Discussion and consideration of the following:


1.         Update on Detention Center project


            Jim Ingram, of IPG Architects, provided the Board with an update on the jail project. Sheriff Bennett and Undersheriff Ron Corbett were also present. Mr. Ingram said everything was on schedule. Georgia Power had agreed to move the power lines. County Attorney Aaron Mumford said the purchase of the property is on schedule to be completed by July.


2.         Presentation from Honeywell Inc. regarding security system controls at new detention center.


            Representatives from Honeywell did not attend the meeting.

Sheriff Bennett and Jim Ingram expressed concerns with allowing potential vendors to present their products to the Board prior to the bidding process. It was decided that vendors would not be allowed to present their products to the Board. Instead they would follow the County’s formal bidding procedures.


3.         Presentation from Georgia Coastal Living regarding the use of the public access channel 99 (Avery Brooks)


            This item was removed from the agenda prior to the meeting.


4.         St. Simons Island Sports Complex Improvements  Link


            County Administrator Alan Ours presented the Board with a list of proposed improvements to the parks on St. Simons.  These items will be funded by SPLOST 4 and 5.

            Mallery Park:

            County Agent Dr. Don Gardner briefed the Board on his accomplishments since he has returned to the county.

            Mr. Ours provided the Board with the projected FY13 budget. The General Fund requested budget is $51,263,299. This is $1,165,018 more than the FY12 approved budget.

            Mr. Ours and the Board discussed possible alternatives to raising the millage. The Board decided to ask departments to try and work within the FY12 budget and bring back other alternatives. The Commissioners will also review all the data provided and will make recommendations.


Consider and approve the following:


7.         Authorize Glynn County to enter into an agreement with Prospect Park Entertainment and Universal Cable Productions, producers of “Royal Pains,” a USA Network television series, to allow filming on St. Simons in the Neptune Park area for an upcoming episode. (A. Ours)  Link


A motion was made by Commissioner Hunt and seconded by Commissioner Coleman to approve the agreement. The motion carried unanimously.





The Board did not hold an executive session during this meeting.
