INVOCATION AND PLEDGE

 

1.       APPROVAL OF MINUTES

 

(A)     Approve Minutes of the Regular Meeting held Thursday, May 6, 1999.

 

Motion to approve, subject any necessary corrections, by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark. Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

(B)    Approve Minutes of the Joint Meeting held Tuesday, May 4, 1999.

 

Motion to approve, subject any necessary corrections, by Commissioner Jerome Clark, seconded by Commissioner Tullos.  Motion carries with a vote of 5-0-1 with Commissioner Tommy Clark abstaining and Chairperson Robertson absent.

2.       EMPLOYEE OF THE MONTH

 

Presentation of Plaque and $50 check to Mr. Robert Howe, Facilities Support Manager, Public Works Department.

 

 

 

 


 

3.                 PROCLAMATION

 

A Proclamation honoring the Merchant Mariners who lost their lives off the shore of St. Simons Island during World War II.  (F. Tullos)

 

Motion to approve by Commissioner Tullos, seconded by Commissioner Tommy Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

4.        SWEARING OF POLICE OFFICERS

 

Swearing of the following as new police officers for Glynn County.

Motion to approve the above referenced persons as official police officers of Glynn County by Commissioner Tullos, seconded by Commissioner Tommy Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent

5.       PUBLIC HEARINGS

 

(A)     Zoning

 

SUP-2-99

 

Request for a Special Use Permit for the location of a restaurant in the General Commercial - Core Zoning District and St. Simons Village Preservation District.  Subject property being Unit 1 of Island Shoppe Condominium, former site of Sugar Babies; address known as 315 Mallory Street.  Property owned by Shirley J. Ralston.  (C. Taylor) This item was deferred from the Board May 6, 1999 meeting.

After brief discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Chapman to deny the above referenced special use permit application.  Motion failed for lack of receiving a majority vote.  Vote of 3-2-1 with Commissioner Tommy Clark, Commissioner Chapman and Commissioner Woodman  in favor of denial, Commissioner Dowdy and Commissioner Jerome Clark  opposed and Commissioner Tullos abstaining.  Chairperson Robertson absent.

 

(B)    Alcoholic Beverage License

 

1.                 Consider issuance of 1999 Alcoholic Beverage License to Racetrack Petroleum, Inc., 462 Canal Road, Brunswick, GA.  LICENSE TO SELL MALT BEVERAGES AND WINE PACKAGE SALES NOT FOR CONSUMPTION ON PREMISES.  NO SUNDAY SALES.  (Occupational Tax)

 

There being no citizen comment in favor or opposed a motion was made by  Commissioner Tullos, seconded by Commissioner Jerome Clark to approve the above referenced alcoholic beverage license.  Motion carries with a vote of 5-0-1 with Commissioner Tommy Clark abstaining.  Chairperson Robertson absent.

 

2.        Consider issuance of 1999 Alcoholic Beverage License to FLETC Student Center, Building 260, Glynco GA.  LICENSE TO SELL DISTILLED SPIRITS, MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES.   SUNDAY SALES PERMITTED.  (Occupational Tax)

 

There being no citizen comment in favor or opposed a motion was made by Commissioner Jerome Clark, seconded by Commissioner Commissioner Tullos.  to approve the above referenced alcoholic beverage license.  Motion carries with a vote of 5-0-1 with Commissioner Tommy Clark abstaining.  Chairperson Robertson absent.

 

6.       CONSENT AGENDA

 

(A)      Information Technology Committee

 

1.                   Authorize the use of capital funds designated for copier to purchase two (2) scanner sience copier now leased by Clerk of Superior Court, Larry Ellison.  Vote: 2-0

 

 

 


 

2.                 Concur with appointment of 800 MHz communication system-Police Department Review committee members.

Authorize issuance of a revocable permit to Chris Hale and Joseph Howard, 222 & 224 Eastridge Drive, Brunswick, GA, to allow an existing fence currently located on County right of way to remain.  (E. Carter)

 

(C)     General

 

1.        Approve Final Plat for Skylane Court - located adjacent to the Malcolm McKinnon Airport on St. Simons Island - consisting of one tract of 1.868 total acres (81,379 square feet) to be subdivided into three (3) lots.  Also included in this plat is a fifty-foot (50') paved right of way, named Skylane Court to be build to County Standards.  Glynn County Owner.  (C. 2.        Recognition of sublease agreement between Brunswick and Glynn County Development Authority and the Aviation Business Center, Inc.  (S. Brian)

 

3.                   Approve GEMA sponsored Region 5 Mutual Aid Agreement.  (E. Abel)

 

4.       Authorize the installation of a concrete slab at the Historic Glynn County Courthouse for the erection of a monument honoring the Merchant Marines.  (L. Gilmour)

 

At the request of the Administrator this item was deleted from the agenda and requires no action by the Board at this time.

 

Motion to approve  by Commissioner Tommy Clark, seconded by Commissioner Tullos those items designated as Consent Agenda items with the exception of item 6-A (2) which was pulled for discussion and 6-C (4) which was deleted and requires no action,.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

GENERAL BUSINESS

 

7.       RELEASING/SETTING OF FINANCIAL SECURITIES

 

Performance Bond - Oak Grove Island Road Construction Phase IV and V. in the amount of $3,500.00.  Oak Grove Island Limited, L. P., Mr. Bud Myrick, Developer.  (C. Taylor)

 

A motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to extend the above referenced Letter of Credit for a period of six (6) months.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

8.       Consider the issuance of a revocable Right-of-Way Permit to Dr. & Mrs. Melvin Deese - 2020 Dixon Lane, East Beach, St. Simons Island to construct a beach crossover which will cross county right-of-way (Dixon Drive).  (E. Carter) At the request of Chairperson Robertson this item is deferred to the Board=s June 17, 1999 meeting. 

