A motion was made by Commissioner Tullos seconded by Commissioner Jerome Clark to approve the above referenced resolution. Unanimously approved.



5. Presentation of Plaque and $50 check to Andrew Moses, Senior Equipment Mechanic, Recreation Department, as the January, 2001 Employee of the Month. (H. Woodman)

PUBLIC HEARINGS - LAND USE



          • Consider a request for variance from requirements of Article 8. Sign Ordinance to allow for a seventy-five (75) foot tall sign to be allowed in Highway Commercial Zoning District. (E. Halbig)



A motion was made by Commissioner Tullos seconded by Commissioner Jerome Clark to defer action on this item to the February 15, 2001 Board meeting. Unanimously approved.



          • GC-33-00

Consider a request to rezone from HC Highway Commercial to FC Freeway Commercial, 0.909 acres, property described as the southwestern corner of U. S. 17 and U. S. 82, having 202.88 feet frontage on the south side of U. S. 82 and 294.03 feet frontage on the west side of U. S. 17. John Deese, Property owners. (E. Halbig) This item was deferred from the Board's December 7, 2000 meeting.



A motion was made by Commissioner Tullos seconded by Commissioner Jerome Clark to defer action on this item to the February 15, 2001 Board meeting. Unanimously approved.



8. GC-35-00



Request to Rezone from FA - Forest Agricultural to GI - General Industrial 30.286 acres, described as beginning approximately 580 feet south of the intersection with Highway 32 and 99, immediately north of Depratter Lane; property having 1403 feet of frontage on US Highway 341. Constance C. Daniels, property owner. (E. Halbig) This item was deferred from the Board's January 4, 2001 meeting.



At the request of the applicant this rezoning application has been deferred to the Board's February 1, 2001 meeting.













PUBLIC HEARINGS - ALCOHOLIC BEVERAGE LICENSES



9. Consider the issuance of a 2001 Alcoholic Beverage License to Fast Fuel #23, 2002 S. Commercial Drive, Brunswick, Georgia. LICENSE TO SELL MALT BEVERAGES AND WINE IN PACKAGE-NOT FOR CONSUMPTION ON PREMISES. NO SUNDAY SALES. RANJAN G. PATEL, LICENSEE (Occupation Tax/C. Alexander)



There being no citizen opposition, a motion was made by Commissioner Bedner seconded by Commissioner Tullos to approve the issuance of the above referenced Alcoholic Beverage License. Motion carries with a vote of 6-0-1 with Commissioner Tommy Clark abstaining.



10. Consider the issuance of a 2001 Alcoholic Beverage License to P. G. Archibald's at St. Simons, 440 Kings Way, St. Simons Island, GA. LICENSE TO SELL DISTILLED SPIRITS, MALT BEVERAGES AND WINE FOR CONSUMPTION ON PREMISES. SUNDAY SALES PERMITTED. BARBARA F. ARCHIBALD, LICENSEE. (Occupation Tax/C. Alexander)



There being no citizen opposition, a motion was made by Commissioner Bedner seconded by Commissioner Jerome Clark to approve the issuance of the above referenced Alcoholic Beverage License. Motion carries with a vote of 6-0-1 with Commissioner Tommy Clark abstaining.



          • Consider the issuance of a 2001 Alcoholic Beverage License to Friendly Express/Discount Stop, 3900 Newcastle Street, Brunswick, GA. LICENSE TO SELL MALT BEVERAGES AND WINE IN PACKAGES - NOT FOR CONSUMPTION ON PREMISES. NO SUNDAY SALES. MUKESH D. PATEL, LICENSEE. (Occupation Tax/C. Alexander)



There being no citizen opposition, a motion was made by Commissioner Jerome Clark seconded by Commissioner Bedner to approve the issuance of the above referenced Alcoholic Beverage License. Motion carries with a vote of 6-0-1 with Commissioner Tommy Clark abstaining.

12. Approve Minutes of the Regular Meeting held Thursday, January 4, 2001.



13. Approve Magistrate Judge Joe Hamill's coverage under the Glynn County Defined Benefit Pension Plan. (J. Hamill)





14. Approve the reappointment of Perry Fields as Senior Magistrate Judge with no cost to Glynn County. (J. Hamill)



15. Authorize the installation of a 4-way stop sign at the intersection of Ratcliffe Road and Emanuel Church Road.. (J. Chapman) This item was deferred from the Board's September 21, 2000 meeting.



16. Approve a proposed resolution endorsing Minimum Salary Legislation for county commissioners. (H. Woodman)



17. Authorize the Chairperson to execute all necessary documents relative to applying for a surface land mining permit for the County's sand and gravel operations on Altamaha Blvd. (J. Pereles)



18. Approve a proposed amendment to the Glynn County Alcoholic Beverage License Ordinance. (C. Alexander)



19. Approve a proposed amendment to the Glynn County Code of Ordinance entitled St. Simons Island Pier Ordinance. (C. Alexander)



20. Approve the naming of the road at the new Public Safety Complex location "Public Safety Blvd". (C. Alexander)



A motion was made by Commissioner Tullos seconded by Commissioner Fendig to approve the above referenced Consent Agenda items with exception of item(s) 15, 16, 18 and 19. which were pulled for discussion. Unanimously approved.



