Request for a Special Use Permit in an R-12 One-Family Residential Zoning District - Mobile Home, Medical Hardship property consisting of 27,408 square feet fronting 100 feet on the east side of Mills Road, off Scranton Road. Property owned by Bobby and Deborah Worth. (R. Milburn)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Strickland. Vote 4-0-1, with Commissioner Robertson abstaining, to approve as resolution #R-08-98 with the document(s) filed per #R-06-98. Commissioner Hardman and Commissioner Jerome Clark absent.

General



A. Consider approval of Final Plat for Southpoint Subdivision - A twenty lot residential subdivision on the south side of East Beach Causeway near Demere Road. (D. Newbern)



B. Authorize Force Account Agreement between the County and GA/DOT regarding I-95 Rest Area #105, Water Service. (K. Flanagan)



C. Consider request from Joel and Martha Stevens for revocable permit to place a masonry wall on County right-of-way. (E. Carter)

GENERAL BUSINESS



6. Consider award of contracts for:

(A) Altama Connector Extension engineering work.

Motion to award to low bidder, EMC Engineering Service, Savannah, GA, in the of $25,755.00 by Commissioner Tommy Clark, seconded by Commissioner Robertson. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.



(B) Grading, drainage, base, and paving of 10.22 miles on 30 County roads.



Motion to award to low bidder, Douglas Asphalt Co., Douglas GA, in the amount of $1,364,049.80 by Commissioner Strickland, seconded by Commissioner Dowdy. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.



7. Consider amendment to Southland Environmental Services of GA, Inc., contract to provide for user invoicing. (L. Gilmour)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.



8. Consider request from Mr. Mike Gibbs regarding installation of a drainage ditch at Altama and Bristol Drive. (D. Dowdy)



Motion to approve by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved subject to an easement being granted to the County and work performed without interruption to the current Public Works Department work schedule. Commissioner Hardman and Commissioner Jerome Clark absent.



9. FY-97 Audit Summary presentation. (L. Gilmour)



Informational purposes only.



10. Consider amendment to County Code of Ordinances regarding business licenses for persons who maintain a business at their home address. (L. Gilmour)



Motion to send proposed ordinance amendment with language changes, to the Planning Commission. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.



11. Receive report from consultant relative to Information Resources operations. (L. Gilmour)

12. Discussion of impact on County finances relative to proposed local legislation. (D. Dowdy)



Motion to draft a resolution to eloquently express opposition to the way the proposed legislation is written and worded by Commissioner Dowdy, seconded by Commissioner Robertson. Vote 4-0-1 Commissioner Strickland abstained. Commissioner Hardman and Commissioner Jerome Clark absent.

1. Authorized going out to bid regarding replacement of roof at Fancy Bluff Fire Stations.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Tommy Clark. Unanimously approved.



2. Authorized the formation of an Information Processing Committee.



Motion by Commissioner Dowdy, seconded by Commissioner Strickland to approve the formation of a standing commission committee consisting of three (3) commissioners appointed by the chairman. Vote 4 - 1 with Commissioner Tommy Clark opposed. Commissioner Hardman and Commissioner Jerome Clark absent.



3. Authorized Commissioner Jerome Clark's participation in "Washington Fly-In" trip sponsored by the Brunswick-Golden Isles Chamber of Commerce.



Motion to approve by Commissioner Robertson, seconded by Commissioner Tommy Clark. Vote 4 - 1 Commissioner Strickland opposed. Commissioner Hardman and Commissioner Jerome Clark absent.



4. Recommend a 90-day moratorium on revocable permits on County beach (oceanfront) easements/right-of-ways.



Motion to approve by Commissioner Dowdy, seconded by Commissioner Robertson. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.



5. Authorized use and issuance of a customer service pamphlet for the Department of Community Development regarding service and assistance available through their office.



Motion to approve by Commissioner Strickland, seconded by Commissioner Dowdy. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent. Pamphlet to include a customer service response section for citizen comments.

Motion by Commissioner Dowdy, seconded by Commissioner Robertson to adjourn to Executive Session for the purpose of discussing personnel issues and pending/potential litigation. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.



Back in Regular Session



Motion by Commissioner Tommy Clark, seconded by Commissioner Dowdy to approve the February 5, 1998 Executive Session Minutes. Unanimously approved. Commissioner Hardman and Commissioner Jerome Clark absent.
