A. Information Technology Committee



1. Recommend adoption of job classifications, organization structure and pay ranges for the Department of Information Resources. (Vote: 3-0)

Motion to approve by Chairperson Tullos, seconded by Commissioner Strickland. Unanimously approved.



2. Recommend awarding bid for Clerk of Superior Court records management system to Shell Office Systems in the amount of $123,167.00 with financing provided by the County. (Vote 3-0)

Motion to approve by Chairperson Tullos, seconded by Commissioner Dowdy. Unanimously approved.



3. Recommend award of bids for personal computers and software with corresponding budget adjustments. (Vote: 3-0)



Motion to approve by Commissioner Strickland, seconded by Commissioner Robertson. Unanimously approved.



4. Authorize going out to bid for laptop for Glynn County Police Department patrol cars. Funding source from $40,000.00 balance from capital patrol cars to capital computer hardware/software. (Vote: 3-0)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved.



B. Inter-Agency Criminal Justice Task Force



Report from committee chairman regarding Magistrate Court. (J. Hardman)



Recommend minimum salary range of $30,000.00 to $35,000.00 for Magistrate Court Judge, Asst. Magistrate Judge with hours not to exceed 29 hours per week.



Motion to approve by Commissioner Hardman, seconded by Commissioner Jerome Clark. Vote 3-3-1. Commissioners Strickland, Hardman and Jerome Clark in favor, Commissioners Tullos, Dowdy and Tommy Clark opposed, Commissioner Robertson, abstained. This item was not approved at this time.



C. Personnel Committee



Consider approval of the salary ranges for staff of the Office of the Sheriff effective July 1, 1998. (Vote: 2-0)

Motion by Commissioner Tommy Clark, seconded by Commissioner Robertson to approve the following persons as the County's nomination to the joint City/County appointment to the Southeast Georgia Regional Medical Center Authority. The names of these persons are to be submitted to the City of Brunswick for their consideration: H. E. Briggs, Carl Kimberl, and Fred Wages. Unanimously approved.



G. Selden Park Advisory Committee - 4 Year Term (5 positions)

Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy to appoint Henry Shaw to fill this 4 year term. Unanimously approved.

This appointment was deferred to the April 2, 1998 BOC Meeting.

(3) Marie Brogsdale, District 3 - Reappointment

Motion by Commissioner Strickland, seconded by Commissioner Dowdy to reappoint Marie Brogsdale. Unanimously approved.

I. Consider appointment of Mr. Abraham Brown to the Glynn County Board of Health Gateway Community Service Board to fill the unexpired term of Judge Orion L. Douglass. Term expiration is 6/30/98. (L. Gilmour)

7. CONSENT AGENDA



General

A. Consider approval of Final Plat for Forest Cottages at Ocean Forest (Phase II) - A nine (9) lot development involving a private road with a minimum forty (40') foot right-of-way located on the west side of Sea Island along Oglethorpe Drive. (D. Newbern)



B. Consider approval of Final Plat for Glynn Haven - Pine Street (formerly Oak Street) - Block 11, Lots 10-15 - This is the opening of a County right-of-way in Glynn Haven on St. Simons Island to access six (6) existing lots-of-record. (D. Newbern)



C. Concurrence of Board of Commissioner regarding the following requests:

1. Request from Chief Johnson to downgrade two positions for Certified Firefighter/Paramedic to Non-Certified Firefighter positions.

D. Authorize repairs and upgrades for Blythe Island Regional Park marina with funding from the Blythe Island Regional Park Development Account. (W. Davis)

G. Consider request from Gold Challenge for use of Coast Guard Park property for Gold Challenge Beach Volley Ball Tournament, June 13, 1998. (L. Gilmour)



After brief discussion motion by Commissioner Strickland, seconded by Commissioner Robertson to approve subject to Gold Challenge providing to the County general liability insurance, no less than $100,000.00 with the County named as additional insured. Unanimously approved.

