BUDGET HEARING

BOARD OF COMMISSIONERS

GLYNN COUNTY, GEORGIA

HELD AT THE NEW GLYNN COUNTY COURTHOUSE TUESDAY, JULY 20, 1999

AT 4:00 PM

FY 99-00 BUDGET HEARINGS

 

INVOCATION AND PLEDGE

 

1.      Receive report from Environmental Quality Director Keith Flanagan relative to proposed reorganization of the Environment Quality Department.

 

After brief discussion a motion was made by Commissioner Dowdy to authorize Personnel Director and Environmental Quality Director to proceed with acquiring contracted certified wastewater treatment plant operators to address current operator shortage.  Motion dies for lack of receiving a second.

 

2.                  Review expenditure and revenue for all funds and consider staff recommendation relative to each.

 

 


 

After brief discussion a motion was made by Commissioner Chapman, seconded by Commissioner Dowdy that the Board eliminate the current fee structure for providing

solid waste services in the amount of $96.00 and calculate that cost and levy it in the form of a millage.  Motion fails for lack of receiving a majority vote with a vote of 2-4 with Commissioner Chapman and Commissioner Dowdy in favor and Chairperson Robertson, Commissioner Tommy Clark, Commissioner Tullos and Commissioner Woodman opposed.  Commissioner Jerome Clark was absent.

 

After brief discussion a motion was made by Commissioner Dowdy, seconded by Commissioner Tommy Clark to include the Secretary position in the Solicitor=s office, in the amount of $23,000.  Motion fails for lack of receiving a majority vote with a vote of 3-1-1 with Commissioner Dowdy, Commissioner Tommy Clark and Commissioner Chapman in favor, Chairperson Robertson opposed and Commissioner Tullos abstaining.  Commissioner Woodman was out of the room and Commissioner Jerome Clark was absent.

 

After brief discussion a motion was made by Commissioner Chapman, seconded by Commissioner Tommy Clark to adopt the actions of SB 177, Taxpayers Bill of Rights relative to the prevention of indirect tax increases and follow its requirements if the Board does not adopt a millage rate rollback.  Motion carries with a vote of with a 5-0-1 with Commissioner Chapman, Commissioner Tommy Clark, Commissioner Tullos, Commissioner Woodman, Commissioner Dowdy in favor and Chairperson Robertson abstaining.  Commissioner Jerome Clark was absent.

 

After brief discussion a motion was made by Commissioner Dowdy, seconded by Commissioner Woodman to have the budget team comeback on August 3, 1999 at 4:00 pm with 10% budget reductions for all departments.  Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent.

 

After brief discussion a motion was made by Commissioner Dowdy, seconded by Commissioner Tullos to hold a public hearing regarding the FY 99-00 Budget on Thursday, August 5, 1999 at 5:00 pm immediately prior to the Board=s regular meeting.  Motion carries with a vote of 5-0 with Commissioner Woodman and Commissioner Jerome Clark absent.

 

After further discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Dowdy to begin advertising on August 4, 1999 for the meeting to set of the millage rate at the Board=s August 19, 1999 meeting.  Motion carries with a vote of 5-0 with Commissioner Woodman and Commissioner Jerome Clark absent.

 


 

2.                  Consider approving Water & Sewer rate increases as proposed by Jordan, Jones & Goulding

 

A motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to approve the water & sewer rate increases as proposed by Jordan, Jones & Goulding.  Motion carries with a vote of 5-0 with Commissioner Woodman and Commissioner Jerome Clark absent.

 

4.                  Receive update relative to timetable for completing the technical reviews of the Water & Sewer RFP=s.
