INVOCATION AND PLEDGE

 

1.         APPROVAL OF MINUTES

 

(A)      Approve Minutes of the Regular Meeting held Thursday, April 1, 1999.

 

Motion to approve, subject to any necessary corrections, by Commissioner Tullos, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 

(B)       Approve Minutes of the Joint Meeting held Tuesday, April 6, 1999.

 

Motion to approve by subject to any necessary corrections by Commissioner Tullos, seconded by Commissioner Tommy Clark.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 

2.                  PROCLAMATION

 

(A)       A proclamation designating the week of April 25 to May 1, 1999 as ACrime Victims= Rights Week@.  (F. Tullos)

 

Motion to approve by Commissioner Tullos, seconded by Commissioner Tommy Clark. Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 


 

(B)       A proclamation designating the week of April 17 - 24, 1999 as AJazz-Up Brunswick and the Golden Isles@ Clean-Up Week.  (J. Chapman)

 

Motion to approve by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 

(C)      Adoption of a proclamation designating the week of May 3 - 7, 1999 as ANational Correction Officers= Week@.  (F. Tullos)

 

Motion to approve by Commissioner Tommy Clark, seconded by Commissioner Chapman.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 

POINT OF PRIVILEGE

 

Sheriff Wayne Bennett to discuss the following items:

 

(1)       Educational Incentive Bonuses

 

After brief discussion a motion was made by Commissioner Woodman, seconded by Commissioner Tommy Clark authorizing the 18 persons originally hired under the concept of receiving the educational incentive bonus on an annual basis are to continue receiving the bonuses on an annual basis. Any employees hired afterward are to receive the bonus on a one time basis according to the schedule outlined by the Board at its April 1, 1999 meeting.  Motion carries with at vote of 6-0 with Commissioner Dowdy absent.

 

(2)       Management Incentive Bonuses

 

After brief discussion a motion was made by Commissioner Chapman, seconded by Commissioner Tommy Clark to allocate Management Incentive Bonus money previously earned by departments during FY 98/99.  Motion carries with at vote of 6-0 with Commissioner Dowdy absent.

 

3.         EMPLOYEE OF THE MONTH

 

Presentation of Plaque and $50 check to Sara Doke, Secretary II, Glynn County Building Maintenance.

 

 


 

4.         PUBLIC HEARINGS

 

(A)      Abandonment

 

Consider application for abandonment of portions of Page Avenue between Gould Street and Floyd Street, St. Simons Island.  Glynn County Board of Commissioners applicant.  (J. Bruner)  This item deferred from the Board=s March 18, 1999 meeting.

After brief discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Tullos to approve the abandonment of  Page Avenue with the exception of all the intersecting street ends.  Motion carries with a vote of 5-1-0 with Chairperson Robertson opposed.  Commissioner Dowdy absent.  Approved as resolution #R-14-99 with original documents filed per #R-06-98.

 

(B)       Alcoholic Beverage License

 

Consider issuance of 1999 Alcoholic Beverage License to Steamers Seafood Company 100 Marina Drive, St. Simons Island, GA.  LICENSE TO SELL DISTILLED SPIRITS, MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES.  SUNDAY SALES PERMITTED.  (Occupational Tax)

 

Motion to approve by Commissioner Tullos, seconded by Commissioner Jerome Clark.  Motion carries with a vote of 5-0-1 with Commissioner Tommy Clark abstaining.  Commissioner Dowdy absent.

 

5.         CONSENT AGENDA

 

A.        General

 

(1)       Revocable Right-of-Way Permits

 

1.                  Authorize the issuance of a revocable Right-of-Way Permit to Ms. Francis Youngblood - corner of Tenth St., and Ocean Blvd., East Beach, St. Simons Island relative to the use of a twenty foot (20') alley for driveway- no concrete.  (E. Carter)


 

b.         Authorize the issuance of a revocable Right-of-Way Permit to Mr. William Dunlap - 110 Valerie Drive, Brunswick, GA relative the placement of a fence on county right-of-way.  (E. Carter)

 

c.         Authorize the issuance of a revocable Right-of-Way Permit to Ms. Kimberly Durrence - 230 Sandcastle Way, St. Simons Island relative to the  placement of a parking apron and fence on county right-of-way.  (E. Carter

 

d.         Authorize the issuance of a revocable Right-of-Way Permit to Mr. Michael Dillon - 117 George Lane, Brunswick, GA requesting that an existing Adrain device@ be allowed to remain within county right-of-way.  (E. Carter)

 

5.                  Authorize the issuance of a revocable Right-of-Way Permit to Pier Pointe Condominiums - 100 Floyd Street, St. Simons Island, to place landscape as well as decorative fencing for the containment of refuse containers on county right-of-way.  (E. Carter)

 

This item was pulled at the request of the applicant.  No Board action required nor taken at this time.

