Motion to approve was made by Commissioner Hardman, seconded by Commissioner Strickland. Unanimously approved as resolution #R-74-98 with original documents filed per #R-06-98.

B. Alcoholic Beverage License

1. Consider issuance of a 1999 Alcoholic Beverage License to The Country Place, 5446 New Jesup Highway, Brunswick, GA. LICENSE TO SELL DISTILLED SPIRITS, MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES. NO SUNDAY SALES (Occupational Tax )

Motion to approve was made by Commissioner Strickland, seconded by Commissioner Robertson. Motion carries with a vote of 6-0-1 with Commissioner Tommy Clark abstaining



2. Consider issuance of a 1999 Alcoholic Beverage License to George's Mediterranean Cafe, 228 Redfern Village, St. Simons Island, GA. LICENSE TO SELL DISTILLED SPIRITS, MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES. SUNDAY SALES PERMITTED. (Occupational Tax )

Motion to approve by Commissioner Jerome Clark, seconded by Commissioner Robertson. Motion carries with a vote of 6-0-1 with Commissioner Tommy Clark abstaining.

5. CONSENT AGENDA



General



(A) Consider recommendation of the Brunswick Area Transportation Study (BATS) Policy Committee for the County to apply for federal funds from the Transportation Equity Act (TEA-21 program) for the following projects: (D. Newbern)





(B) Consider approval of Final Plat - Oak Grove Island Plantation, Phase IV - a forty-eight (48) lot residential subdivision consisting of 33.578 acres located on the west side of U. S. Highway 341 just north of Pyles Marsh. (C. Taylor)



(C) Consider approval of Final Plat - Oak Grove Island Plantation, Phase V - a twenty-three (23) lot residential subdivision consisting of 9.516 acres located on the west side of U. S. Highway 341 just north of Pyles Marsh. (C. Taylor)



Motion to approve Consent Agenda by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved.





GENERAL BUSINESS



6. Zoning Ordinance Review Committee relative to staff assistance. (J. Hardman)

7. Consider issuance of a revocable permit to Jaxon Hice, Agent for J. L. Hice Trust, Owner and Jingle H. Davis, Owner for Lots 88, 89, 90, 91 and 92 King City Subdivision, St. Simons Island in order to maintain an existing three foot (3') high brick wall along the Hamilton Street side of property. (E. Carter)



Motion by Commissioner Robertson, seconded by Commissioner Strickland to approve the issuance of a revocable permit. Unanimously approved.



8. Consider adoption of the Glynn County Solid Waste Management Report of Accomplishments 1993 - 1998 and Short Term Work Program 1999 - 2003. (C. Olness)



Motion to approve by Commissioner Robertson, seconded by Commissioner Jerome Clark. Unanimously approved as resolution number #R-75-98 with original documents filed per #R-06-98. .



9. Discussion relative to SPLOST III matter on St. Simons Island. (D. Dowdy)

10. Receive the County's FY 97-98 Comprehensive Annual Financial Report (Audit). (C. Lewis)

11. Establish COBRA rates for calendar year 1999. (R. Rowell)



After brief discussion, motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark to increase the 1999 COBRA rate by 25%. Motion carries with a vote of 4-1-2 with Chairperson Tullos, Commissioner Dowdy, Commissioner Tommy Clark, and Commissioner Jerome Clark in favor, Commissioner Strickland opposed and Commissioner Hardman and Commissioner Robertson abstaining.





12. Presentation by Mr. Lloyd X. Smith of Sea Coast Workforce Development Board's Annual Local Elected Official Update. (F. Tullos)

13. Consider awarding the bid to lease $633,100 in equipment from Wachovia Bank, N.A., Atlanta, GA, with three (3) annual payments of $233,750 (4.19% interest) subject to the County Attorney's review of the leasing arrangements. (Vote: 2-0-0)

15. Authorize entering into a contractual agreement with the office of the District Attorney to provide information technology support. (L. Gilmour)





After brief discussion, motion to approve entering into a contractual agreement as presented by the District Attorney by Commissioner Hardman, seconded by Commissioner Jerome Clark. Unanimously approved.



16. Recommend fifteen (15) Police Pursuit Vehicles be purchased under the Georgia State Contract from Southlake Ford, Griffin, GA, in the amount of $307,185.00 (Vote: 2-0-0)

18. Receive a report regarding County Public Works Policy. (J. Hardman)



After presentation by the County Attorney and brief discussion a motion was made by Commissioner Hardman, seconded by Commissioner Dowdy to accept recommendations 1 and 4 as presented by the County Attorney at this time with the County actively involved in developing recommendations 2 and 3 in a more acceptable form or modified form. Unanimously approved.

