INVOCATION AND PLEDGE



PUBLIC HEARING - ZONING



GC-8-96



Request to Rezone from Conservation Preservation to Planned Development - Residential, 8.854 acres (8.317 upland & .537 wetlands) fronting 577 feet on the south side of the East Beach Causeway, beginning 200 feet east of the East Beach Causeway and Demere Road intersection, and lying east of Island Townhouse Condominiums, St. Simons Island. Property owned by North End Partners, LLC. (K. Flanagan)



Keith Flanagan, Director of Community Development, and Deborah Taylor, Zoning Administrator, presented the Rezoning Request.



The following people spoke in favor of the rezoning:

Wallace Harrell made closing statements.



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to rescind the Board's previous action to deny the rezoning. Motion passed 5-2. Commissioner Dowdy, Commissioner Tommy Clark, Commissioner Jerome Clark, Commissioner Hardman, and Commissioner Strickland voted in favor of the motion. Chairperson Tullos and Commissioner Robertson opposed.



Motion by Commissioner Robertson to send this question to the Appeals Court, seconded by Chairperson Tullos for discussion. Motion failed 2-5. Chairperson Tullos and Commissioner Robertson voted in favor of the motion. Commissioner Dowdy, Commissioner Tommy Clark, Commissioner Jerome Clark, Commissioner Hardman, and Commissioner Strickland opposed.



Motion by Commissioner Strickland, seconded by Commissioner Hardman, to approve the rezoning to Planned Development - Residential. Motion passed 5-2, to approve Resolution No. R-18-97, which is on file and made a part of the permanent records in the Clerk's Office. Commissioner Dowdy, Commissioner Tommy Clark, Commissioner Jerome Clark, Commissioner Hardman, and Commissioner Strickland voted in favor of the motion. Chairperson Tullos and Commissioner Robertson opposed.
