GLYNN COUNTY BOARD OF COMMISSIONERS

AND

CITY OF BRUNSWICK

HELD TUESDAY, OCTOBER 5 1999

INVOCATION & PLEDGE

 

County Issues:

 

1.                  Discussion regarding the hiring of an outside agency to conduct a study regarding the monetary impact of consolidating certain governmental services.  The dollar amount for the study to be specified by both governing bodies. (July 6, 1999 Joint Meeting.)

 

After brief discussion a motion was made by Commissioner Tommy Clark seconded by Commissioner Tullos directing staff to go out for RFP=s to get an idea regarding the cost for a study to determine the monetary impact of consolidating/merging certain governmental services with the University of Georgia contacted for assistance.   Unanimously approved.   (It was the consensus of the City of Brunswick to follow the above motion,)

 


 

2.        Discussion regarding the setting of a deadline for negotiations regarding all LOST, SPLOST monies, Water Rates and equalization issues.  (July 6, 1999 Joint Meeting)

 

After brief discussion a motion was made by Commissioner Jennings, seconded by Commissioner Lawrence directing the City and County Attorney=s, City and County Finance departments review the issues regarding water rates equalizations and dual taxation and bring back recommendations to the joint governing bodies at its next joint meeting. 

 

After further discussion Commissioner Jennings withdraws his motion with Commissioners Lawrence withdrawing his second.

 

After further discussion a motion was made by Commissioner Dowdy seconded by Commissioner Tommy Clark to defer the review of the water rates equalizations and dual taxation issues until the County Administrator and County Finance Director make a presentation regarding the County=s revenue sources and expenditures.  Unanimously approved.  (It was the consensus of the City of Brunswick to follow the above motion.)

 

After further discussion a motion was made by Commissioner Tullos, seconded by Commissioner Jerome Clark call for a joint meeting on Tuesday, November 9, 1999 at 5:00 PM with the County Administrator and County Finance Director making a presentation showing revenues and expenditures of Glynn County.  Unanimously approved.   (It was the consensus of the City of Brunswick to follow the above motion.)

 

3.                  Discussion regarding Hurricane Floyd evacuation progress and emergency process.

 

Presentation was made by Ed Abel, Emergency Management Director.

 

Discussion only.  No  action required nor taken by either Board at this time.

 

4.                  Receive report from Keep Brunswick-Golden Isles Beautiful regarding recycling and waste reduction recommendations.  (This item was deferred from the 8/19/99 regular meeting of the Board of Commissioners.)

 

At the request of Marsha Smith, Executive Director of Keep Brunswick-Golden Isles Beautiful this item is being deferred to the January 4, 2000 Joint Meeting.

 

City Issues:

 

1.                  Automatic Aide between City and County Fire Departments.

 

After brief discussion a motion was made by Commissioner Woodman, to approve the Automatic Aide agreement, subject to review and approval by the City and County Attorney=s and the City and County Fire Chief=s.


 

After further discussion Commissioner Woodman withdraws her motion.

 

It was the consensus of both Board=s that each governing authority would address this issue at their respective meetings.

 

After brief discussion a motion was made by Commissioner Woodman, seconded by (Chairperson Robertson) Commissioner Lawrence to purchase an ad in the Atlanta Journal and the Georgia Times Union thanking neighboring counties for the assistance and kindness they provided to Glynn County residents during the evacuation due to Hurricane Floyd.  Unanimously approved.

 

2.        Consider request from the Cemetery Trust Fund Board for a monetary contribution from the

Glynn County Board of Commissioners.

 

A presentation was made by Ken Plyman representing the Cemetery Trust Fund Board.

 

After brief discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Dowdy to place this item on the Board of Commissioners October 21, 1999 agenda for discussion regarding the implementation of a $60,000.00 budgetary allotment and 2 employment positions for cemetery maintenance based on the recommendations from the Cemetery Trust Fund Board.

 

After further discussion Commissioner Tommy Clark rescinded his motion with Commissioner Dowdy rescinding his second.  Staff was directed to place this item on the October 21, 1999 Board of Commissioners meeting agenda.

 

3.        Discuss City Water/Wastewater Department metering County=s wastewater from City to County.

 

Discussion only.  No Board action required nor taken at this time. It was the consensus of both governing bodies to defer this item to the November 9, 1999 joint meeting.

 

There being no further business meeting adjourned.