ITEMS PULLED FROM CONSENT AGENDA FOR DISCUSSION



15. Authorize the installation of a 4-way stop sign at the intersection of Ratcliffe Road and Emanuel Church Road.. (J. Chapman) This item was deferred from the Board's September 21, 2000 meeting. (Pulled by Commissioner Tommy Clark)

After brief discussion a motion was made by Commissioner Tommy Clark, seconded by Commissioner Tullos to deny the installation of a 4-way stop sign at the intersection of Ratcliffe Road and Emanuel Church Road. Further, this item is not to be placed on an agenda unless requested by the district commissioner, District 1 or one of the at-large commissioners. Further the Glynn County Police Department is instructed to ticket anyone caught speeding in this area. Motion carries with a vote of 5-1with Commissioner Chapman opposed. Commissioner Jerome Clark absent.



16. Approve a proposed resolution endorsing Minimum Salary Legislation for county commissioners. (H. Woodman) (Pulled by Commissioner Chapman )



A motion was made by Commissioner Chapman, seconded by Commissioner Tommy Clark to deny endorsement of the proposed resolution endorsing Minimum Salary Legislation for county commissioners. Motion fails for lack of receiving a majority vote. Vote: 3-3 with Commissioner Chapman, Commissioner Tommy Clark and Commissioner Fendig in favor. Chairperson Woodman, Commissioner Tullos and Commissioner Bedner opposed. Commissioner Jerome Clark absent.



After further discussion a motion was made by Commissioner Fendig seconded by Commissioner Bedner to establish a minimum salary for part-time Commissioners at 20% of the Glynn County Sheriff's minimum base salary. Further, that a Cost of Living Adjustment (COLA) be implemented for Commissioners and given in the same manner as that of other elected officials, such as Sheriffs, Tax Commissioners, Probate Judges, Clerks of Court and Magistrates. Motion fails for lack of receiving a majority vote. Vote: 3-3 with Commissioner Fendig, Commissioner Bedner and Chairperson Woodman in favor. Commissioner Chapman, Commissioner Tommy Clark and Commissioner Tullos opposed. Commissioner Jerome Clark absent.



18. Approve a proposed amendment to the Glynn County Alcoholic Beverage License Ordinance. (C. Alexander) (Pulled by Commissioner Tullos )



After brief discussion a motion was made by Commissioner Tullos, seconded by Commissioner Fendig to approve the proposed amendment to the Glynn County Alcoholic Beverage License Ordinance. Further, a copy of this ordinance is to be forwarded to the City of Brunswick for their review and consideration. Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent. Approved as ordinance amendment #O-2001-01 per #R-06-98



19. Approve a proposed amendment to the Glynn County Code of Ordinance entitled St. Simons Island Pier Ordinance. (C. Alexander) (Pulled by Commissioner Tullos )



After brief discussion a motion was made by Commissioner Tullos, seconded by Commissioner Fendig to approve the proposed amendment to the Glynn County Alcoholic Beverage License Ordinance. Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent. Approved as ordinance amendment #O-2001-02 & #O-2001-03 per #R-06-98

GENERAL BUSINESS



21. Consider the appointment of Ms. Lola Jamsky, Clerk of Superior Court, as Clerk of Magistrate Court and set compensation. (H. Woodman)



After brief discussion a motion was made by Commissioner Tommy Clark seconded by Commissioner Bedner to appoint Lola Jamsky, Clerk of Superior Court as Clerk of Magistrate Clerk and set compensation for that office at $400.00 per month. Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent.



22. Consider the appointment of an individual to serve as Director of the Office of the Receiver of Child Support for Glynn County. (H. Woodman)



After brief discussion a motion was made by Commissioner Tommy Clark seconded by Commissioner Fendig to appoint Lola Jamsky, Clerk of Superior Court to serve as Director of the Office of the Receiver of Child Support for Glynn County. Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent.

23. Receive a report regarding police escort services for funeral processions. (J. Clark)

A motion was made by Commissioner Fendig to add the following item to the Commission's published agenda. Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent.

24. EXECUTIVE SESSION



A motion was made by Commissioner Tullos seconded by Commissioner Tommy Clark to adjourn to Executive Session to discuss issues of Pending/Potential Litigation. Motion carries with a vote of 6-0 with Commissioner Jerome Clark absent.



Back in Regular Session



A motion was made by Commissioner Tommy Clark seconded by Commissioner Bedner to accept the County Attorney's recommendations. Motion carries with a vote of 4-2 with Commissioner Chapman and Commissioner Tullos opposed. Commissioner Jerome Clark absent.
