Discussion and consideration of the following:


1.         Coastal Stormwater Supplement (CSS) to the Stormwater Management Manual to be presented by the Coastal Regional Commission (CRC)


                        Staff of the Coastal Regional Commission provided an update on the Coastal Stormwater Supplement and answered questions of Commissioners.  It was suggested that the group present the CSS to the County’s Community Development Advisory Board (CDAB).


2.         Spur 25 Extension  Link


Interim County Engineer Paul Andrews provided background information on this project and the change orders needed for the project to date.  


3.         Ordinance amendment regarding professional services


It was decided to place this ordinance amendment on the Board’s July 7, 2011, meeting agenda for consideration.


4.         Review TSPLOST unconstrained list and application project ranking    Link


Community Development Director David Hainley provided an update on the TSPLOST.


5.         Update on the Tax Assessor’s Office


Property Appraiser Bobby Gerhardt provided an outline of the Board of Assessors’ plan to address concerns recently raised as a result of the Department of Revenue’s investigation of the office.


The Commissioners asked Mr. Gerhardt and the Board of Tax Assessors to keep them informed of the progress made.


6.         Request for Proposal for detention center architectural and engineering (A&E) services


Finance Director Phyllis McNicoll provided a timeline for advertising the bid, reviewing the proposals, and making a recommendation.  Chairman Sublett asked that no less than five staff members review the technical aspects of the proposals received.


7.         Speed hump alternatives


Assistant Administrator Becky Rowell provided a tentative list of alternatives to the asphalt speed bumps recently installed on Frederica Road.   Among them were speed cushions, speed tables, and the rubber speed humps installed in other locations throughout the county.


Police Chief Matt Doering reported that during the past nine years, seven traffic accidents had occurred between Glynn Marsh subdivision and Fort Frederica. Of those seven accidents, one was speed related.


The Commission asked staff to research alternatives to the speed bumps and options for slowing the traffic on this roadway.


Point of Privilege

Fire Chief Al Thomas reported that the fireworks display would continue as planned at the pier on St. Simons since the fireworks would be shot over the water.


No action was taken by the Board of Commissioners during this special called meeting. It was for information only.




The Board did not hold an executive session during the meeting.