Approved recommendations are as follows:



1. Drug Free Workplace



To ensure a drug free workplace, Glynn County may insert a contract provision into the standard from contract for public works contracts. The provision utilizes the Drug Free Workplace Act by requiring contractors and sub-contractors to comply with O. C. G. A. 34-9-410 et seq. Through compliance with these statutory provisions, the contractors and subcontractors will be effectively complying with the drug free policy endorsed by the Glynn County Chamber of Commerce. Also, by complying with these provisions, contractors and subcontractors can reduce their Worker's Compensation Rates by seven and one half percent (7.5%) and their unemployment insurance rates by two percent (2%).



4. Prevailing Wage Rates



Both Federal and Georgia law allow local governments to require contractors to pay the prevailing local wage rate as determined by the Wage and Hour Division of the U. S. Department of Labor. By the language of the contract provision, contractors and sub-contractors are agreeing to pay at least the prevailing local wage rate or be subject to termination of the contract.

19. Consider improvements at 9th Street ADA beach access. (L. Gilmour)



Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark that the entire area be cleared and graveled. Unanimously approved.



20. HB 489 Citizens Advisory Committee Update. (J. Clark)

21. Mr. Calvin Waye of the Tri-Area Association to discuss Baldwin Park Improvements. (J. Clark)

Speed limit on Smith Road.



After brief discussion motion by Commissioner Strickland, seconded by Commissioner Hardman to raise the posted speed limit on Smith Road from 15 mph to 25 mph. Unanimously approved

Consider purchase of a drug dog to replace one recently killed at a cost of $4,500.00 plus transportation with funding from seized funds.



After brief discussion motion to approve Commissioner Strickland, seconded by Commissioner Dowdy. Unanimously approved .



COUNTY ATTORNEY ITEMS - None





ADMINISTRATOR ITEMS



1. Consider authorizing a purchase order not to exceed $20,000.00 to purchase parts and supplies needed to repair the SBR #2 at Dunbar Creek Wastewater Treatment Plant. (K. Flanagan)



Motion to approve Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



2. DOT traffic signal permit at SR 520 at exit 6, I-95. (K. Flanagan)



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark to approve DOT installation of this traffic signal with Glynn County providing assistance with the installation. Unanimously approved.



3. Consider authorization of payment to consultants Thomas & Hutton up to $20,000.00 to complete the plans relative to the Spur 25 relocation project. (K. Flanagan)



Motion to approve Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.

4. Consider authorization to draft a letter to GA/DOT, for the Chairman's signature, requesting the remainder of the Spur 25 Extension project out to SR 99 be placed in the work program. (K. Flanagan)



Motion to approve Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved.

5. Altama Connector Extension County contract for the grading, drainage, base & paving on this project and will complete the roadway from the current intersection at Old Cypress Mill Road to the intersection with Community Road at Habersham St. (K. Flanagan)



Motion by Commissioner Hardman, seconded by Commissioner Jermome Clark. Unanimously approved.



6. Update relative to Gateway to the Golden Isles projects. (K. Flanagan)

7. Authorize Chairman to execute lease agreements documents relative to water bottom leases to benefit, St. Simons Island Pier, Altamaha Fishing Pier and Blythe Island Regional Park and St. Simons Marina. (L. Gilmour)



Motion to approve Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



8. Authorize Chairman to execute documents relative to force agreement for project NH-95-1(162) Glynn County, P.I. No. 511400 to install lights on I-95 at US 17 and State Route 25 Spur. (L. Gilmour)



Motion to approve Commissioner Dowdy seconded by Commissioner Jermome Clark. Unanimously approved as resolution number #R-73-98 with original documents filed per #R-06-98.



9. Authorize Chairman to execute documents relative to FEMA Project Impact Grant application. (L. Gilmour)



Motion to approve Commissioner Dowdy, seconded by Commissioner Jermome Clark. Unanimously approved.



10. Consider request from County Engineer to hire a temporary employee in the Public Works department to assist the survey crew on doing the dirt road. (L. Gilmour)



Motion to approve Commissioner Hardman, seconded by Commissioner Strickland. Unanimously approved.



11. Consider awarding the bid for replacement of New Courthouse doors to sole respondent, Southern Contractors of Glynn (Brunswick, GA) in a amount not to exceed $30,000.00. (L. Gilmour)



Motion to approve Commissioner Dowdy, seconded by Commissioner Jermome Clark. Unanimously approved.



12. Consider awarding the bid for electronic security control devises for New Courthouse doors to sole source vendor ASG, Associated Systems of GA, Inc., Brunswick, GA in the amount of $27,900.00 to be funded from SPLOST II. (L. Gilmour)

Motion to approve Commissioner Hardman, seconded by Commissioner Strickland. Motion carries with a vote of 4-2-1 with Chairman Tullos, Commissioner Hardman, Commissioner Strickland and Commissioner Jermome Clark in favor, Commissioner Dowdy and Commissioner Tommy Clark opposed and Commissioner Robertson abstaining.
