Mr. Don Carter, DMG-Maximus Company, to address the Phase '1" Street Service Delivery Strategy Study/House Bill 489 Study. (R. Harris)



A presentation was made by Mr. Don Carter, Regional Vice President, DMG regarding a proposal to conduct a Service Delivery Alternatives Study for six department for the City of Brunswick and Glynn County.



After brief discussion a motion was made by Commissioner Chapman, seconded by Commissioner Dowdy to move forward and enter into a contract with DMG-Maximus to conduct the service delivery strategy study of the following department with the police department study to be added at a later date.

Recreation Occupational Tax License

Building Inspection Purchasing



After further discussion Commissioner Chapman withdraws the above motion with Commissioner Dowdy withdrawing his second.



After further discussion a motion was made by Commissioner Chapman, seconded by Commissioner Dowdy to go out for RFP's for a service provide to conduct a service delivery strategy study of the following departments including the police departments. 6-0 with Commissioner Woodman absent. (It was the consensus of the City of Brunswick Commissioners to concur with the above motion 4-0 with Commissioner Roosevelt Harris absent)

COUNTY

Report regarding the hiring of an outside agency to conduct a study regarding the monetary impact of consolidating certain governmental services. The dollar amount for the study to be specified by both governing bodies. (November 9, 1999 Joint Meeting.)



This item was addressed under agenda item #1 CITY and requires no action at this time.

2. Discussion regarding the setting of a deadline for negotiations regarding all LOST, SPLOST monies, Water Rates and equalization issues. (July 6, 1999 Joint Meeting)



A directive was given that the City Manager and County Administrator continue negotiations regarding this issue. No Board action required nor taken at this time.











Discussion regarding an inter-governmental agreement for capital improvements.



A directive was given that the City Manager and County Administrator work to create an agreement to address inter-governmental capital improvements for review and action by both governing bodies. No Board action required nor taken at this time.



Discussion regarding Glynn Home Option Sales Tax (GHOST).



A brief presentation was made by Commissioner Tullos regarding the Glynn Home Option Sales Tax.



After brief discussion A motion was made by Commissioner Robertson, seconded by Commissioner Jerome Clark to forward the Glynn Home Option Sales Tax resolution, as presented by Commission Tullos with actual percentages splits to be negotiated, to Glynn County's legislative delegation to pursue legislation to enable the implementation of the GHOST tax for Glynn County. Motion carries with a vote of 5-1-0 with Commissioner Chapman opposed and Commissioner Woodman absent. ((It was the consensus of the City of Brunswick Commissioners to concur with the above motion 3-1-0 with Commissioner Harold Jennings opposed and Commissioner Roosevelt Harris absent). Approved as resolution #R-06-00 per #R-06-98



Discussion regarding the merging of the City/County Police Departments.



Because of the action taken by the governing bodies regarding agenda item "CITY 1., no action was required nor taken at this time. (See CITY 1.)



There being no further business, meeting adjourned.
