4. CITIZEN COMMITTEE REPORTS



Casino Advisory Board requested authorization to close big bathhouse at Massengale Park.



Motion to approve by Commissioner Robertson, seconded by Commissioner Dowdy. Unanimously approved.



5. PUBLIC HEARINGS



Alcoholic Beverage License



Consider issuance of 1997 Alcoholic Beverage License for Ramada Inn I-95/Cranes, 3040 Scarlett Street, Brunswick, Georgia. LICENSE FOR CONSUMPTION ON PREMISES OF LIQUOR, BEER AND WINE. SUNDAY SALES PERMITTED. (Business License)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Motion passed 6-0-1, Commissioner Tommy Clark abstained.



6. CONSENT AGENDA



General



A. Waive fee for use of Selden Park for a Boys Club Booster Club Dance May 2, 1997. (L. Gilmour)



B. Request authorization to send letter to DOT in support of naming section of Highway 17, from the intersection Highway 82 to the foot of the Sidney Lanier Bridge, in honor of U.S. Federal Judge A. A. Alaimo. (F. Tullos)



C. Request authorization to place a sign of the names of 1996 State Champions ball team on St. Simons ballfield. (W. Davis)



D. Request Final Plat Approval - Hidden Lakes Subdivision, Phase II. A 27 lot subdivision located off Cardinal Drive on the wet side of US 17. (M. Schroeder)



E. Request Final Plat Approval - Castleberry Subdivision. A 8 lot subdivision located at the end of Castleberry Road off Cate Road. (M. Schroeder)



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to grant final plat approval. Unanimously approved.



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to accept road as a County road, but to not put it ahead of any existing dirt road for paving. Unanimously approved.



F. Request acceptance of drainage easements within the proposed Dixie Mobile Home Subdivision. The subdivision is located on the south side of Pyles Marsh Road. (M. Schroeder)



G. Request permission to use approximately $3,500 from the 501 Account to landscape Bathhouses 1 and 2 at BIRP. (W. Davis)



H. Request authorization to ask permission from the State to extend Grant for the large pavilion at BIRP. (W. Davis)



I. Consider request by EDA to be permitted to install directional signs on County right of way at Glynco-McBride Industrial Park. (K. Flanagan)

J. Consider request to name unnamed road on Colonel's Island Credle Drive. (R. Richard)



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, approve Consent Minutes except for Item E. Unanimously approved.



GENERAL BUSINESS



7. Request authorization for Change Order for Frederica Road Force Main. (R. Benson)



Motion to approve by Commissioner Robertson, seconded by Commissioner Jerome Clark. Unanimously approved. Commissioner Hardman out of room.



8. Request County participation in the amount of $11,168 for sewer improvements at the Village Creek Way Subdivision. (R. Benson)



Motion to approve by Commissioner Strickland, seconded by Commissioner Dowdy. Motion passed 6-0-1, Commissioner Hardman abstained.



9. Consider awarding of bid on insurance coverage for County owned property and extending the insurance policies on other coverages for the policy period April 1, 1997 through March 31, 1998. (C. Lewis)



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to award to low bidder, HRH in the amount of $164,228. Unanimously approved.



10. Consider ratifying the action taken by the Chairman of the Finance Committee to select the successful bidder to purchase Glynn County TANs, Series 1997, adopt a resolution on the TANs, authorize the Chairman to sign the TAN documents, and consider other matters concerning the sale of the TANs, Series 1997. (C. Lewis)



Motion by Commissioner Hardman, seconded by Commissioner Tommy Clark, to ratify Finance Committee's action, adopt resolution and authorize Chairperson to sign all necessary documents. Unanimously approved.



11. Consider request to purchase or lease County Park Property. (K. Flanagan)



Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy, to table this item. Unanimously approved.



12. Deferred from the March 6, 1997 Amendment to the Purchasing Ordinance to provide for processing of Change Orders. (L. Gilmour)



Motion by Commissioner Robertson, seconded by Commissioner Tommy Clark, to approve Ordinance No. O-1997-05, which is on file and made a part of the permanent records in the Clerk's Office. Unanimously approved.



13. Award of the bid for the by-pass lanes (eyebrows) on Frederica Road. (R. Richard)



This item deferred until April 3, 1997 Meeting per request of Commissioner Robertson.



14. Consider amending the Code of Ordinances to prohibit dumping of any material in streams or ditches, which could cause obstructions. (R. Richard)



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to approve Ordinance No. O-1997-08, which is on file and made a part of the permanent records in the Clerk's Office. Unanimously approved.



15. Consider amending the SPLOST #3 Road Improvement List to add three roads in the Brookman Area to Priority #1. (R. Richard)



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark, to add Cederdale Road, Dusty Lane, and Baumgardner Road Extension to end of paving list. Motion passed 6-0-1, Commissioner Strickland abstained.



16. Authorize bidding of New Courthouse roof repairs for the second floor. (L. Gilmour)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Strickland. Unanimously approved.



