A. Abandonment

(1) Consider Application for Abandonment of an unnamed, unopened road between Lots 7 and 18 in Fancy Bluff Subdivision. Mr. C. S. Tait, Jr., applicant. (J. Bruner)



After brief discussion motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy provided a 20-foot wide drainage easement is retained by the County for the maintenance of drainage. Vote: 6-0 with Commissioner Strickland absent. Approved as resolution #R-47-98 with original documents filed per #R-06-98.



(2) Consider Application for Abandonment of a portion of Neptune Road, St. Simons Island. Mr. James W. McCook, III applicant. (J. Bruner)

B. Alcoholic Beverage License



(1) Consider issuance of 1998 Alcoholic Beverage License to Applebee's Neighborhood Grill & Bar, 177 Altama Connector, Brunswick, GA. LICENSE TO LIQUOR, MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES WITH SUNDAY SALES PERMITTED. (Occupation Tax)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Vote 5-0-1 with Commissioner Tommy Clark abstaining and Commissioner Strickland absent.



(2) Consider issuance of 1998 Alcoholic Beverage License to Friendly Express Stores, Brunswick, GA. LICENSE TO SELL MALT BEVERAGES AND WINE PACKAGE SALES NOT FOR CONSUMPTION ON PREMISES. NO SUNDAY SALES. (Occupation Tax) (List of stores available upon request in County Clerk's office.)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Vote 5-0-1 with Commissioner Tommy Clark abstaining and Commissioner Strickland absent.



(3) Consider issuance of 1998 Alcoholic Beverage License to Golden Isles Family restaurant, 196 Retreat Village, St. Simons Island. LICENSE TO SELL MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES WITH SUNDAY SALES PERMITTED. (Occupation Tax)

(4) Consider issuance of a 1998 Alcoholic Beverage License to Ristorante Pinocchio, 3600 Frederica Road, St. Simons Island. LICENSE TO SELL MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES WITH SUNDAY SALES PERMITTED. (Occupation Tax)



Motion by Commissioner Hardman, seconded by Commissioner Robertson. Vote 5-0-1 with Commissioner Tommy Clark abstaining and Commissioner Strickland absent.

GENERAL BUSINESS



7. Consider final approval of Historic Courthouse interior renovation plans. (L. Gilmour)

After brief discussion and comments from Mr. Chet Zymbrowski, motion to approve by Commissioner Hardman, seconded by Commissioner Tommy Clark with the provision that office space be provided for commissioners. Vote 5-1 with Commissioner Robertson opposed and Commissioner Strickland absent.



8. Consider Letter of Credit #P600412 for Hawkins Island, Phase I, St. Simons Island, GA. LOC Amount - $39,143.00. (C. Taylor)



After brief discussion motion by Commissioner Jerome Clark, seconded by Commissioner Dowdy to approve extending the letter of credit for a period of 6 months. Vote 6-0 with Commissioner Strickland absent.



9. Consider request from FLETC for the issuance of a revocable permit to place a temporary sign at the intersection of Glynco Parkway and Ethridge Drive. (E. Carter)



After brief discussion motion to approve by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Vote 6-0 with Commissioner Strickland absent.



10. Consider recognition of sublease agreement between the Brunswick and Glynn County Development Authority and BellSouth Personal Communications, Inc., d/b/a BellSouth Mobility, DCS.



Motion to approve by Commissioner Hardman, seconded by Commissioner Tommy Clark. Vote 6-0 with Commissioner Strickland absent.

11. Status report regarding South Harrington Boat Ramp improvements. (J. Bruner)



Motion by Commissioner Robertson, seconded by Commissioner Tommy Clark to use process of cable concrete for South Harrington Boat ramp improvements.



12. Recommended 1999 LARP List. (K. Flanagan)



Motion to approve 1999 LARP List by Commissioner Dowdy, seconded by Commissioner Robertson. Vote 6-0 with Commissioner Strickland absent. Approved as resolution #R-49-98 with original documents filed per #R-06-98.



13. Consent order from GA/EPD relative to the Glynn County Landfill. (K. Flanagan)



Motion to approve by Commissioner Tommy Clark, seconded by Commissioner Dowdy. Vote 6-0 with Commissioner Strickland absent.



14. Status report regarding traffic study at the intersection of Scranton Road and Old Jesup Road. (D. Dowdy) This item referred from the August 6, 1998 BOC Meeting



Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark to begin engineering analysis at the intersection of Scranton and Old Jesup Roads and install a traffic light, post haste, at this intersection. Vote 6-0 with Commissioner Strickland absent.



15. Discussion regarding drainage on newly paved and future pave roads. (D. Dowdy)

16. Consider funding for U. S. Coast Guard Station TEA Grant. (L. Gilmour)



Motion by Commissioner Dowdy, seconded by Commissioner Jerome Clark to approve revised concept budget for Coast Guard Station TEA Grant. Vote 6-0 with Commissioner Strickland absent.



17. Report relative to service population. (L. Gilmour)



For informational purposes only. No action required by the Board.



18. Consider amendment to the Glynn County Code of Ordinances regarding dogs on St. Simons Island beaches. ( G. Robertson)



After brief discussion, motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark to rescind the Board's July 16, 1998 action to amend the ordinance. Vote 5-1 with Commissioner Robertson opposed and Commissioner Strickland absent. Chairman Tullos stated a committee of 3 consisting of the Police Chief, County Attorney, Commissioner Robertson and someone from the Humane Society, would be formed to study and clarify issues related to dogs on the beach ordinance amendment.



19. Report relative to pool protection. (G. Moore)



After brief discussion, motion by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark to advertise this issue for a public hearing at the Board's September 17, 1998 meeting beginning at 5:00 pm. Vote 6-0 with Commissioner Strickland absent.



20. Hearing officers report relative to Larry Waters. (L. Gilmour)



After brief discussion motion by Commissioner Tommy Clark, seconded by, Commissioner Jerome Clark to adjourn to Executive Session to discussion Personnel item relative to Mr. Larry Waters. Vote: 6-0 with Commissioner Strickland absent.
