As most senior commissioner, Commissioner Jerome Clark presided over the meeting until the Chairman was appointed.

ELECTION OF CHAIRMAN AND VICE CHAIRMAN

 

A motion was made by Commissioner Callaway and seconded by Commissioner Coleman to appoint Commissioner Sublett to serve as Chairman for the year 2011. The motion carried unanimously.

 

A motion was made by Commissioner Hunt and seconded by Commissioner Clark to appoint Commissioner Callaway to serve as Vice Chairman for the year 2011. The motion carried unanimously.

Chairman Sublett announced the Finance Committee meetings would be held once monthly and a Special Called Meeting of the full Board would be held every third Tuesday at 10:00 a.m. in the Historic Courthouse.   He also announced the Pension Committee and Personnel Committee would be combined.  

 

Due to the time commitments for Vice Chairman and Chairman of the Finance Committee, Commissioner Callaway resigned from the Joint Water and Sewer Commission (JWSC) effective immediately. She nominated Commissioner Taylor to serve her unexpired term.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Callaway to affirm the appointments as presented. The motion carried unanimously.

 

2.         Consider appointing the following citizens to serve on the Mainland Planning Commission as nominated by the respective County Commissioners.

A motion was made by Commissioner Callaway and seconded by Commissioner Hunt to affirm the appointments as presented. The motion carried unanimously.

A motion was made by Commissioner Callaway and seconded by Commissioner Hunt to affirm the appointment as presented. The motion carried unanimously.

 

 

PUBLIC HEARING – Alcoholic Beverage License

 

3.         Consider renewal of an Alcoholic Beverage License for Whistle Stop Liquor Wine & Beer, 3900 Norwich Street, Brunswick, Georgia. The license is to sell distilled spirits, malt beverages, and wine package sales, not for consumption on premises; no Sunday sales permitted. Akeem Brown, licensee. (Occupation Tax/Chief Doering) This is a renewal of a current license; the ordinance does not require the licensee to attend the meeting. Link

 

Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license.

This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Clark to approve the renewal of an alcoholic beverage license for Whistle Stop Liquor Wine & Beer, 3900 Norwich Street, Brunswick, Georgia. The motion carried unanimously.

 

 

CONSENT AGENDA – General Business

 

4.         Approved the minutes of the meetings held Thursday, December 16, 2010, and Monday, December 20, 2010, subject to any necessary corrections.  (C. Overstreet)

 

5.         Approved the extension of the Maintenance Services Agreement with Quality Recording Solutions, LLC for the recording system at the Glynn-Brunswick 911 Center with funding of $4,730 to be provided by the 911 Center’s FY 11 operating budget. (D. O’Neal) Link

 

6.         Approved, and authorized the Chairman to sign, an Intergovernmental Memorandum of Agreement with Wayne County for use of Drug Court grant funds. (W. Worley) Link

 

A motion was made by Commissioner Clark and seconded by Commissioner Callaway to approve all items on the consent agenda. The motion carried unanimously.

 

 

GENERAL BUSINESS

 

7.         Consider an amendment to Section 2-2-14(b) of the Glynn County Purchasing Ordinance to provide that a local vendor’s bid must be within 2%, or $10,000, whichever is less, of the lowest bid in order to have the opportunity to match the lowest bid and to provide that 2% of the total points available under the proposal method be awarded based upon whether the proposer is a local vendor. 8.         Consider amending the Public Comment Period Policy so that the public comment period is held during the regular scheduled meetings of the Glynn County Board of Commissioners rather than prior to such meetings. (B. Coleman) Link

 

A motion was made by Commissioner Coleman and seconded by Commissioner Strickland to amend the Public Comment Period Policy to allow the public comment period to be held during the regular scheduled meetings rather than prior to such meetings. The motion carried 6-1 with Commissioner Clark opposed.

 

 

Point of privilege

 

A motion was made by Commissioner Coleman and seconded by Commissioner Callaway to add item 9 to the published agenda. The motion carried unanimously.

 

9.         Instruct staff to have the sign located on the property between I Street and J Street, which depicted the proposed frontal elevation of the formerly proposed Glynn County Detention Center expansion site, removed and send a letter to adjacent property owner Bob Torras asking that he remove his signs. (B. Coleman)

 

A motion was made by Commissioner Taylor and seconded by Commissioner Strickland to authorize staff to remove the sign located on the property fronting Newcastle Street and to send a letter to Bob Torras asking that he remove his signs objecting to this formerly proposed detention center location. The motion carried unanimously.

 

 

Point of privilege

 

At the request Commissioner Strickland, County Administrator Alan Ours announced the Board and its committees would be moving toward paperless agenda packets, offering cost savings and a more environmentally friendly approach to county government operations and procedures. Mr. Ours added that transitioning to paperless agenda packets for the Board meetings would, on average, save 5 trees annually.

 

 

EXECUTIVE SESSION

 

The Board of Commissioners did not hold an executive session during this meeting.

 

There being no further business, the meeting was adjourned at 5:35 p.m.