GENERAL BUSINESS



8. Award of bid for casualty insurance. (L.Gilmour)



A. Liability Coverage.



Motion by Commissioner Dowdy to award bid for County's liability insurance coverage to low bidder, St. Paul Fire & Marine. Annual premium amount of $130,276.00 guaranteed for 3 years.



Motion, seconded by Commissioner Tommy Clark to discuss alternate proposals relative to reducing the self retention aggregate amount from $350,000.00 to $250,000.00.



Motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark to award bid for County's liability insurance coverage to low bidder, St. Paul Fire & Marine. Annual premium amount of $130,276.00 guaranteed for 3 years. Also included is an additional premium amount of $4,645.00 to reduce the self retention aggregate (maximum exposure) amount from $350,000.00 to $250,000.00, $1,206.00 Money & Securities premium increasing limit to $250,000.00 with a $10,000.00 deductible and a $1,916.00 Blanket Coverage for Public Employee dishonesty premium with a $10,000.00 deductible. Unanimously approved with the documents filed per #R-06-98.



B. Liability Claims Administration



Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy to award bid for liability claims administration to McLarens Toplis, Atlanta, GA. Unanimously approved with the documents filed per #R-06-98.



C. Coverage of the Self Insured Retainage - Contractor's Equipment



Motion by Commissioner Hardman, seconded by Commissioner Tommy Clark to award bid for Self Insured Retainage - Contractor's Equipment to St. Paul Fire & Marine - Palmer & Kay Agency. Premium amount $11,195.00 with a $10,000.00 deductible. Unanimously approved with the documents filed per #R-06-98.



D. Aircraft Liability



Motion by Commissioner Strickland, seconded by Commissioner Jerome Clark to award aircraft liability coverage to United Pacific Insurance Company. Premium amount $8,000.00, $0.00 deductible. Unanimously approved with the documents filed per #R-06-98.



E. Property Coverage



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark to renew policy regarding property coverage with HRH Company of St. Simons Island, Inc. in the amount of $150,948.00. Unanimously approved with the documents filed per #R-06-98.



F. Workers' Compensation Insurance Coverage - Excess Worker Compensation



Motion by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark to renew Excess Workers Compensation with Claredon National Insurance Company for one (1) year. Renewal premium amount of $25,000.00. Unanimously approved with the documents filed per #R-06-98.

9. Consider amendment to Glynn County Personnel Policy regarding presentation of hearing officer's report before the Board of Commissioners. (G. Moore)

Motion to approve by Commissioner Strickland, seconded by Commissioner Robertson. Ordinance conditions effective immediately. Unanimously approved as resolution #R-20-98 with the documents filed per #R-06-98.



10. Report from Employee Hearings regarding changes to the Glynn County Personnel policy. (R. Rowell)

A. An amendment to the Glynn County Personnel Policy to provide for change from a step increase to a merit review system, to provide for periods of performance and merit reviews. Affected provisions: Chapter II, Position Classification Plan, Chapter III, Salary Administration, Chapter IX, Attendance and Leave, and Chapter XII, Employee Performance Evaluation.



Motion to approve by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark. Unanimously approved as resolution #R-17-98 with the documents filed per #R-06-98.



B. An amendment to the Glynn County Personnel Policy to provide for a definition of a full-time employee. Affected provision: Chapter V, Appointments.



After brief discussion motion by Commissioner Dowdy, seconded by Commissioner Robertson to re-define administrative staff work week as being 40 hours per week. (This motion was never called for question nor voted on.)



After more discussion it was recommended that staff develop a proposal to address the 40 hour work week issue to be presented to the Board of Commissioner at their next meeting.



Motion by Commissioner Jerome Clark, seconded by Commissioner Tommy Clark to defer this issue to the Board's April 2, 1998 meeting. Unanimously approved.



C. An amendment to the Glynn County Personnel Policy provide for a temporary pay increase for acting department heads. Affected provision: Chapter III, Salary Administration.



After brief discussion motion to approve by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Unanimously approved.



D. An amendment to the Glynn County Personnel Policy to provide for compensation for all employees when they are required to be a witness on behalf of Glynn County in any Court, Grand Jury, or Inquest proceeding. Affected provision: Chapter III, Salary Administration.



