PUBLIC COMMENT PERIOD - No requests to speak were received during the sign up period.  Therefore, no public comments were received by the Board of Commissioners during the scheduled Public Comment Period.

A motion was made by Commissioner Sublett and seconded by Commissioner Coleman to affirm the appointments as presented. The motion carried unanimously.

 

 


PUBLIC HEARING – Land Use

 

2.         ZM 2300 (M) - Crossfit Brunswick -  Consider a request to rezone from Limited Industrial (LI) to Planned Development (PD) Tract 17, which is a 1.034 acre property located in Key Industrial Park on the west side of Key Circle Drive, off Community Road in Brunswick.   Parcel ID: 03-13600. Rebecca Ramsey, agent for Gerry Peck, of Elliott Robinson, representing the Rebecca Rose Robinson Trust, owners. (D. Hainley)  Link

 

Community Development Director David Hainley said the purpose of the rezoning was to allow a physical fitness training facility, which is not allowed under the LI zoning. The Mainland Planning Commission and staff recommended approval of this rezoning.  This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Taylor and seconded by Commissioner Coleman to approve application ZM2300. The motion carried unanimously.  Resolution #R-01-12

 

3.         ZV 2313 (I) – Harris Teeter - Consider a request for a variance to Article 8 of the Zoning Ordinance to allow 162.11 square feet of signage  for the Harris Teeter store at the Shops at Sea Island located on the southwest corner of Sea Island Road and Frederica Road.  The Glynn County Zoning Ordinance authorizes the Board of Commissioners to consider an appeal to the Sign Ordinance [Section 1005.3].  The proposed signage will not be larger than the existing signs located on the property for which staff cannot find a permit.   Current Zoning: GC (General Commercial) Parcel ID: 04-12293.  Casco Signs, applicant. The Islands Planning Commission and staff recommended approval of this rezoning.  This item was opened for public comment and a representative from Casco was present to answer questions.

 

A motion was made by Commissioner Sublett and seconded by Commissioner Coleman to approve application ZV2313. The motion carried unanimously.  Resolution #R-02-12

 

 

CONSENT AGENDA – General Business

 

4.         Approve the minutes of the regular meeting held Thursday, December 15, 2011, subject to any necessary corrections.  (C. Overstreet)

 

5.         Approve the adoption of a resolution of support for Glynn County’s 2011 Trail Grant Application to the Georgia Department of Natural Resources for $100,000. The County’s cash match is $22,668.  The grant will be used to support the construction of Phase 1 of the trail/walkway on the old towpath from Hwy 99 to Harry Driggers Boulevard along the Brunswick Altamaha Canal. (D. Hainley) This item was removed from the consent agenda at the request of Commissioner Sublett.

 

6.         Approve the placement of landscaping donation identification signs in the St. Simons Gateway and Frederica and Demere Road rights-of-way for the St. Simons Land Trust and Deloach Sotheby respectively.  Both signs are less than two square feet in size.    The provision to permit this type of sign is established in the Zoning Ordinance Article VIII Section 809 (a). The maintenance of the signs will be the responsibility of the Land Trust or Deloach Sotheby. (D. Hainley)  Link

 

A motion was made by Commissioner Callaway and seconded by Commissioner Sublett to approve the consent agenda, with the exception of item 5. The motion carried unanimously.

 

 

 

 

ITEMS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION

 

5.         Approve the adoption of a resolution of support for Glynn County’s 2011 Trail Grant Application to the Georgia Department of Natural Resources for $100,000. Mr. Hainley explained the location of the proposed trail. He said the trail will be rustic in design and follows the Board’s ecotourism goals.

 

A motion was made by Commissioner Sublett and seconded by Commissioner Callaway to approve the adoption of the resolution as presented. The motion carried unanimously.  Resolution #R-03-12

 

Point of Privilege

 

A motion was made by Commissioner Sublett and seconded by Commissioner Callaway to add an item to the Board’s published agenda regarding the appointment of a citizen to the Mainland Planning Commission. The motion carried unanimously.

 

Commissioner Coleman said Julie Martin has served as his appointment to the Mainland Planning Commission, but had to resign when she took office as a City Commissioner.

 

A motion was made by Commissioner Coleman and seconded by Commissioner Callaway to appoint Liane Brock to serve the unexpired term on the Mainland Planning Commission. The term will expire December 31, 2012. The motion carried unanimously.

The Board did not hold an Executive Session during this meeting.