 

(2)       Authorize acceptance of additional right-of-way dedication property located at Lake Drive, currently owned by A. H. Tostenson.  (C. Olness)

 

(3)       Authorize acceptance of drainage easements.  (J. Bruner)

 

(4)       Authorize commissioner attendance to the 1999 NACo Annual Meeting - St. Louis County (St. Louis), Missouri.  (G. Robertson)

(8)       Concur with request from Clerk of Superior Court, Larry Ellison, to restore Deputy Clerk I position to Deputy Clerk Supervisor position.  (L. Gilmour)

 

(9)       Resolution authorizing the addition of a member from the Airport Commission to the Safety Management Commission.  (L. Gilmour)  Approved as resolution #R-15-99 with original documents filed per #R-06-98.

 

A motion was made by Commissioner Tullos seconded by Commissioner Jerome Clark to approve Consent Agenda with the exception of items 5-A (5), and 5-A (7)   which were pulled for discussion.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

Authorize Forestry Commission grant application for Arborist Position.  (Tree Board)

After brief discussion a motion to deny authorizing submission of the grant application was made by Commissioner Tommy Clark, seconded by Commissioner Chapman

 

After further discussion Commissioner Tommy Clark withdrew his motion.

 

After further discussion a motion was made by Commissioner Chapman, seconded by Commissioner Jerome Clark to authorize applying for the Georgia Forestry Commission grant and if the County is awarded the grant, the monetary match would be made a part of the upcoming budget process.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 


(7)       Authorize proceed with the implementation plan for establishing nine (9) 800 MHz channels.  (L. Gilmour)          

 

After brief discussion a motion was made by Commissioner Tullos, seconded by Commissioner Jerome Clark to authorize proceeding with the implementation plan for establishing nine (9) 800 MHz channels.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent

 

GENERAL BUSINESS

 

6.                  Authorize the immediate purchase of an NT Server for financial management package.  (L. Gilmour)

 

This item was handled through the Information Technology Committee and was pulled from the agenda.  No Board action was required nor taken.

 

7.                  Consider the issuance of a revocable Right-of-Way Permit to Dr. & Mrs. Melvin Deese - 2020 Dixon Lane, East Beach, St. Simons Island to construct a beach crossover which will cross county right-of-way (Dixon Drive).  (E. Carter) This item deferred to the Board=s May 20, 1999 meeting.   No action required nor taken at this time.

 

8.         Consider response to Georgia EPD relative to several water supply matters.  (L. Gilmour)

 

After brief discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Jerome Clark authorizing the County to proceed with the recommendations as outlined in Mr. Reheis= March 29, 1999 memorandum, emphasizing the County=s prior request, which pre-dates the Interim Strategy, requesting additional Floridan pumpage for mainland north, with response number two (2) to be done in conjunction with Sea Island Company.   Motion carries with a vote of 6-0 with Commissioner Dowdy absent.

 

9.         Request from Youth Initiative Project, Inc. for a Resolution of Support for  in Glynn County.  (L. Gilmour)  This item deferred from the Board=s April 1, 1999 meeting.

 

After brief discussion a motion was made by Commissioner Jerome Clark, seconded by Commissioner Tullos authorizing the issuance of a strong letter of support regarding the Youth Initiative Project relative to affordable house in Glynn County with the attorney to research the issue of tax abatement.  Motion carries with a vote of 6-0 with Commissioner Dowdy absent.          

 

10.       Mr. Everett Clark to discuss new signs at Colonial Mall Glynn Place.  (D. Dowdy)

 


After brief discussion a motion was made by Commissioner Woodman, seconded by Commissioner Chapman to approve the use of the County=s road right-of-way for these two signs as presented with the understanding that the applicant will have to get a variance from Section 803.5.1 of the Zoning Ordinance before they can erect signs  with the added condition that site distance requirements are met. Motion carries with at vote of 6-0 with Commissioner Dowdy absent.

 

11.              Receive report from the Water & Sewer RFP Committee.  (RFP Committee)

2.                  Inquiry relative to the NT server system.  (Agenda item number 6 under General Business.)

 

3.                  Presentation of the Glynn County Light Duty Vehicle Selection Matrix.

 

After brief discussion a motion was made by Commissioner Chapman, seconded by Commissioner Woodman to adopt the below matrix as the official Glynn County Light Duty Vehicle Selection format.  Motion carries with at vote of 6-0 with Commissioner Dowdy absent.

CHIEF OF POLICE ITEMS

 

Request from the Lutheran Church located on Frederica Road to close Menendez Ave on May 1, 1999 from 7:00 am to 1:00 pm for the purpose of holding a youth activity.

Recommend Board decline Altamaha Regional Park recreation grant of $100,000.00 which would require a $25,000.00 monetary match  - no money for fishing pier.

 

After brief discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Tullos to decline the above referenced grant.  Motion carries with at vote of 6-0 with Commissioner Dowdy absent.

 

A motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to adjourn to Executive Session to discuss item(s) relative to pending/potential litigation. Unanimously approved

 

 

Back in Regular Session

 

A motion was made by Commissioner Tullos, seconded by Commissioner Tommy Clark to accept the County Attorney=s recommendation.  Motion carries with at vote of 6-0 with Commissioner Dowdy absent.

 


A motion was made by Commissioner Woodman, seconded by Commissioner Jerome Clark to approve the Executive Session Minutes of April 1, 1999.  Motion carries with at vote of 6-0 with Commissioner Dowdy absent.