After brief discussion motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy with the provision that mileage will be paid from the employees place of employment to the place of testimony, if employee is in their personnel vehicle. No mileage would be paid to those employees in County vehicles. Unanimously approved as resolution #R-19-98 with the documents filed per #R-06-98.



E. An amendment to the Glynn County Personnel Policies to provide for reinstatement of employees who separated in good standing from County employment; To provide for credit of prior years of service; To provide for credit of prior sick leave; To provide for credit of prior pension plan benefits. Affected provision: Chapter IV, Recruitment and Selection.



After brief discussion motion to approve by Commissioner Tommy Clark, seconded by Commissioner Dowdy. Unanimously approved as resolution #R-18-98 with documents filed per #R-06-98.

11. Considered recommendation of an agreement authorization policy. (L. Gilmour)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Jerome Clark. Unanimously approved.

12. Consider extension for a 6 month period under current conditions and requirements of the cable television franchise agreement with Century Communications. (L. Gilmour)



Motion by Commissioner Hardman, seconded by Commissioner Strickland to defer to the Board's April 2, 1998 meeting.



After brief discussion the previous motion by Commissioner Hardman was withdrawn.



After further discussion motion by Commissioner Robertson, seconded by Commissioner Jerome Clark to renew the cable television franchise agreement with Century Communication for a period of six (6) months under current conditions and requirements. Vote: 6-1 with Commissioner Hardman opposed.

13. Invitation from Mr. Lee Bledsoe, Local UPIU 400 Representative to Board of Commissioners to attend the 2nd Annual UPIU Local 400 Picnic, Saturday, April 4, 1998. (T. Clark)

After brief discussion motion by Commissioner Dowdy, seconded by Commissioner Tommy Clark to adjourn to Executive Session for further discussion regarding personnel matter. Unanimously approved.



Back in Regular Session.



Motion by Commissioner Hardman, seconded by Commissioner Jerome Clark to uphold Hearing Officer's report. Vote 5-2 with Commissioners Dowdy and Strickland opposed.

Motion by Commissioner Hardman, seconded by Commissioner Dowdy authorizing staff to do a survey to determine right-of-way. Unanimously approved.

1. Police Department to host a meeting with wrecker companies of Glynn County Wednesday, March 26, 1998 at 7:00 pm.



2. Increased police protection at Altamaha Park.



COUNTY ATTORNEY ITEMS - None



ADMINISTRATOR ITEMS



1. Authorize execution of the traffic engineering study and permit application for the north and south bound ramps at Exit 6, Highway 17 & I-95. (K. Flanagan)



Motion to approve by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Unanimously approved with the documents filed per #R-06-98.

2. Authorize execution of the GA/DOT lighting agreement at Exits 6 & 8, I-95. (K. Flanagan)

Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Vote 6-1, with Commissioner Robertson opposed with the documents filed per #R-06-98.



3. Authorize payment from the St. Simons Capital Improvement account, $56,535.39 for emergency repair work performed at lift station #3.



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy. Unanimously approved.



4. Deny request from Altamaha Park manager regarding the cutting back of bushes by the County to allow easier access to and from park due to recent flooding of the area.

Because the area referred to is private property, it is the concurrence of the Board not to participate in the cutting back of the bushes on private property.



5. Authorize Bell South immediate access to one or both of the water towers on St. Simons Island allowing the installation of some telecommunication items and testing for a six (6) month period subject to the following conditions:



1. Completion acceptance of the agreement from the County Attorney's office.



2. They pay the County either whatever the current rate established or $750.00 per month, whichever is the greater that they've indicated they would pay.



3. Not to exceed six (6) months without a full formal agreement coming back before the Board.



Motion to approve by Commissioner Hardman, seconded by Commissioner Dowdy to approve. Unanimously approved.



6. Authorize appointment of Joe Pereles acting director for the Department of Information Resources.



Motion to approve by Commissioner Dowdy, Commissioner Hardman. Unanimously approved.
