SPECIAL CALLED MEETING

GLYNN COUNTY BOARD OF COMMISSIONERS

TUESDAY, JANUARY 17, 2012 AT 9:30 AM

Discussion and consideration of the following:

 

1.         Claim Audit and Recovery Services (CARS) for health care

           

            A representative from CARS described the company’s procedures for finding coding errors and billing errors and working with insurance providers to recuperate money for the client.

 

2.         SPLOST 4 & 5 Update (A. Ours)

 

            County Administrator Alan Ours and Finance Director Phyllis McNicoll provided an update on each of the projects under the fourth and fifth Special Purpose Local Option Sales Taxes (SPLOST).

 

            A motion was made by Commissioner Sublett and seconded by Commissioner Taylor to add item 2.1 to the agenda. The motion carried unanimously.

 

2.1       Discussion regarding items on the defeated SPLOST 6 list.

 

            The 911 System upgrades that were part of the proposed SPLOST 6 list was discussed. SPLOST 6 was not approved by the voters when presented on the November 2011 ballot.

            The Ballard Fire Station was also discussed.

           

3.         Current ordinances regarding burning yard debris (B. Coleman)

 

Bill Camp asked the Board to consider limiting the burning of yard debris to two Saturdays per month. He said this would allow those citizens wishing to avoid smoke the opportunity to do so.

Fire Chief Al Thomas said the Fire Department issues citations to citizens that burn illegally. The ordinance would need to be amended to prohibit burning. He said the County works closely with the Georgia Forestry Commission regarding burn permits. He said there were eleven citizen complaints regarding burning during 2011.

             

4.         Trolley parking spaces on St. Simons (B. Coleman)

 

The trolley operators asked the Board to consider creating multiple loading zones in the village area and allow the trolleys and tour operators to use them freely.

 

 

EXECUTIVE SESSION

 

A motion was made by Commissioner Coleman and seconded by Commissioner Hunt to adjourn to executive session to discuss pending litigation. The motion carried unanimously.

 

Back in Session

 

A motion was made by Commissioner Sublett and seconded by Commissioner Hunt to adjourn executive session and enter into regular session. The motion carried unanimously. 

 

A motion was made by Commissioner Taylor and seconded by Commissioner Sublett to follow the County Attorney’s recommendation regarding pending litigation. The motion carried unanimously.

 

There being no further business, the meeting was adjourned.