 

9.        Consider request from Mr. Parker to clear an open alley way to access his property.  (L. Gilmour)

After brief discussion a motion was made by Commissioner Tullos seconded by Commissioner Jerome Clark to allow Mr. Parker to open the alleyway, at his expense, from the 13th Street side.  Motion carries with a vote of 5-0-1 with Commissioner Woodman abstaining.  Chairperson Robertson absent.

 

10.      Authorize issuance of a revocable permit to Sonja Hipkins, 100 Hanging Moss Drive, St. Simons Island, GA to erect a wood fence on County right of way.  (E. Carter)

After brief discussion a motion was made by Commissioner Tommy Clark seconded by Commissioner Chapman to deny the issuance of the above referenced revocable permit.  Motion carries with a vote of 6-0 with Chairperson Robertson absent. 

 

11.      Consider authorization to award the contract for the North Glynn Regional Park water/sewer and parking installation contract.  (W. Davis/J. Bruner)

 

A motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to award the bid for water/sewer and parking installation at North Glynn Regional Park to low bidder Arco Development Company, Brunswick, GA in the amount of $715,958.60.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

12.      Consider report relative to abatement of taxes for Youth Imitative Project, Inc..  (G. Moore)

13.      Consider adoption of proposed Service Strategies Agreement relative to HB 489 Legislation.  (L. Gilmour) This item deferred from the May 4, 1999 Joint City/County meeting.

 

After brief discussion motion to approve the proposed Service Strategies Agreement relative to HB 489 Legislation, including the preparation of the necessary forms for transmission to  DCA, was made by Commissioner Tullos, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

14.     Consider request from Golden Isles Arts & Humanities Association regarding a Musical Play Scape.  (G. Robertson)

After brief discussion a motion was made by Commissioner Tullos, seconded by Commissioner Dowdy to approve the above referenced request for installation of a Musical Play Scape at Neptune Park, subject to approval by the Casino Advisory Board.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

15.     Authorize amending the contract with the Visitors Bureau to provide for:

 

(A)     Continue appropriation per contract regardless of fiscal year.

 

(B)     Require that any contract amendment including appropriation usage be reviewed by both parties prior to enactment.  (H. Woodman)

 

After brief discussion motion to approve was made by Commissioner Tullos, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

16.     Consider installation of 3-way stop for Pine Street, St. Simons Island, GA.  (D. Dowdy)

 

Motion to approve by Commissioner Tullos, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

17.      Establish hearing dates for FY 2000 Budget review.  (G. Robertson)

CHIEF OF POLICE ITEMS

 

Update regarding the removal of the illegally parked RV at Altamaha Regional Park.  Informational purposes only.  No action required nor taken at this time.

 

COUNTY ATTORNEY ITEMS

 

1.       Third party administrative services.

 

After brief discussion a motion was made by Commissioner Tullos seconded by Commissioner Jerome Clark to authorize entering into an agreement with Engle, Martin Claim Service for third party insurance administrative claim services with staff instructed to bid these services out next fiscal year.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

2.       An item of pending/potential for discussion in Executive Session.

 

ADMINISTRATOR ITEMS

 

1.                   City of Brunswick cemetery clean-up scheduled for June 3, 1999 and June 10, 1999.

 

Motion to approve by Commissioner Tullos, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

2.                   Joint meeting for HB 489 committee.

 

A motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to make arrangements for the above referenced meeting.  Motion carries with a vote of 6-0 with Chairperson Robertson absent. 

 

3.                   4 wheel drive, all terrain vehicle, permit on beach for handicap person.

 

After brief discussion a motion to approve was made by Commissioner Chapman, seconded by Commissioner Tommy Clark.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 


After further discussion a motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to rescind the above referenced motion.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

After further discussion a motion was made by Commissioner Tullos, seconded by Commissioner Woodman to allow the 4 wheel drive vehicle on the beach with a speed restriction not to exceed a walking speed as suggested by the County Attorney.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

4.                   Juvenile Court grant application update.

 

A motion was made by Commissioner Tullos, seconded by Commissioner Jerome Clark authorizing a change to the terms of the grant application relative to Glynn County paying the full amount of the grant match amount of $1353.00  and receive 100% the grant funds.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

5.                   Amend 5/6/99 action relative to Letter of Credit for Lot 12, Block AO@ Sea Palms, St. Simons Island, to provide for either calling of the Letter of Credit or 90 day extension.

 

After brief discussion a motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark that the above referenced letter of credit would not be call if the developer provides an extension of the current letter of credit not to exceed ninety (90) days, however if the developer fails to provide a new financial instrument showing the new extension date, the County will then proceed with the calling of the letter of credit.   Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

6.       An item relative to personnel for discussion in Executive Session.

 

A motion was made by Commissioner Chapman, seconded by Commissioner Woodman to adjourn to Executive Session to discuss items relative to personnel and pending/potential litigation.  Motion carries with a vote of 6-0 with Chairperson Robertson absent.

 

Back in Regular Session.

 

A motion was made by Commissioner Tullos, seconded by to approve the Executive Session Minutes for May 6, 1999.  Motion carries with a vote of 5-0 with Chairperson Robertson absent and Commissioner Chapman out of the room

 

A motion was made by  Commissioner Tullos, seconded by Commissioner Tommy Clark to accept the Couty Attorney=s recommendations.  Motion carries with a vote of 5-0 with Chairperson Robertson absent and Commissioner Chapman out of the room.
