  • Discussion regarding the Glynn County FY 00-01 Budget.



Mr. Eckert and the Budget Team presented the proposed FY 00-01 Budget for review and comment from the Board regarding the proposed budget.



After brief discussion a motion was made by Commissioner Chapman, seconded by Commissioner Dowdy to accept the County Administrators recommendation regarding the accommodation excise tax split between the Visitor's Bureau and Glynn County as follows: Motion carries with a vote of 5-2 with Commissioner Jerome Clark and Chairman Tommy Clark opposed.



    • Change the current accommodation excise tax split percentage from 60% - 40% Visitors Bureau/County to 60% - 40% County/Visitors Bureau. The Visitors Bureau percentage reduction from 60%-40% would be implemented in increments over a five (5) year period with the Visitors Bureau receiving 55% and the County receiving 45% beginning fiscal year 00-01.



    • During the reduction period the Visitors Bureau would cover a decreasing proportion of expenses relative to fireworks, exit lighting, St. Simons wooden signage, Coastal Georgia Historical Society (Lighthouse Museum utilities) and Civil Air Patrol which will culminate in the Visitors Bureau paying nothing towards these expenses by year 2005.
    • The subsidies from the County to the Coastal Georgia Historical Society (Lighthouse Museum utilities) and the Civil Air Patrol would be continued for this fiscal year 00-01.



    • At the end of the five (5) year period the County would then take over the responsibility of expenses relative to fireworks, exit lighting and St. Simons wooden signage.



After brief discussion a motion was made by Commissioner Dowdy, seconded by Commissioner Jerome Clark to include a transfer from the Fire Insurance Premium fund in the amount of $130,000.00 with $50,000.00 to the Jekyll Island Authority for construction of parking lot/bike paths and $80,000.00 to the residents in the form of a millage roll back. Unanimously approved.
