INVOCATION AND PLEDGE

 

PUBLIC COMMENT PERIOD - No requests to speak were received during the sign up period.  Therefore, no public comments were received by the Board of Commissioners during the scheduled Public Comment Period.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to approve adding item 9 to the Board’s published agenda. The motion carried 6-0-1 with Commissioner Hunt abstaining.

 

1.         Presentation from Civil Air Patrol. (C. Taylor)

 

PUBLIC HEARING – Alcoholic Beverage License

 

2.         Consider the issuance of a 2011 alcoholic beverage license for Hide A While, 3600 Frederica Road, Suite 16, St. Simons Island, Georgia. The license is to sell distilled spirits, malt beverages and wine for consumption on premises of a restaurant, Sunday sales permitted. A Glynn County Fire Department and Health Department final inspection is required prior to issuance of the license. This is a new license for 2011. John Summerlin, licensee. John Summerlin, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license.

This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Callaway and seconded by Commissioner Strickland to approve the issuance of a 2011 alcoholic beverage license for Hide A While. The motion carried unanimously.

 

 

PUBLIC HEARING – Land Use

 

3.         ZM2153 JWSC (Southport Plant) - Consider a request to rezone from FA (Forest Agricultural) and GR (General Residential) to GC (General Commercial) for property consisting of 14.21 acres located approximately 650 feet east of Southport Parkway. The property is approximately 80 feet west of the I-95 right-of-way. Parcel ID 03-12061 and 03-16474. Joint Water and Sewer Commission, owner. (Y. Phillips)  Link

 

York Phillips, Planning and Zoning Division Manager, reported the Mainland Planning Commission and staff recommended approval of the application. This is the property upon which the South Port Treatment Plant sits. The purpose of this rezoning is to classify the treatment plan in a district more characteristic of its present use.

Community Development David Hainley explained the Zoning Ordinance of Glynn County allows for governmental buildings and functions in most zoning districts. This allowed the plant to be built in FA and GR zoning while the County was the owner of the property. However, the JWSC is not considered a governmental agency; therefore, when the plant was transferred to the JWSC, no further expansion of the plant on the property would be allowed, thus creating the need for the rezoning. This condition also exists with other facilities, such as the Glynn Haven Treatment Plant; amendments are forthcoming to correct this situation as well.

The site is buffered from the adjacent residential area and interstate by a thickly wooded area.

A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to approve the rezoning from FA and GR to GC the property consisting of 14.21 acres located east of Southport Parkway. The motion carried 6-1 with Commissioner Hunt opposed.  Resolution #R-07-11

 

4.         ZM2158 Towne Square - Consider a request to amend the Planned Development Text to allow additional uses, including assisted living facility, nursing care, professional and general offices, medical offices and associated medical retail uses, commercial uses, hotel, etc., and similar uses. These uses would be in addition to the permitted residential uses. The property consists of 51.15 acres located generally south of Chapel Crossing Road and north of Scranton Connector. Parcel ID 03-19084 and 03-19931. Thomas & Bryson Properties, LLC, owner. (Y. Phillips)  Link

 

Mr. Phillips reported the Mainland Planning Commission and staff recommended approval of the application. The request is to change the allowed uses in the Planned Development Text and Master Plan to allow assisted living facilities, nursing care facilities, professional and general offices, medical offices and associated medical retail uses, commercial uses, hotel, and similar uses. Night clubs and other drinking establishments would not be permitted; however, restaurants serving alcoholic beverages could be permitted.

This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Taylor and seconded by Commissioner Strickland to amend the approved Planned Development Text and Master Plan. The motion carried 6-0-1 with Commissioner Hunt abstaining.  Resolution #R-08-11

 

CONSENT AGENDA – General Business

 

5.         Approve the minutes of the special called (retreat) meeting of February 9 and 10, 2011, the special called meeting of February 15, 2011, and the regular meeting of February 17, 2011, subject to any necessary corrections.  (C. Overstreet)

 

6.         Approve forwarding a list of projects to the Georgia Department of Transportation (GDOT) in anticipation of the adoption of the Transportation Investment Act of 2010, also known as HB 277, The Transportation SPLOST or TSPLOST. This request is to allow the County Administrator to submit this document and any other document as requested by GDOT regarding HB 277. (D. Hainley)  Link

 

7.         Approve a revised Inspection Agreement between Glynn County and the Jekyll Island Authority for the County to provide inspection services for the construction of the new Jekyll Island Convention Center.  (D. Hainley)  Link

 

A motion was made by Commissioner Callaway and seconded by Commissioner Strickland to approve all items on the consent agenda. The motion carried unanimously.

 

GENERAL BUSINESS

 

8.         Consider initiating the planning process for SPLOST 6 with a target election date of November 8, 2011, by sending a written notice and request to the Mayor and Commissioners of the City of Brunswick for a meeting between the County and City to discuss the SPLOST and possible projects to be included in the SPLOST referendum.  (T.                                 Chairman Sublett announced the meeting between the City and County was scheduled for Monday, March 28, 2011, in the Historic Courthouse.

 

            A motion was made by Commissioner Callaway and seconded by Commissioner Taylor to approve this item. The motion carried unanimously.

 

9.         Consider adoption of a resolution opposing the installation of a traffic signal and westbound left turn movement where the FJ Torras Causeway meets with Marina Drive. (T. Sublett)  Link  This item was added to the published agenda at the meeting.

 

Community Development Director David Hainley and Police Chief Matt Doering recommended adoption of the resolution.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adopt the resolution opposing the traffic signal. The motion carried 6-0-1 with Commissioner Hunt abstaining.   Resolution #R-09-11

 

 

EXECUTIVE SESSION

 

 

A motion was made by Commissioner Callaway and seconded by Commissioner Hunt to adjourn to executive session to discuss pending and potential litigation.  The motion carried unanimously.

 

Back in Session

 

A motion was made by Commissioner Callaway and seconded by Commissioner Strickland to adjourn executive session and enter into regular session. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to approve the County Attorney’s recommendation regarding pending litigation. The motion carried unanimously.

 

A motion was made by Commissioner Hunt and seconded by Commissioner Coleman to approve the minutes of the February 3, 2011, executive session. The motion carried unanimously.

 

There being no further business, the meeting was adjourned at 7:08 p.m.
