INVOCATION AND PLEDGE



1. APPROVAL OF MINUTES



Approve Minutes of Regular Meeting held Thursday, February 6, 1997



Motion to approve subject to corrections by Commissioner Hardman, seconded by Commissioner Tommy Clark. Unanimously approved.



2. EMPLOYEE OF THE MONTH



Presentation of Plaque and $50 check to Vanessa Mincey, Administrative Secretary I, Administration.



3. DELEGATIONS



A. Mr. Jim Keiser to discuss the availability of office space for the Disabled American Veterans at Office Park. (D. Dowdy)



Motion by Commissioner Hardman, seconded by Commissioner Strickland, to approve request for office. Unanimously approved.

B. Dr. Joseph Iannicelli to discuss proposed Bottle Bill. (J. Hardman)



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to send a letter of support to with the provision that it not cost the retail merchants anything to handle the returns. Unanimously approved.



C. Residents of Hornet Drive to discuss Altama Connector - East Side. (R. Strickland)



Gretchen Watson spoke in opposition of the road.



Glenda Blocker informed the Commissioners that the traffic flow through Glynn Marsh/Village Circle/South Palm has tripled since last year.



Motion by Commissioner Tommy Clark, seconded by Commissioner Robertson, to ask BATS representatives to instruct the BATS Committee to remove this portion of the East/West Connector to be removed from the TIP. Motion passed 5-0-2. Commissioner Hardman and Commissioner Dowdy abstained.



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark, to authorize Gary Moore to notify Murray-Hill Developers that the Commission is no longer interested in the lease. Motion passed 5-2. Commissioner Hardman and Commissioner Strickland opposed.



4. CITIZEN COMMITTEE REPORTS



A. Airport Commission



Report received from Gary Moore.



B. Animal Control Board



Report received from Dr. Jan Rossiter.



C. Blythe Island Regional Park Advisory Board



Report received from Wes Davis.



Motion by Commissioner Robertson, seconded by Commissioner Strickland, to raise the price of live bait from $7 to $8 a quart. Motion passed 5-1, Commissioner Tommy Clark opposed. Commissioner Hardman out of room.



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to begin making draws from Program 501 for construction of new pavilion and tree nursery. Unanimously approved. Commissioner Hardman out of the room.



Motion by Commissioner Jerome Clark, seconded by Commissioner Dowdy, to approve request from Atlantic Marine to hold a Family Fun Day and Boater Safety Program. Unanimously approved. Commissioner Hardman out of the room.

D. Casino Advisory Board



No Report.



E. Selden Park Advisory Committee



No Report.



F. Tree Advisory Board



Request from Randy Dobson to have attorney to do title search of East Beach property where the myrtles are being trimmed on what is believed to be County property and report back.



Motion to approve by Commissioner Robertson, seconded by Commissioner Hardman. Unanimously approved.



G. Planning Commission



No Report.



5. PUBLIC HEARINGS



Business License



Consider issuance of 1997 Alcoholic Beverage License for Pilot Travel Center #379, 2766 US Highway 17 South, Brunswick, Georgia. LICENSE FOR PACKAGE SALES OF BEER AND WINE. SUNDAY SALES PROHIBITED. (Business License)



Motion to defer until next meeting by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved.

6. APPOINTMENTS



A. Altamaha Regional Park Advisory Board



Appointment by District 5 Commissioner Jerome Clark - Ms. Ouida Fry.





Motion to approve by Commissioner Jerome Clark, seconded by Commissioner Strickland. Unanimously approved.



B. Zoning Appeals Board

One vacancy to be filled:

(3) Sharon M. O'Quinn

(4) Dick Wiederhorn

(5) Dean H. Overall



Mr. Joe Smith nominated by Commissioner Strickland. Mr. Bill Gaeteales nominated by Commissioner Robertson.



Motion to close nominations by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark. Unanimously approved.



Mr. Joe Smith won 4-3.



7. CONSENT AGENDA



General



A. Request Final Plat Approval for Sandalwood Subdivision, Phase II - A 44 lot subdivision located on the south side of Cate Road. (M. Schroeder)



B. Request authorization to execute License Agreement with Georgia Pacific Corporation. (R. Richard)



C. Recommend approval of Mr. Bill Lorenz-Hooker's request. (G. Moore)

Motion to approve Consent Agenda by Commissioner Tommy Clark, seconded by Commissioner Dowdy. Unanimously approved.



GENERAL BUSINESS



8. Request approval of an Accel/Decel Lane for Wiedemeyer Condos. The 79 unit condominium complex was approved by the Planning Commission on February 4, 1997. The proposed accel lane may only be installed with the Board of Commissioners' approval. (M. Schroeder)



Motion to approve by Commissioner Robertson, seconded by Commissioner Dowdy. Unanimously approved.



Motion by to rescind Resolution #R-28-95 required Board approval for accel/decel lanes by Commissioner Dowdy, seconded by Commissioner Strickland. Unanimously approved.



9. Request approval of an Accel/Decel Lane for St. Simons Grand. The 91 unit condominium complex was approved by the Planning Commission of February 4, 1997. The proposed accel lane may only be installed with the Board of Commissioners' approval. (M. Schroeder)



Above motion made this request unnecessary.



10. Receive report regarding highway litter. (K. Flanagan)



Report received for informational purposes.



11. Request authorization to adopt Ordinance to amend the Code of Ordinances to provide for bonding requirements on the use of County roads. (L. Gilmour)



Copy of Ordinance provided for review. Will be voted upon at next meeting.



12. Receive Hearing Officer Report on Roxanne Serrano Adverse Action. (L. Gilmour)



This item deferred at request of Ms. Serrano until March 6, 1997 meeting.



COMMISSIONER URGENT AND EMERGENCY ITEMS



Commissioner Dowdy



Request authorization to attend Port Authority luncheon at King & Prince.



Motion by Commissioner Hardman, seconded by Commissioner Jerome Clark, for Commissioner Dowdy, Commissioner Strickland, and Commissioner Robertson to attend luncheon at County expense. Motion approved 5-1-1. Commissioner Robertson abstained, Chairperson Tullos opposed.



Commissioner Strickland



1. Motion by Commissioner Strickland, seconded by Commissioner Hardman, to have the Administrator to send a letter to Board of Tax Assessors clarifying what we have done to help them meet the June 1, 1997 deadline and to advise them we are looking forward to a June 1, 1997 completion date. Unanimously approved.



2. Request report on County fees for services.



Chairperson Tullos



Chairperson Tullos appointed Commissioner Strickland to the Coastal Area Rape Crises Board.



CHIEF OF POLICE ITEMS



Request authorization to advertise for bids for a new wrecker service to tow police vehicles and authorization to obtain phone bids for a temporary service until bidding process is complete.



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.

COUNTY ATTORNEY ITEMS



Items of potential and pending litigation for Executive Session.



ADMINISTRATOR ITEMS



1. Request authorization for Chairperson to sign DOT Contract for LARP Repaving of County Roads.



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



2. The Commissioner's Retreat has been scheduled for May 8th and 9th, 1997.



EXECUTIVE SESSION



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark, to adjourn to Executive Session to discuss items of potential and pending litigation. Unanimously approved.



BACK IN OPEN SESSION



Motion by Commissioner Hardman, seconded by Commissioner Dowdy, to approve Executive Session Minutes for the Meetings of November 21, 1996, December 5, 1996 and February 6, 1997. Unanimously approved.
