INVOCATION & PLEDGE



1. Joint City/County Hospital Authority appointment. (3 nominees)

After brief discussion motion by Commissioner Jerome Clark, seconded by Commissioner Lawrence that the County would be allowed to make their nominee selection first then, the City would proceed with theirs. Unanimously approved with Commissioner Tommy Clark absent.

Upon completion of the voting process the County selected Carl Kimbrel as its nominee.



Upon completion of the voting process the City selected Dr. Eric Segerberg as its nominee.



Motion by Commissioner Hardman, seconded by Commissioner Lawrence to submit the names of the following persons as the joint City/County nominees for appointment to the Southeast Georgia Regional Medical Center Authority Board for their selection to fill the joint appointment vacancy. Unanimously approved. Commissioner Tommy Clark absent.

2. Joint City/County Regional Development Center minority appointment.

After brief discussion both governing authorities voted Patricia M. Cooper-Mincey as the joint City/County minority appointment to the Regional Development Center Board. Unanimously approved. Commissioner Tommy Clark absent.



3. House Bill 489 Issues:



(A) Review of services.



After brief discussion, motion by Commissioner Davis, seconded by Commissioner Strickland to establish a citizens advisory committee, consisting of eleven (11) persons, to look at provided services and areas of disagreement. Unanimously approved. Commissioner Tommy Clark absent.



The basic make up of the citizens advisory committee is to be as follows:



(1) Chamber of Commerce appointee

(2) Jekyll Island Authority appointees

(4) City of Brunswick appointees (two (2) must be minority appointments)

(4) County appointees (two (2) must be minority appointments).





(B) Land use conflict resolutions.



For informational purposes only. Mr. Mitchell and Mr. Gilmour were directed to provided to both governing authorities copies of proposed resolutions as outlined by ACCG, GMA and DCA regarding land conflict issues along with applicable state statutes regarding annexation.

Next Joint Meeting



After brief discussion motion by Commissioner Robertson, seconded by Commissioner Jennings that the next joint meeting would be held on Thursday, May 28, 1998 at 4:00 pm at the Historic Courthouse, 701 "G" Street. Unanimously approved. Commissioner Tommy Clark absent.



4. Metro Police operations.

After brief discussion Motion by Commissioner Dowdy seconded by Commissioner Jerome Clark to form a committee consisting of two (2) City Commissioner, two (2) County Commissioner, the City Police Chief, County Police Chief and the Sheriff to evaluate the Metro Drug Squad and come back in six (6) months with recommendations regarding the make up and operating procedures of the Metro Drug Squad. Motion failed. Vote 4 to 7 with Commissioners Jerome Clark, Dowdy, Hardman, and Strickland in favor and Mayor Brown, Commissioners Davis, Jennings, Lawrence, Robertson, Tullos and Williams opposed. Commissioner Tommy Clark absent.



After additional discussion motion by Commissioner Hardman seconded by Commissioner Jennings to form a committee, consisting of the City Police Chief, County Police Chief and the Sheriff, to evaluate the Metro Drug Squad and report back in four (4) months with recommendations as to whether or not the status quo should remain the same or if any changes should be made. Commissioner Hardman specifically added the verbage "CLEO" referring to Chief Law Enforcement Officer Sheriff Wayne Bennett. Unanimously approved. Commissioner Tommy Clark absent.



5. Review recommendations of the 800 MHz Implementation Committee.



After brief discussion Motion by Chairman Tullos, seconded by Commissioner Strickland to approve the Committee's recommendation establishing that the emergency telecommunications system be uniform for all agencies and stand alone. Unanimously approved . Commissioner Tommy Clark absent.

Brief Meeting of the Glynn County Board of Commissioners



1. Adoption of a proclamation designating May 15, 1998 as "Peace Officer's Memorial Day".



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved. Commissioner Tommy Clark absent.



2. Emergency purchase/bid item of police cars.



Motion by Commissioner Strickland, seconded by Commissioner Dowdy to rescind previous bid awarded to Carl Gregory of Columbus, GA for the purchase of thirteen (13) Crown Victoria police cars and the two (2) cars designated for the Sheriff's department and award the bid to the second low bidder, Kings Colonial Ford of Brunswick, GA. Unanimously approved. Commissioner Tommy Clark absent.