17. Amend Personnel Resolution to provide for pay ranges, new evaluation dates, etc. as authorized by the Commission in March of 1996. (L. Gilmour)



Motion by Commissioner Hardman, seconded by Commissioner Robertson, to send proposed amendment to Personnel Committee, then from that Committee go to Employee Hearings. Unanimously approved.



18. Consider amending the Personal Resolution relative to emergency pay. (L. Gilmour)



Motion by Commissioner Hardman, seconded by Commissioner Tommy Clark, to defer to the April 3, 1997 meeting. Unanimously approved.



19. Authorize an agreement between the Hospital Authority and the County for the extension of water and sewer lines to serve island health center. (L. Gilmour)



Deferred at request of Hospital Authority.



20. Authorize entering into an agreement with Branigar Corporation to provide survey and engineering work at the North Glynn Regional Park. (L. Gilmour)



Motion to approve by Commissioner Strickland, seconded by Commissioner Robertson. Unanimously approved.



21. Request (require) Century Communications to replace survey pin for Mr. Douglas L. Williams. (L. Gilmour)



This item withdrawn at request of Mr. Williams.



22. Request Director of Community Development to study possible closure of railroad crossing at Highway 341/303. (D. Dowdy)



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to authorize Keith Flanagan to approach railroad company with request. Unanimously approved.



23. Referred from March 6, 1997 meeting, adoption of Ordinance to amend the Code of Ordinances reducing speed limits in residential neighborhoods. (L. Gilmour)



Motion to approve Ordinance No. O-1997-06, which is on file and made a part of the permanent records in the Clerk's Office, and authorization to publish by Commissioner Strickland, seconded by Commissioner Jerome Clark. Unanimously approved.

24. Request authorization to purchase Playground Equipment for Fairway Oaks Subdivision at a cost of approximately $5,000 for the equipment and $2,000 for a resilient surface. (R. Strickland)



Motion to approve by Commissioner Strickland, seconded by Commissioner Dowdy, with funding coming from Park Fund with short fall funded from General fund. Unanimously approved.



25. Authorize Commissioners to attend ACCG certification courses on Jekyll Island. (F. Tullos)

Motion to approve by Commissioner Dowdy, seconded by Commissioner Robertson. Unanimously approved.

COMMISSIONER URGENT AND EMERGENCY ITEMS

One item regarding personnel for Executive Session.

The St. Simons Village Association is requesting the County supply wood, at a cost to not exceed $500, to construct wooden bins around the garbage cans in the Village area.



Motion to approve by Commissioner Robertson, seconded by Commissioner Dowdy, with the money coming from the Discretionary Fund. Unanimously approved.



Commissioner Hardman



Item of pending litigation for Executive Session.



Commissioner Strickland



Commissioner Strickland requested the following items:



1. Would like to have the Capital Budget information distributed at least two days prior to any meetings regarding same.



2. Would like report on number of county vehicles and who drives them.



3. Would like list of employees receiving a vehicle allowance.



Chairperson Tullos



1. Chamber of Commerce is hosting a luncheon for Max Cleland on Wednesday, April 2, 1997 at the Holiday Inn on 341 at I-95, at a cost of $8 per person.



Motion by Commissioner Dowdy, seconded by Commissioner Hardman, for authorization for any Commissioner who wishes to attend to do so. Unanimously approved.



2. The DNR and EPD are having a Public Hearing at the Ritz Theatre on Thursday, March 27th, regarding TSG's request to withdraw water from the Altamaha.



CHIEF OF POLICE ITEMS



Reported that litter continues to be an ever increasing problem.



COUNTY ATTORNEY ITEMS



1. It was brought to the County's attention after the recent action to abandon Woodmen of the World Road, that the whole road does not need to be abandoned, just that portion from McKenzie Drive to Keith Drive.



Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy, to rescind previous action. Unanimously approved.



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark, to abandon Woodmen of the World Road from McKenzie Drive to Keith Drive. Unanimously approved.



2. Items of pending and potential litigation for Executive Session.



ADMINISTRATOR ITEMS



1. Union Camp has advised that there is legislation going through the General Assembly to establish an Advisory Committee for the Coastal Area and a Technical Advisory Committee regarding water resources and proposed fees. There are two positions available, one for each committee, from the Glynn County area, and recommends that the Chairman of the County Commission or his designee serve on the Advisory Committee and that the representative for the Technical Committee be from the City Water Department.



Motion to approve by Commissioner Robertson, seconded by Commissioner Strickland. Unanimously approved.



2. There is a need to install a drain pipe at Frederica Road and Devonwood while current work is going on. Have obtained quotes and recommend authorizing the low bidder, Douglas Electric, to do this work at a cost of $8,100.



Motion to approve Change Order to existing contract with Douglas Electric to include above referenced work by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark. Unanimously approved.



3. Keith Flanagan needs to address Commissioners for authorization on the following item:



A. Needs to make emergency repairs to the heating/ac unit at the Demere Annex, and is requesting $6,163 to make repairs from a single source vendor.



Motion to approve by Commissioner Strickland, seconded by Commissioner Dowdy. Unanimously approved.

EXECUTIVE SESSION



Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark, to adjourn to Executive Session to discuss items of Personnel and Potential and Pending Litigation. Unanimously approved.
