. Current administrator is refusing payment, classifying it as a cosmetic procedure. Requesting authorization to over ride insurance administrator's decision and have procedure covered by County's insurance.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved. Commissioner Hardman out of the room.

EXECUTIVE SESSION



Motion by to adjourn to Executive Session to discuss items of Personnel and Pending and Potential Litigation by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Unanimously approved.



BACK IN OPEN SESSION



Motion by Commissioner Hardman, seconded by Commissioner Tommy Clark, to approve minutes of August 21, 1997 meeting. Unanimously approved.



Motion by Commissioner Tommy Clark, seconded by Commissioner Hardman, to approve salary increase for County Administrator and Police Chief in the amount of 5%, effective July 1, 1997. Motion passed 5-2, Commissioner Strickland and Commissioner Dowdy opposed.
